About this file

This document is a Questions and Answers file for RFQ 36C26326Q0811 addressing technical clarifications submitted by a prospective service provider regarding Guldmann ceiling-mounted patient lift preventive maintenance and corrective maintenance support services.

The VA clarified that no specific Guldmann 3G Program designation is required in the SOW unless the VA explicitly requests 3G pricing, and the service provider need not participate in the 3G Program if only preventive maintenance is desired. Regarding technician certification, as long as the service provider follows all VA requirements and load testing requirements, specific certification on Handicare lifts is not mandated, though Guldmann certification is required. The quantity of lifts requiring service has been corrected to 179 units (increased from 143) to include bathroom lifts, with acknowledgment that this number may fluctuate. Invoicing will be submitted monthly in arrears upon completion of preventive maintenance services, with pricing structured as one-year service plus four option years. For scheduled maintenance, the VA will follow manufacturer recommendations exclusively; if manufacturers require only annual inspections, semi-annual and quarterly checks will not be performed. The VA approved inclusion of language permitting software updates that do not impact lift functionality to be installed during regularly scheduled maintenance. Regarding accessibility during annual inspections, a minimum of five systems per day will be made available, though more than five may be completed daily. The price cost schedule will be submitted on an each (EA) per unit basis.

Answers to Technical Questions - RFQ 36C26326Q0811

I believe we are the only certified Guldmann service provider that is also certified on Handicare.

The SOW only specifies that the technician be certified on Guldmann. Do you want the technician certified on both manufactures according to the patient safety alert AL14-03? As long as the service provider follows all VA requirements and load testing requirements, no specific certification is needed on the Handicare lifts.

1) To receive the VA exclusive 3G pricing, they need to mention in the SOW that they are wanting the Guldmann 3G Program. We do not want to be a part of the 3G Program only the preventive maintenance.

2) Invoices- nothing is selected however we would like to request: Monthly in arrears as inspections are completed and on the price cost schedule can they change it to EA/per unit?

Invoices should be submitted after the ceiling lifts pass the preventive maintenance. The price cost schedule is being solicited as a one-year service plus 4 option years. You will submit invoices monthly in arrears when services are completed

3) SOW: The quantity is incorrect based of the inspections that were completed last year (see spreadsheet attached) the quantity should be 178 as it needs to include the bathrooms. You are correct the bathroom rails were not counted as separate in the SOW the number should be 179 with the expectation that the number could increase or decrease in the future.

4) Scheduled Maintenance: It mentions Annual, Semi-Annual, and Quarterly checks. This is outside of the manufacturers recommendations and would need separate line items and would be an additional cost for Semi-Annual and Quarterly checks if the VA wants to go outside of the manufacturer’s recommendations. This is a blanket statement, please follow manufacture recommendations for maintenance, So if the manufacturer only requires annual then the maintenance would only be annual.

5) Software Updates and Upgrades: Add: Updates that do not impact lift functionality may be installed during regularly scheduled maintenance services. Yes, this can be added.

6) Add Access: A minimum of five (5) systems per day must be made accessible during time of Annual Inspections. A minimum of five will be available but more than 5 need to be completed in a day.

1. In order to receive the 3G pricing it would need to be mentioned in the SOW that you are requesting the 3G program from Guldmann. See previous answer above.

2. I see that nothing is selected in the invoice requirements what we would request that monthly in arrears as inspections are completed and on the price schedule, we would like it to read as EA/per unit. See previous answer above.

3. I believe that the room quantity is incorrect as it should be 178 as the bathrooms need to be included. See previous answer above.

4. The scope requires "Annual, Semi-Annual, and Quarterly" checks. This would be outside of the manufactures recommendations and would require separate line items and would have additional costs for the Semi-annual and Quarterly checks if the VA wants to go beyond the manufacturer's recommendations. See previous answer above.

5. Also, the updates do not impact the lifts functionality and may be installed during our regularly scheduled services. See previous answer above.

6. The VA would provide a minimum of 5 rooms per day be made accessible during regular business hours during our scheduled annual inspections. See previous answer above.

1. Invoices – Page 3 of 52 We would like to request: Monthly in arrears invoicing as inspections are completed. Is it acceptable? See previous answer above.

2. SOW Language Addition – Page 4 of 52

Can the SOW state Guldmann 3G somewhere? By not having it state “3G”, it could significantly impact pricing.

An example could say: -“The STCVAHCSA requires Guldmann 3G preventative maintenance inspection (PMI) and CM support on Guldmann ceiling mounted patient lifts throughout the STCVAHCS.” See previous answer above.

3. SOW Language Addition – Page 4 of 52

The quantity (143) appears to be incorrect based of the inspections that were completed last year (see spreadsheet attached provided by Guldmann) the quantity should be 178 as it needs to include the bathrooms lifts. Can you clarify? See previous answer above.

4. Scheduled Maintenance – Page 5 of 52

This section mentions Annual, Semi-Annual, and Quarterly checks. This is outside of the manufacturers recommendations and would need separate line items and would be an additional cost for Semi-Annual and Quarterly checks if the VA wants to go outside of the manufacturer’s recommendations. See previous answer above.

5. Scheduled Maintenance (ACCESS) – Page 5 of 52 Can this be added? A minimum of five (5) systems per day will be made accessible during time of Annual Inspections. See previous answer above.

6. Software Updates and Upgrades – Page 6 of 52

Can this be added? Updates that do not impact lift functionality may be installed during regularly scheduled maintenance services. See previous answer above.

7. Price and Cost – Page 17 of 52

On the price cost schedule, can it change to EA/per unit? See previous answer above.
