1. Can we attend a site visit in order to view the grounds to accurately assess the application area?

A: Yes, interested vendors may attend a site visit on 06/11/2026 from 9:00-10:00am at 5449 Minnehaha Ave, Bldg. 72, Minneapolis, MN 55417. POC is Terry Johnson (Grounds Supervisor) 612-735-0637

2. Check and treat for grubs, sod webworms- Is the application to treat for grubs/sod webworms and optional service? To be performed upon identification of infestation? We would only recommend including this in the program if these are identified and would price as an optional service? Please advise on how you would like that structured in the bid.

A: This will be an as needed service. A separate line item has been added to the price/cost schedule. Contractors shall quote for 1,000 square feet of the application price for this service. During the execution of the contract, if this service is needed, the contractor is to provide a cost estimate to the Contracting Officer Representative (COR) prior to application. If accepted, the contractor may only execute the service when a bilateral modification to the contract has been awarded by the Contracting Officer if the price is more than the estimated 1,000 square feet. The Statement of Work has been adjusted to provide these instructions, see below.

3. Black gypsum – Same question for the application of Black Gypsum. Should we look at the application as an optional item? If it is to be included in the bid – what round would you like this included?

STATEMENT OF WORK

Minneapolis Veteran Affairs Health Care System Weed Control Service

1. Introduction:

a. The lawn on the MVAHCS campus requires application of weed control in order to establish and maintain a health lawn. This service will be performed four times a year. The application area is approximately 25 acres.

2. Scope of Work:

a. Contractor shall provide four applications of weed control products applied at the designated intervals.

1) Application #1 (April) - 35-0-7 95% PCU coated fertilizer. 10% Dimension Pre-emergent for over 30 grasses and broadleaf weeds (crab grass).

Blanket application of Vessel/Triplet (herbicide post emergent).

2) Application #2 (June) - Application of Horsepower or Sublime (Selective herbicide with a non-2,4-d formulation that controls over 150 different kinds of weeds.)

Quinclorac application for any breakthrough of annual grasses.

Check the health of the turf, trees and shrubs scouting for diseases and insects’ activity.

Check and treat for grubs and/or sod webworms.

Treat for grub worms and sod webworms on an as needed basis.

Minimum price will cover 1,000 square feet. Pricing will be based on 1,000 square foot area intervals. Contractor shall provide a cost estimate to the Contracting Officer Representative (COR) prior to treating for worms.

Contractor shall not treat for worms until a bilateral modification to the contract is awarded by the Contracting Officer if cost is more than the estimated 1,000 square feet.

3) Application #3 (August)- Blanket application of Vessel/Triplet for broadleaf weeds.

Quinclorac for any remaining crabgrass.

4) Application #4 (October) - 20-0-4 25% RxN,10%Am, 10% Biosolids.

Late fall application to fill up the plants roots for a strong plant in the spring.

Apply Black gypsum – helps relieve soil compaction and helps solves winter damage. on an as needed basis. Minimum price will cover 1,000 square feet. Pricing will be based on 1,000 square foot area intervals.

Contractor shall provide a cost estimate to the Contracting Officer Representative (COR) prior to treatment. Contractor shall not apply black gypsum until a bilateral modification to the contract is awarded by the Contracting Officer if cost is more than the estimated 1,000 square feet.

b. Applications shall target seasonal weeds throughout the year.

c. Weed control efforts shall include the following:

Ground ivy Dandelion crab grass spurge thistle pineapple weed clover white garlic wild plantain broad leaf prickly lettuce

d. Each product will be applied in accordance with product’s manufacture’s recommendations.

3. Licenses / Certifications:

a. Contractor staff applying herbicides and weed control products shall have a commercial applicator license issued by the Department of Agriculture.

4. Working hours:

a. Anticipated hours of work will be Monday through Friday from 7:am – 5:00

pm. Additional hours must be coordinated through the COR. Work may also be performed on weekends or federal holidays with approval from COR but will not affect pricing of the contract.

5. Submittals:

a. List of proposed products used for weed control

6. Safety:

a. Contractor will be responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily.

b. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus.

7. Security:

a. Contract personnel need to obtain a vendor’s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project

b. Contractor’s Technicians are required to check in with the COR or Grounds Supervisor upon arrival at facility to obtain access and any additional instructions, task explanations and project location information.
