About this file

This is a Questions and Answers document related to the Hospital Grade Mattress Inspection Services solicitation (36C26326Q0503) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23. The document addresses clarifications regarding the inspection of approximately 316 hospital-grade mattresses across VA facilities, with a stated 5% variance allowance.

Key clarifications include: the mattress inventory consists primarily of Umano and Geo brand mattresses, with a small percentage of bariatric or low-air specialty surfaces; secondary inspections requiring mattress cover removal and core inspection are mandatory as part of visual inspection procedures to check for wear, pinholes, zippers, and stains; all fluid ingress testing methods listed in the Statement of Work (such as black light or moisture meter use) are mandatory rather than optional; contractors must use a standardized inspection checklist applicable across both Umano and Geo brands while referencing manufacturer instructions, with reporting to distinguish between mattress failures (sagging) and mattress cover failures (pinholes); VA housekeeping personnel will provide support by remaking beds after inspections; mattresses are generally grouped by buildings and floors rather than scattered; serial numbers and asset tags are not required in inspection reports; and any schedule delays beyond the 90-day completion window must be addressed with the Contracting Officer's Representative. Any quantity increases beyond the 5% variance would be addressed through bilateral modification.

Questions

1. Can the VA please confirm whether the estimated 316 mattresses includes any specialty surfaces, such as bariatric, ICU, low‑air‑loss, or overlay systems?

Yes – there is a small percentage that are bariatric or the low air types. No ICU.

1. Is a current mattress inventory or asset list (by brand, model, and location) available for contractor reference? Umano and Geo mattresses are the primary mattresses

1. If the total number of mattresses increases beyond the stated ±5% variance, would this be addressed through a bilateral modification? Yes – I believe that would be fair.

1. Are secondary inspections involving mattress cover removal and core inspection required for every mattress, or only when visual inspection indicates a potential failure? The past time this was done, removal of the cover or at least partial removal was necessary to check for wear and pin holes using a light. Zippers and pinholes are checked as well. Removal is part of the visual inspection.

1. The SOW references fluid ingress testing “such as” black light or moisture meter use. Are these methods mandatory, or are equivalent inspection methodologies acceptable? All methods that are listed in the Statement of Work are mandatory.

1. Will the VA accept a single standardized inspection checklist across brands, provided manufacturer IFUs are referenced, or is brand‑specific documentation required? I believe this was in the SOW. A standardized checklist across brands (Umano and Geo) should suffice. We are looking for wear/pinholes, stains, support, etc. It would be helpful to the facility to know if it was a mattress failure (sagging) or a mattress cover failure (pin holes).

1. Will contractor personnel be supported by dedicated VA escorts for the duration of each inspection day to support efficient workflow? Yes, housekeeping will remake the beds afterwards.

1. Are mattresses generally available for inspection in grouped locations (units/buildings), or should scattered access be anticipated? Buildings and floors

1. Beyond building and room number, does the VA require inclusion of serial numbers or asset tags in the inspection report? No

1. If patient care requirements temporarily restrict access to mattresses, how should schedule delays be addressed contractually within the 90‑day completion window? Schedule delays will need to be addressed with the COR.
