About this file

This file is a Questions and Answers document and inspection report related to a fire protection services solicitation for the Iowa City VA Medical Center (VAMC).

The Q&A addresses inquiries regarding the scope of work, which encompasses inspection, testing, maintenance, and flow procedures for standpipe, wet sprinkler, and dry sprinkler systems across nine buildings (numbered 1, 2, 7, 20, 40, 41, 42, 49, and 50) on the Iowa City campus. Respondents requested inventory counts of wet sprinkler systems, dry sprinkler systems, Fire Department Connections (FDCs), and standpipe systems, as well as access to previous annual inspection reports. The government confirmed that annual Fire Alarm Inspection and Annual Fire Pump Inspection reports are available, and noted the presence of two anti-freeze systems in Buildings 1 and 20, plus two dry systems in Building 1. The file includes a completed inspection report dated June 7, 2025, prepared by inspectors Mark Evans and Andy Bell from Vrban Fire Protection for the VAMC facility at 601 Highway 6 West, Iowa City, Iowa. The report documents a comprehensive inspection of dry pipe fire sprinkler systems, including evaluation of system components, FDC condition, piping integrity, sprinkler condition, and maintenance procedures such as alarm testing, low pressure alarm testing, air pressure testing, and backflow preventer validation. The inspection covers 90 inspection points addressing system functionality, safety device operability, and compliance with maintenance standards applicable to freezing weather conditions and annual maintenance requirements.

ANNUAL TESTING FOR FIRE PUMP ASSEMBLIES

Fire pump operated at maximum allowable discharge (where available suction supplies do not allow flowing of 150% of rated pump capacity) Fire pump suction supply provided required flow at 0 psi or higher gauge pressure at pump suction flange (except installations where NFPA 20 permitted negative suction gauge pressures) Electric fire pump driver did not overload beyond rating (including service factor allowance) while delivering necessary brake horsepower

Pump suction and discharge pressures and flow meter measurements used to determine total pump output where flowmeter used in testing (not to exceed 2 consecutive annual tests)

Test results using flow meter consistent with previous annual test results (if "no" complete flow test using hose streams or calibrate flow meter

Flow meter adjusted immediately prior to testing in accordance with mfg. inst.

Pump suction and discharge pressures and flow measurements at each hose stream used to determine total pump output where hose streams used in testing (must be conducted every 3 years at minimum)

Care taken to prevent water damage by verifying adequate drainage Flow Test

While Pump is Running

At each flow condition, simultaneous readings of pump suction and discharge pressures and pump discharge flow recorded

Pressure relief valve functioning properly (pump discharge pressure did not exceed normal operation pressure rating of system components)

Pressure relief valve closed by pilot adjustment during flow conditions (as necessary to achieve minimum rated pump characteristics)

75 Power failure conditions simulated while pump operating at peak load 76 Transfer switch transfer of power to alternate power source verified 77 Pump maintenance of peak load performance verified 78 Power failure condition removed 79 Pump reconnected to normal power source after a time delay 80 Alarm conditions simulated 81 Local or remote alarm indicating devices (visual & audible) observed for operation 82 Legally required safety precautions taken during inspecting, testing and maintaining electric controllers

Valve Tamper Switches and Water Flow devices

For additional guidance on performing tests, see NFPA 72-2010: Table 14.4.5 and NFPA 25-2011: Table 5.1.1.2

Device Test Method

Control Valve Tamper Switch:

14.4.2.2-14.(i).(1)

Valve shall be operated and signal receipt shall be verified to be within the first two revolutions of the hand wheel or within one-fifth of the travel distance, or per the manufacture's specifications

Mechanical, Electro-sonic, or Pressure-Type Water flow Device:

14.4.2.2-14.(j)

Water shall be flowed through an inspector's test connection indicating the flow of water equal to that from a single sprinkler of the smallest orifice size in the system for wet-pipe systems, or an alarm test bypass connection for dry-pipe, pre-action, or deluge systems in accordance with NFPA 25.

Note 1: For additional guidance on performing tests, see NFPA 72-2010: Table 14.4.5.

Note 2: Mechanical water-flow devices (including, but not limited to, water motor gongs) should be tested quarterly.

The results and completion dates are documented. (For full text, refer to NFPA 25-2011: Table 5.1.1.2)

A.1.1.1.2 There are times when a single inspection or test can meet the requirements of both NFPA 25 and NFPA 72 (e.g., operation of a tamper switch). This standard does not necessarily require that two separate inspections or tests be conducted on the same component, provided the inspection or test meets the requirements of both standards and the individual performing the inspection or test is qualified to perform the inspection or test required by both standards.
