About this file

This file is a Questions and Answers document (Amendments 001 and 002) for Solicitation 36C26326Q0434, a VA RFQ for Solid Waste and Recycling services at the Omaha VA Medical Center. The Q&A clarifies requirements that were modified through the amendments, including the removal of 96-gallon blue toters from the statement of work and confirmation of compactor specifications and capacity requirements.

The clarified service requirements specify that the contractor will provide two 35-cubic-yard self-contained compactor/container units for non-infectious waste (with one container having a 2-cubic-yard capacity), one 40-yard stationary compactor for recycling material, and dock-side installation. Historical data indicates average annual haul volumes of 322.7 tons for trash and 100,080 cardboard units. The Q&A addresses operational logistics, including confirmation that there is sufficient room for driver access to swap units during servicing and that the compactors will be stored adjacent to each other at a dock location. All other recycling container requirements related to blue toters and color specifications were removed from the scope. This RFQ is a Total Small Business Set-Aside (NAICS 562111, $47.0M size standard) with a quote submission deadline of 10:00 AM CT on May 4, 2026, and covers five ordering periods from June 2026 through May 2031.
