About this file
This is an Amendment to a Previous Combined Solicitation providing answers to technical questions submitted by prospective offerors regarding a siding and gutter replacement project. The solicitation (36C26326Q0374) is issued as a Request for Quotes (RFQ) by the Department of Veterans Affairs Network Contracting Office in Sioux Falls, South Dakota, for work at the Grand Island VA Medical Center in Grand Island, Nebraska. The project involves replacing seamless steel siding, aluminum gutters, soffit, fascia, flashing, and insulation on a building with 100-foot panels. The Government clarified that seamless steel siding is the only acceptable siding type and that new insulation is required, though the current insulation type is unknown and should be assumed to be absent or sheet-type foam. The response deadline is March 2, 2026, at 12:00 PM Central Time, with a period of performance from March 15, 2026, to May 31, 2026.
The amendment addresses key personnel and safety requirements, confirming that an OSHA Competent Person (CP) must be employed by either the Prime Contractor or a Subcontractor and must be on-site at all times during work. The OSHA CP may serve dual roles if qualified. The Government confirmed that no asbestos-containing materials or lead concerns are listed on the current asbestos survey, and ICRA requirements will be determined by the Contracting Officer Representative if on-site safety requires it. This is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a NAICS code of 236220 and a firm fixed-price contract anticipated for award. Prospective offerors must be verified as SDVOSB in the Small Business Administration search and have active SAM registration prior to submission. The Contracting Officer is John Milroy at john.milroy@va.gov or 605-336-3230.

· Government Answer: Yes, seamless only
· What type of insulation is currently in place (ie balls, blown-in, etc)?
· Government Answer: Unknown. Assume none.
· Must the contractor replace the insulation with the same type or can it be different assuming it meets all requirements set forth in page 4 item 1.4 of the solicitation?
· Government Answer: Yes. New insulation is required.

· Government Answer: This position can be employed by the Prime Contractor or a Subcontractor.
· Must they be on site at all times while work is commencing?
· Government Answer: Yes
· Are there any other mandatory on-site roles required in this contract besides OSHA CP and laborers?
· Government Answer: Contractor must fallow all current OSHA regulations and guidelines.
· If so, can the OSHA CP be a dual-hatted individual and cover those roles, assuming that individual is qualified for the role(s)?
· Government Answer: Yes, if they are qualified
· Are there any concerns or expectations of Asbestos Containing Material or Lead in the areas being worked in?
· Government Answer: None listed on the most current asbestos survey.
· What level of ICRA, if any, is required for this project?
