1. Inventory Format & Access Please confirm that an Excel-based inventory catalogue (or similar agreed format), maintained by the contractor and provided to the VA Technical Representative upon request, satisfies the inventory tracking requirement, and that no real-time or portal-based access is required.

The VA will be responsible for keeping an Excel-Based inventory of all equipment/items at the contractor’s warehouse.

2. Receiving Responsibilities

Please confirm that the contractor is responsible for receiving third-party vendor deliveries into the warehouse, inspecting for visible damage, and entering those items into the inventory catalogue.

3. Delivery Scope & Labor

For delivery and release of stored items, please confirm that the contractor is responsible for providing all labor, equipment, offloading, and placement at destination locations no matter the size of the load or if VA staff will not be providing unloading assistance.

4. Forklift Equipment

Please clarify whether forklifts will be provided by the VA at government facilities, or whether the contractor should assume responsibility for providing forklift equipment (with certified operators) at all locations where forklift use is required.

VA will provide a forklift at VA Hospital or VA Clinic sites if one is needed. All forklift needs at contractor warehouse will be provided by the contractor.

5. Wage Determination Application

The solicitation references Wage Determination 2015-4983 (Johnson County, IA). Please confirm that this wage determination applies to covered work performed under this contract and that no additional county- or state-specific wage determinations are required.

6. Delivery Volumes Please confirm that delivery line items identified as “JB” do not have a defined load size or equipment limitation and may vary by request.

7. Warehouse Handling (Inbound / Outbound) Please confirm whether all inbound receiving, internal warehouse handling, staging, and outbound loading of stored items are included in the contractor’s scope and should be assumed as the contractor’s responsibility.

8. Debris Removal

Please confirm whether removal and disposal of packing materials, pallets, dunnage, and other debris associated with deliveries and releases from storage are included in the contractor’s scope, or if debris removal will be handled separately by the Government.

Debris removal will be conducted by VA employees.

9. Dock-to-Dock vs. Inside Delivery Please clarify whether deliveries under this contract are expected to be dock-to-dock only, or if the contractor should assume responsibility for inside delivery beyond the dock, including movement through facilities.

When deliveries are brought to the Iowa City VA Hospital, the contractor will deliver items to the dock. VA employees will move items to the final destination.

10. Inside Placement If inside delivery is required, please confirm whether the contractor is responsible for placement of delivered items into final rooms, offices, or designated areas, or if placement will be performed by VA staff.

11. Insurance Requirements Please confirm whether any insurance coverage beyond the minimum requirements stated in the solicitation is required, particularly for warehousing and handling of Government property.

3. Is this contract in support of interior design or is it in support of logistics?

This contract is in support of logistics.

4. The SOW Section 3.a requires the warehouse to be within 25 miles of the Iowa City VAHCS.

a. Is this measured by driving distance or straight-line radius?

The warehouse needs to be within a straight-line radius of 25 miles from the Iowa City VAHCS.

b. Would the government be amenable to broadening the radius to 30, 40 or 50 miles?

This would provide a larger number of warehouses and potential savings.

5. Section 3.c states that the contractor should be able to receive drop shipments.

a. Will this be primarily furniture or medical equipment or medical supplies?

The contractor should be able to receive drop shipments of primary medical equipment but not limited to.

b. Can the government provide examples of materials the contract should be expected to receive? Hood vents, exam tables.

c. How often will shipments come into the warehouse? As little as possible. Preferred method is to receive the shipments at the Iowa City VA Hospital, so the items can be entered into our equipment software. When we are limited on space and are unable to receive the shipment on the VA premises, we would defer to having the items delivered to the contractor warehouse.

d. Does the Government have historical data showing this velocity of shipments (number of shipments per week, month, year, etc.)? For this past year, we only had 9 work orders for pallets being moved from contracting warehouse to VA hospital.

This was an abnormal time. 16 was the previous year.

e. Will the Government require inspection and acceptance of materials by a Government official prior to deployment or use for delivery?

If so:

i. Will the Government official need an office in the warehouse?

ii. Will the contractor be expected to provide the Government official space, furniture, office equipment, phone, wifi, etc.?

f. If the Government transfers responsibility for the inspection of drop-shipped items to the contractor – If the contractor has incomplete shipping documentation and the shipping contractor ships incorrect materials (wrong color, size, amount, etc.)

6. Section 3.d requires environment and temperature control between 60 and 75 degrees.

Rehabilitation equipment (parrel bars, treadmills). Exam tables, RQI Carts, ophthalmology test equipment, exam chairs.

b. How many items by type on average will need to be stored?

3000-4000 square foot of items.

c. What are the estimated values of each of these items by type?

Current value is $570.906.54. This amount changes through out the year do to needs of storage for the VA.

d. Does any of this equipment require consistent power / plug in?

e. Will the contractor be required to insure these items while within the contractor’s warehouse?

All new equipment, All boxes will be opened so the equipment tag can be placed on the equipment, but no software or changes will be made to equipment.

10. Section 3.F states that the contractor must provide Liability Insurance, but 3.G states that the contractor is liable for damage to equipment. Does the government also require property insurance or a WOLLI policy?

Contractors must have normal liability insurance, property insurance, and vehicle insurance.

11. Is there an estimated total value of the property to be stored at any given time? This will be needed to estimate the insurance policy.

Current value of assets is $570,906.54. This amount changes due to construction projects such as CBOC activations.

12. SOW Section 4.c requires delivery of requested goods within 72 hours. Is this 72 calendar hours (over weekends/holidays) or 72 business hours (business days)?

13. Section 4.J states that the contractor must supply a catalogue of materials stored.

a. Can the contractor provide this capability via a virtual / cloud catalogue.

14. For delivery CLINs using the "JB" (Job) unit of measure, what constitutes one job?

a. Is it a single truckload, a single delivery event regardless of volume, or defined another way?

“JB” is a single delivery or pickup.

b. Can the government provide an estimate of the size of the crew needed to support one (1) JB (job)?

Depending on the job, it can range from 2 to 6 laborers.

c. If no, can the government estimate the number of pieces to be moved or installed for an average JB?

The number of pieces moved ranges from 4 to 18 plus pallets.

15. CLIN 0002 estimates 50 delivery jobs to/from the warehouse to Iowa City VAMC per year.

Are pickups and deliveries counted as separate jobs, or is a round trip one (1) JB?

Pickup is counted as one job and deliveries is counted as one job.

16. CLIN 0003 (Moving Boxes, 600 EA per year) — does the Government have a specification for box size(s) and type (e.g., standard banker's box, large wardrobe box, mixed sizes)?

Standard book box size is utilized.

17. Davenport CBOC and Davenport CRRC appear in the CLIN schedule (CLINs 0013/0014) but are not listed in the SOW's location list under Section 1. Can the Government provide the addresses for these two locations?

20. Section 7 states that forklifts may be used at various locations at the Government’s discretion. Will the contractor be operating a government-provided forklift, or will the contractor be required to provide a forklift at each location where required?

The VA will provide the forklift and a VA employee with a forklift license will use the forklift.

21. SOW Section 8 references TMS Training (TMS 20939 No Access). How and when will this training be provided to contractor employees, and is it required before beginning work?

Training is required before the beginning of work. This is a 4 page document that is signed by the end user.

22. Do each / all of the delivery locations have dock high loading docks, or will a liftgate be required for the contractor’s delivery vehicle?

All delivery locations do not have loading docks. A liftgate will be required.

1. Per the Statement of Work #1, please verify the estimated amount of "inventory" that will be moved from the vendor’s warehouse to both the main campus and other VAHCS campuses. We are unable to provide pricing based on only on the number of jobs (JB) or frequency without knowing how much inventory needs to be transported per job or per trip, unless we are using a time and material pricing model, which is not applicable here.

Work orders consist of moving 4-10 pallets from contractors’ warehouse to VA hospital or from VA to contractors warehouse. The only time pallets are sent to extended area locations (clinic sites) is when the clinic moves to a new location in the city.

2. According to the Price/Schedule Cost, delivery to and from the contractor's warehouse to Iowa City VAMC and other campuses encompasses a total of 80 jobs (JB). We request clarification regarding the expected crew size per job for each work order. The pricing schedule reflects the total number of work orders anticipated within a particular year.

Providing more specific information about the volume of work orders requiring larger crews would be beneficial for government planning. Could the government supply an estimated percentage of work orders that would require a crew of 2 to 4 and those requiring a crew of 3 to 6 or more?

Work orders requiring 3 or more workers are limited to the number of new CBOC locations being opened. This averages around once per year. Remaining work orders are crews of no more than 2 personnel.

3. Are specific physical security controls required (e.g., fence yard, access-control system, CCTV coverage, intrusion alarms, guard services) and will any VA security inspection be conducted before award or contract start?

Controlled access to personnel accessing warehouse area. Location must be secured.

4. Will the contractor be responsible for producing CAD (or any other related design software) drawings for furniture setup, assembly and placements.

5. Will the contractor be required to handle installation, assembly, and placement of equipment within designated clinical areas, or is their responsibility limited to dock-to-dock delivery and assembly in specified staging locations?

No installation or assembly will be done by contractor.

6. Evaluation Factors and Criteria. Factor 1 – Warehouse Facility and Transportation Services.

It is reasonable to suggest having a signed lease without a contract award would seem unreasonable to the evaluation committee. Would the option below be acceptable documentation:

• A binding letter of commitment or intent from the property owner confirming that the space will be available for vendor use under agreed terms if the contract is awarded to the vendor.

No – this is an unrestricted requirement. All offerors will be competing equally and evaluated the same. There will be no discounts to compete.
