About this file
This document is Amendment A00003 to Solicitation 36C26326Q0204 for gastroenterology physician services at the Central Iowa VA Health Care System, issued by the Department of Veterans Affairs Network Contracting Office 23 in Sioux Falls, South Dakota. The amendment provides clarifications and responses to nine questions submitted by potential quoters and does not extend the solicitation closing date, which remains 10:00 AM Central Time on January 28, 2026. Quoters are required to acknowledge receipt of this amendment by signing and returning one copy with their quote.
The amendment clarifies key procurement details: the incumbent provider is Iowa Digestive Disease Center under prior contract 36C26324P0691; healthcare staffing firms may bid as prime contractors if they meet all requirements; firms need not have NAICS 621111 listed on SAM registration provided they meet the applicable size standard; the 832 hours per year (16 hours per week) represents anticipated workload with billing based on actual hours worked; hourly unit prices may vary by line item and option period; the VA will track provider hours via spreadsheet or electronic tools such as LEAF; the VA will schedule appointments in advance and communicate them to the contractor; and the VA anticipates 8 hours per service day, with unused time available for eConsults or required training if patient cancellations occur. Quoters must reference Section E.10 52.212-2 for evaluation information regarding key personnel resumes and availability confirmation requirements.

Solicitation 36C26326Q0204 Amendment A00003
Questions, Answers, and Clarification
1. Is there an incumbent provider for gastroenterology physician services?
Response: Yes, prior contract 36C26324P0691 was awarded to Iowa Digestive Disease Center.
2. Please confirm whether key personnel resumes must be submitted with the quotation, or whether confirmation of availability is sufficient at the time of submission, with finalized resumes provided prior to award or during the credentialing process.
Response: See Section E.10 52.212-2 Evaluation for the information requested for evaluations.
3. Please confirm whether a healthcare staffing firm may bid as the prime contractor for this requirement, provided the firm can supply qualified, board-certified Gastroenterology physicians and meet all credentialing, compliance, and performance requirements outlined in the solicitation.
Response: There is no prohibition on staffing firms submitting quotes for this procurement if they meet all requirements.
4. Please confirm whether a firm not currently registered under NAICS 621111 may submit a quotation, and whether updating SAM registration prior to award would be required.
Response: So long as a firm meets the applicable size standard for NAICS 621111, the firm is not required to have the NAICS 621111 listed on the SAM registration.
5. Please confirm whether the 832 hours per year represents a maximum ceiling or an anticipated workload, and whether billing is based solely on actual hours worked.
Response: 832 hours per year, 16 hours per week, are anticipated. Billing is based on actual hours worked.
6. Please confirm whether the Government anticipates the same hourly rate for the base period and all option periods, or whether rate escalation across option years is expected or preferred.
Response: The quote should include the hourly unit price for each Line Item Number. See Section B.2. The unit price may vary by line item, if appropriate.
7. How would providers keep track of time?
Response: The VA will have a spreadsheet or other tool (e.g. the LEAF system) to track provider hours.
8. How would the Contractor be notified of time?
Response: The VA will schedule procedures with patients in advance and communicate the appointments to the Contractor to give them advance notice. Last minute changes to the schedule such as cancellations will be communicated to the vendor with as much advance notice as possible to allow the Contractor to modify their schedule, if needed.
9. Would there be a guarantee of so many hours per day (as there may be patient cancellations)?
Response: The VA anticipates 8 hours per service day for procedures. If there are patient cancellations, the provider could use the time for eConsults or required training as noted in the Performance Work Statement.
