Justification for Single Source Awards IAW FAR 13.106-1
Acquisition Plan Action ID: 36C263-25-AP-3072
1. Contracting Activity: Network Contracting Office 23 for Department of Veterans Affairs, VISN 23, Black Hills VA Health Care System
2. Brief Description of Supplies/ Services required and the intended use: Six-month single source CBOC services IDIQ in Winner, SD. Period of Performance: 01 December 2025 – 31 May 2026.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Winner CBOC requirement was transferred to me on 25 July 2025 as previous CO left Federal employment. Depending on market research, longterm contract may be solicited as an SDVOSB set-aside; however, no SDVOSB is currently established in Winner, SD, set up time is considerable, and services on the current contract expire 8/31/25 (i.e., there is not sufficient time for long-tern follow-on contract to be properly solicited and awarded and for successful offeror to set up and start CBOC operations).
4. Description of market research conducted and results or statement why it was not conducted:
Replacement long term package for this requirement is currently being worked. Outcome of market research will determine whether set-aside will be required. The long term requirement is currently being worked by Logan Crossley, Contract Specialist (Logan.Crossley@va.gov). Parties interested in that long-term requirement are encouraged to reach out to him.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
