This notice is for informational purposes only and is not a request for submission of bids.
THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED
SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law
109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the
Veteran Small Business Certification (VetCert) at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from verified SDVOSB’s at SBA database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award.
The applicable North American Industry Classification System (NAICS) code is
238350: Finish Carpentry Contractors, with the applicable small business size standard of $19 million. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the
NAICS code assigned to this acquisition. In accordance with VAAR 836.204, the magnitude of construction for this project is between $5,000,000.00 and
$10,000,000.00.
The Department of Veterans Affairs (VA), St. Cloud Health Care System, Minnesota, intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation
(FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of the construction Project Number: 656-12-
222 Replace Windows Bldg. 4, 8, & 9 at the Cloud VA Health Care System, St
Cloud, MN. An IFB is planned to be issued on or about June 8, 2026, with an award date within 90 calendar days from the bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation.
The Contractor shall furnish all labor, materials, tools and equipment required to repair, remove, replace and completely refurbish all windows in Buildings 4,8 and
9. The contractor shall remove the existing internal and external window trim and wall finishes in order to successfully gain access to and cut out the existing wood windows. Incorporated into the demolition of the windows will be the safe removal of both lead and asbestos containing material as guided by the local and national rules and regulations of lead and asbestos remediation. Additionally, the contractor will be responsible for the complete and satisfactory installation of the new window frames and sashes, screens and storm windows. The window installation https://veterans.certify.sba.gov/ shall include the patching and painting of walls, ceiling installation and restoration, trim and millwork installation, and repair of all damaged items in place. This work will be completed in an occupied building; all construction activities shall be completed behind proper construction barriers as described in the specifications.
The contractor shall return the worksite to the Veterans Affairs Health Care
System after the work is completed, and all of the required work is satisfactorily completed and signed off by the assigned Contracting Officer’s Representative.

Work includes, but is not limited to:

b. Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused.
c. Contractor shall remove Lead and Asbestos materials associated with windows

• General laborer
• Demolition contractor
• Abatement contractor
• Painting contractor
No VA furnished equipment
New construction consists of but is not limited to windows, doors, general construction and abatement.
Contractor is responsible for the movement, adjustment and storage of all furnishings disturbed during construction.
Contract working hours are 8 am to 4:30 pm Monday through Friday, excluding
Federal Holidays. Weekend and night work may be necessary in sensitive areas and shall be approved by the COR.
Phasing will be as listed on the contract documents
The period of performance for this work is four hundred fifteen (415) calendar days from issuance of Notice to Proceed (NTP). There is a 60-day window after the Post Award Conference and prior to the Notice to Proceed for badging-related submission and processing. No additional expense will be allowed regarding badging items henceforth.
The IFB (solicitation), consisting of various bid documents, specifications, forms, etc., will be available for download at System for Award Management (SAM)

Opportunities website is the only official location to obtain solicitation information and documents. These documents will include complete details of the solicitation and project requirements. Any amendments to the solicitation will be posted at the same location. Interested bidders are advised they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract
Opportunities website for any changes to this announcement and pending solicitation. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. A bidder's list will not be maintained. Hard copies of any documents regarding this project will not be mailed or made available outside of this website.
The Government is not obligated to, nor will it pay for or reimburse, any costs associated with responding to this Pre-Solicitation Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
