About this file

This document is a Vendor Questions and Answers file for Solicitation 36C26325R0040, covering two VA Medical Center projects: Upgrade Surgery Air Handlers at Omaha VAMC and Air Handler Replacement at Grand Island CBOC. The document addresses vendor inquiries regarding submission requirements, specifically clarifying that Part II documents and Past Performance Questionnaires count towards the 50-page submission limit. Key questions addressed include the number of past performance projects to submit (3-5 projects), the deadline for submitting questions (March 26, 2025 at 4:00 p.m. CT), and confirmation that the design must include electrical, mechanical, civil, structural, and architectural components. The solicitation does not require CPARS submissions, but if provided, they will count towards the page limit, and nothing is excluded from the 50-page limitation.

PN 636-25-306, Upgrade Surgery Air Handlers (OM) PN: 636-25-502, AHU Replacement (GI)

Question:

Do Part II’s and/or Past Performance Questionnaires (PPQ) count towards the overall 50-page limit required by the solicitation?

Answer:

Yes, Part II does count towards the overall 50-page limit required by the solicitation.

The solicitation does not require PPQs to be provided. However, if submitted, they will count towards the overall 50-page limit required by the solicitation.

Question:

Would you consider accepting less than 10 projects for past performance for this project?

Answer:

Regarding Section F. on page 11 on Standard Form 330, please provide a minimum of three (3) projects, but no more than five (5) projects that best illustrate the proposed team’s qualifications for this requirement.

Question:

Is there a due date for questions regarding the following SF330?

Answer:

Please provide all questions by 4:00 p.m. (CT) on Wednesday, March 26, 2025. No late questions will be accepted or answered after this deadline.

Question:

On page 6 of the solicitation, the first paragraph after selection criterion 7 mentions a requirement for a civil engineer. The SOWs for both projects suggest that the work will be done either within the building, or on the rooftop. In our experience with projects of this nature, a civil engineer is typically not needed. Please confirm if civil is a requirement.

Answer:

The design is to include all necessary electrical, mechanical, civil, structural, and architectural components necessary to furnish a complete design for the specified work. This includes providing details of all systems.

Question:

Are we required to submit CPARS with our submission?

Answer:

The solicitation does not require CPARS to be provided. However, if submitted, they will count towards the overall 50-page limit required by the solicitation.

Question:

If CPARS are required, are they excluded from the 50-page limitation? Is anything else excluded?

Answer:

The solicitation does not require CPARS to be provided. However, if submitted, they will count towards the overall 50-page limit required by the solicitation. Nothing is excluded from the 50-page limitation.
