1. Technician Certification Requirement

0. The SOW references NASED certification for technicians. This appears to relate to calibration personnel rather than water treatment specialists. Can you please confirm what certifications are actually required for this project?

NASED certification and ASSE-certified

0. Our team understands that ASSE-certified technicians may be the intended requirement for the disinfection work. If so, could you confirm the minimum number of ASSE-certified technicians required to be on site?

Minimum requirement is one technician.

1. Scope of Work (One-Time vs. Ongoing)

1. The SOW frames this as a one-time disinfection and validation event. Our team notes that most industry standards for Legionella protocols recommend ongoing treatment and monitoring to maintain compliance and safety. Could you confirm whether the VA intends this as a strictly one-time disinfection, or if there is any expectation of follow-up or continuing treatment?

one-time disinfection

1. System Information (Volumes and Drawings)

2. Our team has noted that the solicitation does not provide system volume or capacity data for Building 50’s hot and cold water loops. This information is critical to accurately calculate chemical dosing, labor, and cost.

Plans and site visits can provide volume or capacity.

2. Are there drawings, as-builts, or system schematics available that could be shared, or will this be clarified during the site visit?

Indeed, prints are available upon request.

1. How many loops are being disinfected? The scope calls for ‘hot and cold water loops,’ but does not provide an official count.

Building 50 has two stories and two loops for hot and cold water.

1. What procedure should we follow for disinfection? Is there a specific concentration (ppm) and hold time, or should we follow the AWWA C651 or the VHA 1061 standard?

Legionella testing is what is required by VHA 1061 standard.

1. How many validation samples need to be taken per system? The scope calls for 9 Legionella/HPS, but does that mean for each loop? As a follow-up, how many hours or days post disinfection/flush must we wait before taking validation samples?

Four samples of hot water and five samples of cold water. After confirming that the substances utilized in the system are no longer present, we wish to confirm.

1. Please confirm what HPS stands for. Is this an alternative acronym for HPC (heterotrophic plate count) HPC is testing that is required per VA.

1. Could you please share the plumbing fixture count for the 2-story building?

Lavatory sinks (public/staff) 8 Handwashing sinks (clinical) 46 Kitchen/break room sinks 2 Mop/service sinks 2 Drinking fountains/bottle fillers 2 Toilets 8 Urinals 0 Showers 0 Eyewash/emergency showers 0 Other (please specify) 0
