CONTINUATION PAGE
1. Should curbing outside of the parking lots be painted. - No, only curbs inside of the parking lots should be painted, reference the drawing provided for clarity.
2. Should company make asphalt repairs – Yes, repairs should be considered for repair along with any major cracking in the parking lots, highly recommend pointing out areas the contractors intend on addressing in their submittals.
3. There is construction north of the ER parking lot, what is our responsibility – anything outside of the construction zone fencing, while remaining inside the lot should be addressed as best as possible.
4. Timetables for work to be completed – All work should be done after hours or on weekends to minimize parking impacts, contractor shall notify the COR as to the schedule and the VA will attempt to block off the area after the workday before work is to commence as best as we can, we cannot guarantee there will be a completely empty lot. For the Emergency room lot this should be done in 2 phases to ensure that parking is always available for the emergency room.
5. Are the lot cross walks included – the crosswalk on the southeast corner of the handicap parking lot should be included, and the 2 crosswalks on the northeast corner of the ER parking lot should be included (ER crosswalks should be done in 2 phases as well to not hinder access).
6. Design Layout: We understand the VA will provide a design layout during the initial project meeting. Can you confirm if this layout will include stall counts, dimensions, and striping/stenciling for ADA compliance and emergency zones?
Yes, the VA will provide a design layout, this layout will be available to the contractor before the project kickoff meeting.
7. Work Windows: The solicitation emphasizes work during after-hours and weekends to minimize disruption. Can the Emergency Room lot be completed in phased closures, or is it acceptable to close half the lot at a time as long as 24/7 access is maintained?
The VA is expecting all work to be performed after normal work hours (7am-4pm central) and/or during weekends in order to minimize the impact to patient parking available. The emergency room shall be done in at least 2 phases in order to maintain constant availability to parking for the Emergency room. The handicap parking lot can be done in as many phases as required by the contractor to safely and quickly perform the work.
8. Material Submittals: Will contractors be required to submit specific material data sheets for crack filler, seal coat, and paint as part of the proposal, or is that required post-award?
Questions and Answers, NWI Parking Lot Procurement, Solicitation 36C26325Q0675
The VA highly recommends submitting all pertinent information during bidding proposals on this contract, to include materials proposed to be used.
9. Staging and Mobilization: Will there be a designated staging area onsite for materials and equipment during the work period?
A designated staging area can be arranged if required, this size and location can be discussed with the COR during the project kickoff meeting.
10. ADA Marking Standards: Will the ADA striping and signage layout follow federal minimums, or are there specific Nebraska VA standards we should review and follow?
ADA standards shall be followed.
11. Documentation Requirements: Will there be a standard reporting format (e.g., VA-issued template) for weekly updates and documentation, or can contractors provide their own formatted reports?
Reporting of progress and issues can be done directly with the COR. This reporting can be done informally via email or other contracts provided at the time of the project kickoff meeting.
12. Security: Are background checks or advance badging required for our personnel, or will ID badges be issued on-site daily?
Security background checks and badging is not required for this contract.
All activities will be performed outside of the hospital building. It is expected that the contractor’s foreman/supervisor, log in with the engineering department when onsite, during normal work hours.
13. The period of performance for this work in 5/15/2024 to 9/30/2025. Is that correct of does it start 5/15/2025?
The POP starts on 5/15/2025. 2024 is a typo with the contract and will be correct before award date.
14. Is there a specific date/day the VA would like the work completed?
There is no VA desired start date, as long as work is completed before 9/30/2025.
15. Please confirm there is no concrete work to be performed on this project.
There is no concrete work to be performed, only repairs should be of surface cracking which should be filled with industry standards materials
16. In the handicap lot, will the VA move and replace all of the concrete posts (with signs on them) and the portable concrete curbs (near the motorcycle parking) or is the contractor required to move them and replace them?
The contractor is responsible for prepping the site, to include moving signs, and parking stops.
17. If the cracks are over a certain width, does the VA want the contractor to cut, remove, and replace asphalt in these areas?
No cutting of concrete or asphalt is authorized in this contract, neither is pouring new concrete to fill existing cracking. All repairs to cracking should be performed by an industry standard crack filling material.
18. If there are potholes or other damaged asphalt, does the VA want the contractor to cut, remove, and replace asphalt in these areas? If so, can you mark them on a map or on the actual asphalt for the contractors, so we can fairly bid the project?
No, see previous answer for question 17.
