About this file
This document is an Amendment to Solicitation/Modification of Contract for a chiller lease at the Minneapolis Veterans Affairs Health Care System. The solicitation (36C26325Q0661) seeks to provide temporary cooling for Building 222, involving a 12-ton self-contained air conditioning unit with dehumidifier and a 25-ton self-contained air conditioning unit with heat and dehumidifier. The base year contract runs from June 1, 2025, to April 30, 2026, with potential option years, and includes 4 months of operation and 8 months of stand-by during the base year.
Key technical requirements include power specifications of 460-480 Volt, 3-phase, not exceeding 60 amps, with the VA providing power cables, disconnects, and duct work connection. The contractor is responsible for maintenance, with a 4-hour response time for equipment failure and a 6-hour replacement window if repair is not possible. The solicitation was issued by the Department of Veterans Affairs Network 23 Contracting Office in Fargo, ND, and the offer deadline has been extended to May 2, 2025, at 17:00 CDT. This is a brand-new project with no incumbent contractor.

Vendor Questions in Bold/VA Responses to Vendor Questions in Red
1. The solicitation specifies a max of 40 amps. Typically, 12-ton units are rated around 50A and 25-ton units around 60A. They draw too many amps. Only way to not trip the breaker is to go to a smaller unit like a 5-ton. Could you please advise on how to proceed?
Power requirements are 460-480 Volt, not to exceed 60 amps.
2. MCA cooling only: 48.9Amps. MCA Heating only: 101.5 Amps. So, this unit would need a 125-amp breaker to run. Do they have one on site?
The Minneapolis VAMC will only be using the cooling aspect of the portable AC units.
3. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This is a Brand-New Project.
