About this file
This document is a Solicitation Amendment for Moving Services at the Minneapolis VA Medical Center, issued by the Department of Veterans Affairs Network 23 Contracting Office. The solicitation (36C26325Q0648) seeks a contractor to provide moving services with two Moving Technicians typically scheduled three days per week, eight hours per day, with an estimated 24 hours of work per technician weekly. The contract will have a base period plus four option periods, with the quote response deadline extended to June 4, 2025, at 12:00 CDT.
Key specifications include providing all labor, equipment, tools, vehicles, and supplies for moving furniture and supplies, with moving bins/totes to be provided by the VA. The contractor will handle moves across facilities under the Minneapolis VA, including Community-Based Outpatient Clinics (CBOCs), with travel time to outlying locations billable. The procurement was conducted as a full and open competition without specific small business set-asides, and the contract will involve moving furniture, disposing of wood and metal items on-site, and handling precious metal recycling. The contract allows for potential schedule flexibility and may occasionally require a 40-hour work week depending on move requirements.

***NOTE TO VENDORS: All responses to vendor questions are noted in RED.***
1. Is this a brand new contract or is there an incumbent performing these services?
The Minneapolis VA Medical Center has had previous Moving Services contracts.
2. If not brand new, could you please provide the current / previous contract number?
Previous contracts can be found through searching the Federal Procurement Data System at https://www.fpds.gov/fpdsng_cms/index.php/en/.
3. Is the Government is satisfied with their performance, or are you seeking a different approach with this recompete?
This solicitation is to establish a new Base + 4 Option Periods contract to replace an expiring contract. Previous contracts are irrelevant to this solicitation.
4. Are there any specific small business set-aside goals or socioeconomic contract vehicle preferences (such as 8(a) or WOSB) associated with this solicitation that your office aims to fulfill under this procurement?
Market research was conducted for this procurement, and a full and open competition solicitation was subsequently issued to meet the needs of this requirement.
5. Will this opportunity be issued as a multiple-award IDIQ or a single-award BPA, and what is the expected period of performance?
No, this is neither a multiple-award IDIQ nor a single-award BPA. The period of performance is indicated in Section B.2 PRICE/COST SCHEDULE of the attached amended solicitation document.
6. Regarding the pre-quote assessment scheduled for May 21, 2025, at the Minneapolis VA Medical Center, will the names of the companies that attend the site visit be released following the assessment?
No.
7. Is attendance at the site visit mandatory in order to submit a responsive quote?
No.
8. Would the moving technicians be considered as full-time employees or is it going to be an as needed basis?
The Moving Technicians will typically be scheduled for three (3) days per week for eight (8) hours per day. The days will most likely be Tuesday, Wednesday, and Thursday each week; however, due to holidays or larger scheduled moves, it may be possible that these days need to be flexible or that the Moving Technicians could work a 40 hour week. Schedules for moves are provided approximately one (1) week in advance for planning purposes.
9. Do you have a historical usage (in case it is as needed basis)?
The historical usage is 24 hours per Moving Technician with two (2) Moving Technicians per week.
10. Do the handling materials need to be included on the hourly rate?
Per B.4 STATEMENT OF WORK, Section 3.b. and 3.c.:
b. The Contractor shall provide all labor, equipment, tools, vehicles, supplies, and materials necessary to perform all tasks related to moving furniture and supplies. The Contractor shall furnish all packing supplies and equipment to include, but not limited to:
· Furniture pads and blankets (if needed)
· Hand trucks and furniture dollies
· Miscellaneous hand and power tools needed to disassemble and reassemble office equipment.
c. Moving bins/totes will be provide by the MPLS VAMC. These bins/totes will remain the property of the MPLS VAMC. Veteran Affairs Employees are responsible for packing these totes. Contractor shall move them from present location to the destination written on each tote.
The Offeror’s quote should reflect appropriate pricing based on the requirements of the attached amended solicitation document. It is the Offeror’s responsibility to thoroughly read the document and price their offers accordingly.
11. Is there a breakdown of the labor types involved in the “Moving Technician” role (e.g., truck driver, general labor, installer)? Should these roles be priced individually or as part of the overall Moving Technician designation? Are there any other specifications or guidance regarding how you would like the Moving Technician role to be priced, especially if it includes multiple responsibilities like driving, installation, or general labor?
No, there is no such breakdown. The Moving Technicians are expected to be able to drive the truck, uninstall and reinstall furniture, move furniture and totes, and perform all other aspects of the Statement of Work. Offerors are expected to thoroughly read the solicitation and its requirements and price their offers accordingly.
12. Can you provide any information on any vehicle-related costs, such as daily or hourly rates for a large box truck (≥ 24’), which the table currently estimates for 20 days?
Offerors are to provide a quote for a daily rate. The truck is on an as-needed basis and will be scheduled in advance. The VA estimates needing the truck for 20 days annually; however, this could be more or less depending on the VA’s needs.
13. Do you need rates for more than Technician 1 and Technician 2? It sounds like some days there is a need for a complete move crew to move a specific area or department. Will those go on a quote by quote basis or do you want a break down of rates and definitions per crew personnel?
No, there will only be two (2) Moving Technicians per the Rate Table in the amended solicitation document. See Questions 8 and 11 above.
14. How will the moves that go on outside of the Twin Cities metro area (outstate and Wisconsin) be handled? Are they on a quote by quote or are we expected by be onsite to locations as directed by the facilities reps when needed? If so, I presume that the drive time or travel time to those outlaying locations would be paid?
This Moving Services contract encompasses all facilities that fall under the Minneapolis VA as listed in B.4. STATEMENT OF WORK, Section 3.a. See Question 8 above. The hourly rate in the Rate Table will be charged for the time spent traveling to and from the locations listed as CBOCs outside of the Minneapolis/St. Paul area. Travel time to get to/from work prior to or after a scheduled eight (8) hour workday at the Minneapolis/St. Paul area facilities is not authorized for payment as this is considered normal commute to/from work. Only work performed onsite in the Minneapolis/St. Paul area during the eight (8) hour workday can be invoiced unless there is authorized travel to/from a CBOC outside of the Minneapolis/St. Paul area.
15. Will any electrical or plumbing disconnects & reconnects be done by licensed VA contractors or staff?
Electrical, data and plumbing will be dealt with by VA Staff.
16. Will all disposal items be discarded on VA Property or will we need to take some items offsite for disposal?
All wood and metal furniture will be disposed of on-site. Precious metal (copper, brass, etc.) will be disposed of at a local recycling center. See B.4 STATEMENT OF WORK, Section 3.f.
