About this file
This is a Brand Name Only Justification for Single Source Awards document for a procurement under the Simplified Acquisition Threshold ($250K) at the Minneapolis VA Medical Center. The justification is for acquiring one Armstrong International Vertical Centifeed Bypass Duramix Coil, which is a replacement part for an air handler in the existing HVAC system.
The document explains that Armstrong International is the Original Equipment Manufacturer (OEM) of the steam coil, and only their product can meet the exact dimensional and performance requirements as a drop-in replacement. The justification notes that using another manufacturer would require custom engineering and modifications to the air handler, resulting in increased downtime and costs, with no guarantee of meeting OEM performance standards. The procurement is being handled by the Department of Veterans Affairs Network 23 Contracting Office in Coralville, IA, with an Acquisition Plan Action ID of 36C263-25-AP-0939 and requisition number 618-25-2-6017-0018.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Per FAR 11.105(a)(1) “Items peculiar to one manufacturer,” the Minneapolis VA Healthcare System (MVAHCS) has a need to procure one Armstrong International Vertical Centifeed Bypass Duramix Coil for engineering at the MVAHCS. This is a replacement part required for an air handler in the existing HVAC system that circulates air through the ductwork. This replacement part is required to restore the HVAC system to full operation in order to provide a safe and comfortable climate/environment at the VA Medical Center to veterans/patients and employees.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Armstrong International is the Original Equipment Manufacturer (OEM) of this steam coil. The new steam coil must be a drop-in replacement coil that meet the exact dimensions to properly fit the air handling unit. It must meet the salient characteristics to meet the OEM specification so that the air handler performs properly. Other manufacturers would need to construct this coil from the ground
up. It would have to be engineered, built, and delivered to the VA. This would increase down time and overall pricing. The air handler would also need to be modified to accept a steam coil to accommodate another manufacturer’s coil. Even then it may not perform to OEM standards.
