DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
1. Contracting Activity: Department of Veterans Affairs, Network 23 Contracting Office, 316 Robert St N, Ste 506, St. Paul, MN 55101 Requesting Activity: Minneapolis VA Medical Center, One Veterans Drive, Minneapolis, MN 55417
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Minneapolis VA Medical Center (MPLS VAMC) Police have need of a new Base + 4 Option Years Contract providing for the connection to the Regionwide Public Safety Radio Communications System, known as Allied Radio Matrix for Emergency Response (ARMER), support for the radios and mobile data computers, and also administrative and operational support for the ARMER system.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Minnesota State Statute 403.36 implemented a Regionwide Public Safety Radio Communications System, known as ARMER. The MPLS VAMC Police and all law enforcement authorities are required to utilize this system. Hennepin County provides the only connection to this system that the MPLS VAMC Police are required by state statute to use. The MPLS VAMC Police broadcast over the airways of this system using handheld radios and mobile data computers that are installed in each patrol vehicle. This is a Sole Source maintenance and service contract with Hennepin County for providing the connection to this system, support for the radios and mobile data computers, and also administrative and operational support for the ARMER system.
4. Description of market research conducted and results or statement why it was not conducted:
VetCert was searched using NAICS 811210 – 314 SD/VOSBs were identified. DSBS was searched using 811210 – 118 VOSBs and 489 SDVOSBs were identified.
Since Hennepin County provides the only connection to this system that the MPLS VAMC Police are required by state statute to use, no additional market research was deemed necessary. There are not two or more SD/VOSBs capable of providing the requested services at the Minneapolis VA Medical Center due to Minnesota State Statute. Neither the VA Rule of Two nor the SBA rule of two can be met. A sole source contract will be awarded to Hennepin County to meet the needs of this requirement.
