About this file

This document is an amendment (0002) to a Request for Proposal (RFP) for a Firm Fixed Price contract for a Cost-Per-Patient-Reportable system to provide urinalysis laboratory services to the Department of Veterans Affairs' Veterans Integrated Service Network (VISN) 23.

The key changes in this amendment include:

  • Allowing offerors to minimize the need for dilutions and manual intervention to obtain accurate results, rather than requiring the ability to perform dilutions
  • Clarifying that the primary and backup urinalysis analyzers are not required to have matching technology or capabilities
  • Confirming that the title of the equipment will remain with the contractor, who must remove the equipment at the end of the contract
  • Denying the request to allow for annual contract price adjustments based on volume fluctuations The proposal due date remains August 30, 2024, with a question deadline of August 20, 2024. Offers must be emailed to the specified VA personnel.

Continuation Page

The following are vendor questions we have received in regard to RFP 36C263240135.

VA responses to the questions are in RED font below each question.

1. Question: The B.2 Statement of Work section 4 Technical Specifications page 6 of 80 states offers must have “m. Ability to perform dilutions”. Because the requirement to make dilutions in Urinalysis is often a result of restrictive linearity limits and inability to eliminate interferences, would the VISN consider adding “Ability to minimize need for dilutions and manual intervention to obtain accurate results is preferred.” to this section?

Answer: The language was changed to:

m. Ability to perform dilutions or ability to minimize need for dilutions and manual intervention to obtain accurate results.

See page 6 for the revisions. Thank you for your question.

2. Question: The B.2 Statement of Work section 4 Technical Specifications page 6 of 80 states “o.

All known interferences must be listed” as it relates to results. Would the VISN consider adding “Preferred urinalysis solution provides interferences reducing technology.” and/or “Preferred urinalysis solutions must not introduce interfering fluids to samples that would contaminate the sample and preclude additional testing if needed.” to this section?

Answer: The VA will keep the language as it currently exists. No change.

Thank you for your question.

3. Question: The B.2 Statement of Work section 4 Technical Specifications page 7 of 80 states “q.

On board stability sufficient to accommodate both low and high volume use.” Does the VISN have a more specific preferred minimum onboard stability of Urinalysis chemistry strips?

Answer: No. The VA will keep the language at it currently exists. No Change.

4. Question: The B.2 Statement of Work section listing ITEMS AND PRICES on page 11 of the 80 lists for specific locations the need for a “back-up chemistry”. Is it preferred or required that chemistry analyzers acting as the primary or backup for all sites have matching technology and operation capabilities for standardization across the VISN?

Answer: Primary analyzers should be the same within the same Healthcare System, for example, NWIHCS which is comprised of Omaha, Grand Island, and Lincoln, or BHHCS which is comprised of Hot Springs and Fort Meade. Primary and backup analyzers are NOT required to be the same.

NWIHCS stands for: VA Nebraska Western-Iowa Healthcare System.

BHHCS stands for: VA Black Hills Healthcare System.

5. Question: C.1 52.212-4, section (n) Title on page 32 of 80 asks that if title of equipment is to remain with contractor, it must be specified in the contract. Because equipment is to only be utilized by the government to obtain reportable results and returned at the end of the contract, can you confirm the title of equipment will remain with the contractor?

Answer: Yes, we confirm the title of the equipment will remain with the contractor. The following language is added to B.2 STATEMENT OF WORK, paragraph 3. SCOPE:

Ownership of Equipment and Title to the equipment shall remain with the Contractor.

The Contractor, upon contract expiration, termination and/or replacement of equipment, shall remove the equipment. All accessories (unused consumables, etc.) furnished by the Contractor shall accompany the equipment when returned to the Contractor except when equipment is being replaced to maintain a functional system. The Contractor shall disconnect the analyzer (gas, water, air, etc.) and shall be responsible for all packing and shipping required to remove the analyzer.

See page 5 and 6.

6. Question: Is it agreeable to add language that would allow for an annual CPRR adjustment if agreed to by both parties should the volumes provided fluctuate by greater than +/-15% from those provided in provided volume estimates? Our volumes are ESTIMATES and provider driven.

Answer: The VA does not agree to add such language.

7. If a delayed response to questions, would a one-week extension to RFP response due date be considered?

Answer: The time and date for offers to be received was extended with Amendment 0001 to 12:00 PM EDT, Friday, August 30, 2024. This modification 0002 does not change that time and date. If an offeror requests an additional extension, they shall include a short explanation for why such an extension is necessary. All requests will be considered but will be granted at the discretion of the Contracting Officer.
