Questions, Answers, and Clarification

1. Is this a new requirement or is there an incumbent?

Answer: Procurement history can be found at fpds.gov.

2. Addendum to FAR 52.212-1 Instructions states that “For each professional/key personnel to provide services, provide 8) Health Safety Items – Provide proof of Health Record as required by solicitation” but section 2.1.8 of the PWS states “contractor shall proof of the following for physicians within five (5) calendar days after contract award”.

Due to HIPPA rules and regulations, we are unable to provide these documents upon proposal. Can you remove this candidate documentation requirement from the solicitation instructions?

Answer: Proof of Health Record is not required to be submitted with the offer but will be required within five (5) calendar days after contract award.

3. B.2 Schedule of Services Line Item Number 0002: What are the typical timings for off-site call coverage (carrying pager)?

Answer: See Performance Work Statement paragraph 3.1.7. Call Coverage Tour:

It is estimated there will be one call back per week. Current on-call hours are:

• Weekday Call: Monday – Friday coverage is 7:00 p.m. – 7:00 a.m. next day

• Weekend Call: starts Saturday at 7:00 a.m. and goes to 7:00 a.m. on Monday

• Holiday Call: coverage is from 7:00 a.m. – 7:00 a.m. next day

4. B.2 Schedule of Services Line Item Number 0002: What specific days are required to cover (weekdays or weekends)?

Answer: Both weekdays and weekends. Every 1 out of 7 weekdays; Every 7th weekend.

5. How frequently do anesthesiologists have to return to the hospital while they are on call at nighttime?

Answer: 3.1.7. Call Coverage Tour: It is estimated there will be one call back per week. *Current contract historical trend shows only one callback over a four month period.

6. Is there any weekend daytime or weekend night call coverage needed in this contract?

Answer: See Performance Work Statement paragraph 3.1.7. Call Coverage Tour: It is estimated there will be one call back per week. Current on-call hours are:

• Weekday Call: Monday – Friday coverage is 7:00 p.m. – 7:00 a.m. next day

7. How many anesthesiologists are currently working at the Minneapolis VA Health Care

System now?

Answer: 17 (some are intermittent)

8. How many CRNAs are working at the Minneapolis VA Health Care System currently?

Answer: 32 (some are intermittent)

9. Is cardiothoracic experience mandatory for these anesthesiologists?

Answer: Yes, see Performance Work Statement paragraph 2.1.3. Experience – Anesthesiologist must have a minimum of two years recent experience providing anesthesiology services in a hospital operating room setting and must have recent cardiothoracic experience.

10. Regarding B.2 Schedule of Services Clin 0002, 0003, 3.17 Call Coverage Tour, and Offsite call Coverage, Holiday Call Coverage. “It is estimated there will be one call back per week” Question: The government outlines 2 separate CLINs for call coverage. What is the anticipated schedule of these call hours divided between the two physicians? We understand that the anticipated or average call back is once per week, but how many days per week/month are the contract anesthesiologists expected to cover to align with the allotted hours outlined in CLINs 0002 and 0003?

Answer: See Performance Work Statement paragraph 3.1.7. Call Coverage Tour: It is estimated there will be one call back per week. Current on-call hours are:

• Weekday Call: Monday – Friday coverage is 7:00 p.m. – 7:00 a.m. next day

• Weekend Call: starts Saturday at 7:00 a.m. and goes to 7:00 a.m. on Monday

• Holiday Call: coverage is from 7:00 a.m. – 7:00 a.m. next day

11. Regarding B3 Performance Work Statement, Section 2.8.1 and “Tuberculosis Testing:

“Contractor shall provide proof of a negative Tuberculosis Skin Test (TST) or interferon-gamma release assays (IGRA) for all Contractor’s physician(s) upon hire in accordance with CDC guidance. (This is applicable to all health care workers). A negative chest radiographic report for active tuberculosis shall be provided in cases of positive TST or IGRA results” Question: To confirm, annual TB testing is not required? Annual testing is not recommended per CDC guidelines unless there are exposure concerns.

Answer: Yes, annual TB testing is not required.

12. Regarding 2.7 No Employee Status, “the Contractor shall provide Worker’s Compensation, Professional liability insurance, health examinations, income tax withholding, and social security payment.”

Question: Would the government clarify this requirement and/or consider removing this requirement (excluding professional liability insurance) due to the common industry standard of how Physicians are employed?

Answer: These are federal requirements and will not be removed.
