Replace Fire Rated Doors

1. Introduction:

a. There are 29 fire rated doors and 3 non-rated doors that need to be replaced throughout the Minneapolis Minnesota Veteran Affairs Medical Center. These are a combination of wood and hollow metal doors. Each door must meet the fire rating for that room or area that is identified in the table below.

b. One on site assessment is authorized to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation.

c. Contract will be awarded as a “firm-fixed” price contract.

2. Objectives:

a. Safely perform all items outlined in the Statement of Work. Perform all work with minimum impact to patient care.

a. Contractor will need to perform their own measuring of each opening to determine correct door size and determine handing of each door. VA staff will not perform measuring for the contractor. The VA will not incur additional expenses for miscalculating materials and/or labor.

b. Corridor doors (C196A, C196B, 1G106, C2112 and C3117) Vertical rods will be upper rods only. Overlapping edge astragal will be replaced with a split or meeting edge astragal that is adjustable. Doors will need to operate independently from each other.

c. Bldg 69 door # 107 is the only set of doors that will need to have the frame replaced.

d. Contractor shall supply all tools, labor, and materials to replace all doors listed in table above.

e. See table for additional items identified to be added for each door: lite kit, lockset, kick plate, door closer, etc. Reuse lock sets and door closers were indicated in table.

f. Work that will create excessive noise or vibration will need to be conducted after normal business hours. Normal hours identified as 7:00 am – 5:00pm

g. All newly installed doors will swing without binding or rubbing. Locks will latch properly in the strike plate. Door surface will be flush with door frame without excessive gaps.

h. Locks will function properly. Rim cylinders will accept 7 pin cores and meet Small Format Interchangeable Core (SFIC) specifications.

i. MVAHCS will provide and install SFIC Cores after doors and locks have been installed.

j. The color and sheen of door finishes will match the finish of the door being replaced.

k. Each door must display the proper fire rating identification plate on the hinge side of each door.

l. Door closers will close and latch each door unassisted with in the time limits set forth in NFPA 80. Reuse door closers where indicated.

m. Old doors and materials can be disposed in dumpsters provided by the Minneapolis VA. Metal items will be placed in “scrap metal” dumpster and wood materials will be placed in “scrap wood” dumpster.

n. Work needs to be completed within 180 days of “Notice to Proceed”.

4. Working hours:

a. Anticipated hours of work will be Monday through Friday from 7:00 am – 5:00

pm. Additional hours must be coordinated through the COR. Work will not be performed on weekends or federal holidays.

6. Safety:

a. Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily.

b. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus.

7. Security:

a. Contract personnel need to obtain a vendor’s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project

b. Contractor’s Technicians are required to check in with the COR upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily.

8. Parking/Storage:

a. Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor’s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS.

Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police.

Questions Concerning Solicitation:

Minneapolis VA Medical Clinic

1. Question: Will there be a site visit?

A: A site visit was conducted on 9/23/24. The VA will not conduct another site visit.

2. Question: What are the door sizes?

A: Door sizes vary. Measuring door sizes needs to be done by contractors. VA staff will not be responsible for incorrect measurements.

3. Question: Will the door frames need to be replaced as well?

A: Bldg 69 is the only opening (double doors) that needs a complete frame. The SOW has been updated see paragraph 3c.

4. Question: Is this a prevailing wage project?

A: No, this is a supply contract.

5. Question: Do doors that are replaced require inspection by a Certified Door Consultant (CDC) or will the VA's COR accept the Door once Replaced? If CDC required, is the Contractor to identify/account for CDC-related costs?

A: Doors are inspected by our VA Staff. New doors installed will have a fire rating label provided by the manufacture on the hinge side of the door.

6. Question: Is any door smoke seal, stoppers or thresholds to be replaced?

A: Astragals will need to be added to Corridor double doors (C196A, C196B, 1G106, C2112 and C3117). Thresholds will not be needed except for bldg 69. This will be a total frame replacement with doors. See paragraph 3b and 3c of the revised SOW.

7. Question: Could you confirm if there are any required manufacturers or specific hardware finishes for the doors and hardware? Also, are there architectural plans or more detailed specifications for door veneers, hardware finishes, etc.?

A: Most of the contractors that I’ve seen replacing doors within the facility are going with a sliced red oak veneer and a clearcoat sealant over that. Over time the doors patina to a golden oak type color. That seems to be an approved method so far. Hardware should be similar to a brushed nickel color as that is what is predominant throughout the hospital.

8. Question: Lite Kits (Vision Panels) and Flush Doors: In the table provided, some doors are noted as having vision panels ("lite kits"), while others are flush. Could you confirm whether all doors are flush, or if specific doors will need vision panels? My supplier's pricing depends on this confirmation.

A: If our specs show that it needs a light kit (Y in the chart on the SOW), then it needs a light kit. Doors without a specified lite kit,(or nothing in the lite kit column on the chart in the SOW) would then be considered the flush door option.

9. Question Kickplate Size for BC103: For BC103, the kickplate is listed as 18 inches.

Could you confirm whether this refers to the height or width?

A: 18” is typically the max height for a kickplate we are allowed to put on a fire door unless it comes preinstalled from the factory.

10. Question: Closer Model and Door Swing for BC103: Could you provide more information on the door closer model required for BC103, and has the door swing direction been determined? This affects the closer arm and pricing.

A: : Predominantly, our closer that we use is an LCN 4040. This kit functions for both hands of the door so pricing should be the same regardless of handing.

11. Question: Hinges for BC103: The table mentions "5 HD" in the hinges column. Could you confirm if this refers to 5-inch heavy-duty hinges?

A: That is correct.

12. Question: Notched Doors: Several doors (e.g., 2A101, C2112, 3A103) are noted as "Notched". Could you clarify what this refers to, and how it impacts the installation process?

A: The "notched" label is in the Kickplate category, so that is saying we’d like a taller kickplate installed that would need to be notched around the door handle hardware. Measurements for that would need to be taken separately.

13. Question: Dorma Kaba Hardware for 4P100: For 4P100, the hardware brand is listed as Dorma Kaba, but no specific model is provided. Could you clarify the model or any additional details for this hardware?

A: We discussed this during the site visit, the existing hardware is Dormakaba, but that was installed for an interim security measure, as the door that replaced the damaged one is not fire rated and did not have the raceway drilled through to electrify the mortise. What needs to go in that spot instead of Dormakaba is whatever the model number through Schlage that is an electrified mortise latch that is wired from the middle hinge through the door to the mortise latch.

14. Question: Who is responsible for removing the current doors?

A: The contractor will remove old doors and install new doors.

15. Question: Who is responsible for the disposal of the old doors?

A: The VA has dumpsters that can be utilized. See paragraph 3a of the SOW.

16. Question: Is there known Asbestos doors at this facility?

A: No, double gypsum board.

17. Question: Will Life Safety Plans be provided to the awarded company prior to staring the work?

A: Interim Life Safety Measures will be provided.

18. Question: How will we access the facility?

A: You will need a PIV badge. One can access the facility from any access point once you have a badge.

19. Question: Are keys available to our team? How many sets?

A: A representative from the carpenter shop will provide you access/unlock doors.

No keys will be given out. Our locksmith will remove cores.

20. Question: Will we require an escort?

A: No, escort is not required if you have a PIV badge.

21. Question: Are badges required? Is there a process we must follow before we arrive to secure badging?

A: Yes, the process will take about 14 days and can be obtained from VA Security.

See the SOW paragraph 7a.

22. Question: Are there any areas that will require scheduling to complete?

A: None known

23. Question: Who will be our onsite contact?
