RESPONSE TO SOLICITATION QUESTIONS
1. The solicitation is asking for a MOD physician or physician assistant or nurse practitioner.
Can you please clarify whether we can submit 3 physicians or 3 nurse practitioners or 3 physician assistants, or a combination of physicians and advanced practice providers i.e 2 MDs and 1 NP or 2 NPs and 1 PA etc? Are names of contract employees (providers) required with the solicitation or can providers be identified after contract award?
GOVERNMENT RESPONSE: The Price/Cost Schedule has been revised to reflect pricing for all three (3) types of contract employees. Offerors may submit any combination of MDs, NPs, or PAs, no need to identify the names prior to contract award. The government understands that the delay between the solicitation, contract award, and the time services begin may impact the availability of contract employees being available to provide services.
Offerors should identify the unit price for a physician, a physician assistant, and a nurse practitioner. Names of providers will be provided after contract award.
2. The price and cost schedule, on page 6 of the solicitation, requests the level of experience.
Please clarify whether VA is asking for numbers of years of experience or what exactly we need to put here. Is there a minimum number of years of experience required for contract employees/providers?
GOVERNMENT RESPONSE: The level of experience has been removed from the Price/Cost Schedule. The VA would prefer VA experience, but at a minimum they need to have experience in their requested privileges. The minimum number of years of experience that is required for contract employees/providers is: 3-5 years. The government understands that the delay between the solicitation, contract award, and the time services begin may impact the availability of contract employees being available to provide services. Offerors should identify the unit price for a physician, a physician assistant, and a nurse practitioner.
Names of providers will be provided after contract award.
3. Are there any physicians or other providers working overnight and weekends who cover the inpatient services? I am specifically asking if there is a tele-nocturnist physician who takes care of all acute care admissions and is cross covering patients in the hospital.
GOVERNMENT RESPONSE: No, the MOD is the only provider on station, they cover inpatient acute, outpatient RRTP and community living center patients. Nurses on those respective units are on station during off tours.
4. How does the comparative evaluation work between physicians and nurse practitioners or PAs presented in this proposal? For example, if Company A provides 3 physicians at a rate of $300.00 per hour, whereas Company B provides nurse practitioners for $150.00 per hour, assuming both physicians and nurse practitioners have 5 to 10 years of experience, how do you comparatively assess between these two companies' proposals specific to the providers? In other words, would you rate a physician proposal better than a nurse practitioner proposal irrespective of the price? It is difficult to assess objectively a comparison between MDs/DOs to NPs/PAs?
GOVERNMENT RESPONSE: The technical review team will assess the factors identified in the solicitation document. The Price/Cost Schedule has been revised to reflect pricing for all three (3) types of contract employees. The government understands that the delay between the solicitation, contract award, and the time services begin may impact the availability of contract employees being available to provide services. Offerors should identify the unit price for a physician, a physician assistant, and a nurse practitioner. Names of providers will be provided after contract award.
5. Is there a current incumbent contractor? If so, can you please provide the contract number?
GOVERNMENT RESPONSE: There is no incumbent contractor.
6. Is the MOD covering the CLC required to attend every unwitnessed fall to see the patient at night and document in the CPRS?
GOVERNMENT RESPONSE: Yes, contractors are to lay eyes on patients, especially when they have a fall to address acuity of harm and disposition. And yes, documentation in CPRS is required.
7. Is there an on-call psychiatrist or a tele-psychiatrist available at nighttime or weekends?
Who takes the primary call on all acute psych inpatients? In other words, is the MOD on duty responsible only to oversee the medical conditions and not psychological conditions for Acute Psych unit?
GOVERNMENT RESPONSE: Yes, there is an on-call MH-OD (Psychiatrist). The MOD is the primarily provider who is on station to serve all patients as listed above. The on-call providers are available for consultation.
8. How often does the MOD have to assist UC provider with the high census on an average every month?
GOVERNMENT RESPONSE: MODs assist UC as they are available and depends on the workload in UC.
9. Is there an on-call psychiatrist or social worker who will be covering the residential treatment program (RRTP) at nighttime and weekends for primary calls?
GOVERNMENT RESPONSE: Yes, there is on-call serves as listed above, but again the MOD is the primary provider to care for those patients listed above.
10. Is the MOD required to round on any scheduled patients during weekends in the acute psych unit or residential treatment program (RRTP) OR do they only take the call?
GOVERNMENT RESPONSE: The MOD should do both, be present and available to staff and takes call when nurses need them.
11. Are the NPs and PAs allowed to work by themselves or is there a requirement to have a physician on shift also?
GOVERNMENT RESPONSE: NP/PAs are allowed to work by themselves.
12. Would the VA accept a proposal that includes two pricing sheets - one for 3 Physicians and another for 3 NPs/PAs? The VA could then award one of the two pricing sheets.
GOVERNMENT RESPONSE: The Price/Cost Schedule has been revised to reflect pricing for all three (3) types of contract employees. The government understands that the delay between the solicitation, contract award, and the time services begin may impact the availability of contract employees being available to provide services. Offerors should identify the unit price for a physician, a physician assistant, and a nurse practitioner. Names of providers will be provided after contract award.
13. Would the government consider evaluating this price sheet based upon specific bill rates for the three acceptable position designations (NP, PA, MD) as opposed to a blended total bill rate depending upon the title/level of experience of the minimum of three key personnel submitted with our proposal? For example, if we submit and price a nurse practitioner or PA with our proposal but the government prefers a different candidate who is an MD, how are expected to bill for that title/level of experience properly?
GOVERNMENT RESPONSE: The Price/Cost Schedule has been revised to reflect pricing for all three (3) types of contract employees. The government understands that the delay between the solicitation, contract award, and the time services begin may impact the availability of contract employees being available to provide services. Offerors should identify the unit price for a physician, a physician assistant, and a nurse practitioner. Names of providers will be provided after contract award.
14. Is there a government preference between the three acceptable named titles/levels of experience (NP. PA. MD)?
GOVERNMENT RESPONSE: The Price/Cost Schedule has been revised to reflect pricing for all three (3) types of contract employees. The minimum level of experience for each provider is: minimum of 3-5 years, VA experience is preferred.
