B.2 Statement of Work

STATEMENT OF WORK (SOW)

Anticipated Period of Performance: 04/15/2024-09/30/2024

The Omaha VA requires that the contractor provide resources for two temporary chillers. These trailer mounted chillers must provide sufficient cooling at a minimum of 500 tons tied into building power which is 3 phase at 480 volts (max amperage is 1000 amps per chiller) that will be delivered and removed by the contractor at the completion of the rental. The contractor is required to remove the trailers from the premises within 2 working days of notification.

Notification methods include email correspondence or documented verbal exchange. The contractor will provide preventative maintenance, and unforeseen maintenance issues related to the trailer unit. For emergency related issues the contractor is responsible for on-site management with in 2 hours. This unit will run 24 hours a day, 7 days a week for a month period starting on 04/15/2024-09/30/2024 (with an expected week timeframe pending repair effort for the Trane Centrifugal Chiller in which the contractor shall turn off the chiller). For normal, non-critical issues related to the function of the trailer the contractor is required to be onsite with in 4 hours of notification.

Contractor will deliver temporary chillers on site within 12 hours of award. Contractor will tie into the return and supply lines in the basement in Blg 17 (see below pictures). Contractor is responsible for providing all hose connections (suction/discharge), verifying that connections do not have leaks and that units are functional as well as pumps, valves, electrical cabling.

Disconnect panels shall be mounted on the trailers to provide a single point power connection point in the field to the trailer with overcurrent protection. Contractor shall ensure that this unit is winterized prior to use to include removing drain lines or properly insulating, removing vent lines and ensuring continuous water flow so that lines do not freeze. If continuous flow can not be achieved contractor shall ensure the lines are drained when not in, filled with glycol with the building connection valve closed off so that glycol can be introduced only into contractor supplied chiller and hoses, integrate antifreeze at the bottom of the unit if needed.

Picture from Google maps showing a temp chiller from 2 years ago. Area in red will be the location of the chillers. Area in green is the box with electrical connection and just to the north of the box in green is the entry for the chilled water lines.

Illustration 2: Supply chiller line for temporary connection

Illustration 3: Return chilled water line

Illustration 4: Required Electrical Tie In Location

Provide factory startup, and startup assistance on rental chillers. Contractor shall provide services to leak test, refrigerant pressure test, evacuate, dehydrate, charge, start-up, and provide documentation (pdf) that the unit is functional and ready for use. Contractor to provide adequate training of up to 2 hours on the operation of the chiller at the discretion of the VA.

Preventative maintenance shall be performed during hours or after hours and on weekends as requested by the VA per the manufacturers recommendation. Contractor will notify the VA of required space for trailer mounted as well as confirm route of travel during project kickoff. If parking shall be impacted, contractor shall notify VA representation so that planning and approval can be achieved prior to relocation of the chiller. Contractor shall be properly trained on spill prevention of refrigerant and have spill kits on site and available for use.

Contractor shall provide two stand alone air cooled chillers with no tie ins to our existing cooling towers. Contractor is expected to work with VA upon award to establish location boundaries and the VA will assist with signage and marking off location to establish a boundary around temporary chillers. The contractor may also utilize an alternative secondary connection located between building 30 and 17 for campus power supply. Contractor shall utilize existing motor control center for tie ins for building power shown in the above illustration. Contractor shall provide all oversight to include electricians who are versed in NFPA 70E, and OSHA Standard 29 Code of Federal Regulations to ensure that electrical safety is maintained and that tie ins are accomplished. Contractor will provide advanced notice of 2 business days prior to connecting existing chillers to building power.

Due to ongoing construction efforts, the area delineated in yellow in the campus map above will be off limits for contractor personal. The Trane Permanent Chiller shown below in yellow will be undergoing a rebuild. This metal enclosure houses the MCC necessary to make electrical connections. It is expected that during this contract there will be one required disconnect of the cables that are fed into building power to ensure that the Trane Chiller can be leak tested and put into use. In the event the Trane Chiller is inoperable and requires additional repairs or if either the Mcquay or Absorption chiller fail operational test, there may be request for extending the period of performance which will require a modification against the existing contract and contractor pricing to do so.

(i) Any such clause is unenforceable against the Government.

If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

(b) General Liability: $500,000.00 per occurrences.
