About this file

This document is a set of Questions and Answers related to a federal solicitation for Guest WiFi services for the Department of Veterans Affairs (VA). The key details are:

The solicitation is for the provision of Guest WiFi services at the VA Medical Center and Community-Based Outpatient Clinics (CBOCs). The solicitation requests information on the existing Guest WiFi system, including equipment inventory, cabling infrastructure, and content filtering capabilities. The government states that the existing access points, switches, and controllers are VA property. The new contractor will be responsible for managing the wireless system, including troubleshooting, new equipment installation, and maintaining uninterrupted service. Fiber cabling with OM4 specification is desired if installation is required. The government will provide heat maps, but notes that the information may not be fully accurate due to ongoing construction and remodeling projects.

# QUESTION

1 Can the Government provide the following information on the existing Guest WiFi system (VGIA) at all facilities to allow the bidder to provide an accurate bid for all work being done under the proposed SOW. We request:

1. Full inventory of equipment for infrastructure components such as firewalls, switches, controllers & access points including make, model and equipment counts by location.

I should be able to provide that on site.

2. Cabling Interconnections between buildings on the Main Campus (How are B1, B2 & B50 connected to each other? (Copper or fiber? If fiber SM,MM, OM3) Connected through Fiber – OM4

2 QA document Paragraphs 3 and 6 refer to new access point installations. Can the Government provide IDF locations currently being used for the existing VGIA system and other available IDF locations on the heat maps/floor plans so the contractor can estimate cable runs and potential new IDF locations and equipment. Information is required to determine new access point cabling paths.

1W100 has all of it. Even more so all of this information will be changing as there is major construction.

3 In QA document, Paragraph 8, the Government states "There is no content filtering currently in place on the Guest Wifi. The current provider is Mediacom." This answer is a contradiction as it also states the VA Guest WiFi (VGIA) does not have content filtering services at this time and then it continues to state that Mediacom is the current provider of the content filtering services. Can the Goverment confirm if content filtering is currently provided and if it is, what hardware or software application is being used?

This is Not a contradiction. There is no site filter of any sort. The internet provider Mediacom but we do not have it set up to block any site.

4 QA document, Paragraph 12, Answer 1 states "The maps are being included. Due to remodeling and construction projects in the Hospital the Maps may not be an accurate representation when AP installation is scheduled." However, no maps were provided with the QA response. Will the Government provide the previously mentioned maps for all locations, buildings, and floors for the Guest WiFi system (VGIA)? This information is needed to determine cabling and device installation costs.

Heat maps will be provided.

1) At the Medical Center, can you confirm that the desire is to connect the new Access Points to the existing ones to form a single VA Guest Wi-Fi solution?

Yes, that is exactly what we want.

2) If our assumption in question 1 is correct, can you please provide the manufacturer, model number and quantity so that we can properly license the content filtering solution.

I am awaiting these numbers.

3) If all current equipment is the property of the current vendor as stated in in the response to question 9, are you planning on maintain two contracts to support the VA Guest Wi-Fi, if not more details need to be provided related to the current installation to properly size the replacement solution. Does the same hold true for the CBOCs, who owns the equipment at those locations?

Question 9 is: Is all existing cabling available for use? And the answer is: Yes, however new AP's will need cable pulled.

It looks like your questions are about Question 7, I need to amend my response. All Current AP’s, And Switches, are property of the VA. The CBOC’s listed just need continuing service as many will be relocating within the next few years, which I cannot accurately state due to various timelines often needing modifications and will no longer require a contract.

4) Based upon several responses, it is unclear who will be responsible for the VA Guest Wi-Fi, existing contractor or new contract. Can you please provide what your expectations are.

The Expectation is that the new contractor will be in charge of managing the switches, troubleshooting any issues, installing new equipment, maintaining the system, managing/maintaining the controller, and providing uninterrupted signal.

5) Will we be able to access the existing wireless controller, or does another one need to be installed to manage the new Access Points?

You Should be able to physically access the existing wireless controller. Any programming for the wireless controller access would have to be provided.

Corrected answer to question 11.

Question: If the Project requires the installation of fiber, what type of fiber is desired (MM, SM, OM3)?

Correct answer: OM4 is desired IF installation of Fiber is required.
