About this file

This document is an amendment to a solicitation for sprinkler and alarm repair services. The amendment answers questions from potential offerors and extends the closing date from March 3, 2024 to March 18, 2024 at 5:00pm CST. The questions and answers clarify that billing will be monthly for work performed in the prior period based on the annual pricing. Pricing is to be based on historical modification amounts from 2021 to 2023 provided. Repairs are limited to deficiencies identified in inspection reports and the not-to-exceed service call quantities specified for emergency and non-emergency work in Omaha and Grand Island. Relocation of sprinkler heads is only required to address code violations identified in inspections, not changes requested by other projects. The scope is restricted to maintenance and does not include new construction work like a sprinkler system expansion.

1. The pricing sheet lists each year as one job. How will billing be performed ? Do we take the annual amount and divide by 12 and then bill that amount each month regardless of work performed, or is each job/repair quoted and then that amount is deducted from the quoted amount until a zero balance is reached? From experience, most firm fixed reoccurring contracts are invoicing in arrears for the work performed in the prior month/quarter.

2.As this contract reads as an all-encompassing repair, is there a contractor limit of liability (LOL)? For example, if a fire pump motor dies, are we responsible for that repair, or is that quoted work as an electric fire pump motor is about $15,000 where a diesel fire pump motor is about $55,000 to purchase. Contractor pricing should be based on the below 3 year’s worth of data (note 2023 data includes current deficiencies under this solicitation) for repair work involving the fire alarm system. Replacements should be for like with any deviations approved by the VA (ie: obsolete components, price comparisons without sacrificing function/VA requirements).

3. The RFQ states “relocation of sprinkler heads”. Please clarify what the limits are on this. Are we only relocating sprinkler heads that are improperly located based off the inspection, or are we required to relocate any heads as determined by the maintenance department. For example, if they build a wall, are we required to relocate the heads to bring them back to code despite the deficiency being created by another project and not from the inspection report. Repairs should be made based off of the inspection and service calls. NTE service call quantity has been provided and is shown below, Omaha Emergency: 10

Omaha Nonemergency: 10

Grand Island Emergency: 8

Grand Island Nonemergency: 8

4. Are we only required to make repairs based on the inspection report or resulting from a service call, or can the engineering department just determine they want something changed and we have to assume that responsibility? This contract is limited to repairing all deficiencies from inspections as well as the NTE service calls on an emergent or nonemergent basis for Omaha and Grand Island.

5. The VA has asked for a sprinkler system expansion in one of the basements that does have a full sprinkler system. Is this included in the contract. This is not maintenance but rather requires a design, with appropriate stamps, etc. and a build out. This was not noted as a deficiency in the inspection report and was not a service call therefore this should be excluded from this procurement.
