Questions and Answers
1. Question: Is this a new requirement, or is there an incumbent contractor? If existing, can you provide the contractor and award amount?
Response: The current contract number is VA263-17-P-1026. Additional information can be found on
FPDS-NG.
2. Question: What is the number of hours each month the previous contractor spent on site to provide the pest services to all areas outlined within the scope of service? Does the government consider this service adequate?
Response: The number of hours changes as seasons/pest demand changes. The VA Central Iowa Health Care System has a scheduled approx. 1-hour site visit each week for standard services of our kitchens, drains, traps, ILT, etc. During high demand the VA Central Iowa Health Care System calls our pest controller out one or two additional times per week as issues emerge, which could be between 15minutes to one additional hour per visit. Bed bug dog visits are typically another hour in month. Yes, the government considers this service adequate.
3. Question: How many after-hours service requests have then been in the past 12 months for each location?
Response: A bed bug heat treatment job went deep into one evening. The Technical Representative cannot recall having any calls after 5pm for any location listed. Other after hour treatments were infrequent and previously scheduled.
4. Question: What is the number of bed bug service requests over the past 12 months for each location?
Response: One full bed bug heat treatment performed. Heat treated three inpatient hospital rooms.
Outside said job, the VA Central Iowa Health Care System has had many (approx. one per month) chemical applications provided to sites, which were steamed cleaned by VA of locations which had a single bug or suspected bed bugs in area.
5. Question: Has any of the scope of service changed from this Solicitation compared to that of the last awarded contract? If so, what has changed?
Response: Additional buildings have been added. VA doesn’t specifically state heat treatment is required for bed bug treatment. Discussion of use of heat or chemical would occur between vendor and Technical Representative. VA would expect both options (heat or chemical) of treatment be available for use.
6. Question: What is the current number for exterior rodent bait stations for each building? Does the government own these stations or is it expected to be provided under this new contract?
Response: Contractor is required to provide. Each building’s usable entryways should have traps on both sides and a trap on every wall of building (if no entryways on said wall). Site visit will provide vendors ability to review these numbers.
7. Question: How many bird service requests over the past 12 months?
Response: Two or three, which were to assist with removal of dead birds.
8. Question: What has been the past regular K9 Bed Bug Inspection schedule? Is the inspection being completed in one day each month?
Response: One day, each month. Unless additionally scheduled per Technical Representative.
9. Question: How many buildings are included in this solicitation?
Response: Sixteen (16)
Building Number of Floors Square Footage 1 4 166,925
1W 6 69,490 2 3 57,379 3 3 30,431 4 3 23,942 5 3 22,389

10. Question: Do you have an approximate square footage of the facility?
Response: See question 9 answer.
11. Question: If the proper equipment and devices required for providing Integrated Pest Management at this facility (rodent and fly control devices, etc.) are not already installed, does the solicitation include the initial cost of equipment and installation, or is vendor responsible for such devices?
Response: Insect Light Traps are only equipment installed and provided by government (sticky pads and light bulbs are to be purchased/maintained by vendor). Vendor is responsible for all other equipment/devices/supplies/labor/materials.
12. Question: How many "fumigation" services requiring a 7C Fumigation certification have been completed over the past 3 years?
Response: Zero.
13. Question: When is the site visit? Who can we contact regarding a site visit?
Response: A site visit will be held on Friday, June 17, 2022 from 9:00 AM to 11:00 AM at the VA Central Iowa Health Care System located at 3600 30th Street Des Moines, IA 50310
