636A6-22-116, Fuel Island upgrade and diesel tank removal (DM)
Request For Information (Questions and Answers) Any solicitation inquiries, requests for information, clarifications, or questions shall be submitted in writing to angelique.mabley@va.gov and michael.wicht@va.gov NLT April 25 10:00 AM CST. Telephone inquiries will not be accepted.
Questions/Answers:
1. (Phase 1) The vent for the E85 tank that is being converted to Diesel (see attached picture) is venting between 2 windows that according to Tony do get opened in the summer. Do you want the vent raised to 3’ above the roof line, as well the pipe should be Black not Galvanized for E85/Diesel, and it would need a rain cap on top instead of the pressure/vacuum vent?
a. Yes extend the vent to meet the code or venting requirements 3’ above the roof line.
2. (Phase 1) If the lead time for the new dispensers is outside of the 120 days allowed for project completion would it be possible to use existing dispenser without the card reader or GSA until new dispensers arrive so we could continue with tank removal?
a. Yes as long as they can modify the E85 dispenser to function for diesel fuel.
3. (Phase 1) I am assuming the VA will take care of ordering, and delivering of all fuels needed to fire up new dispensers, calibrate, and run required testing?
a. Yes, the VA will take care of the fuel, but the awarded contractor will need to provide the calibration and the run the required testing.
4. (Phase 2) Are we able to remove the short concrete retaining wall behind the Diesel pump to allow the removal of the 500-gallon Diesel tank?
a. Yes, if this benefits the ease of removal for the contractor this will not be a problem for us.
5. (Phase 2) It is our understanding to receive up to $15,000 reimbursement from the Iowa UST Fund we will need to provide a price for the removal expenses to get approval on a separate invoice for the UST Fund, however for the purpose of submitting a price do you want it all together or do you want it separated for the submittal of this quote?
a. Phase I (E-85 tank conversion) will be LIN 0001 with the Phase II (removal of diesel tank) as LIN 0002. In this manor we can easily identify what the costs are for the removal submit to IDNR for the reimbursement.
6. Do we have to be licensed in Iowa to bid on this requirement? We have all our licenses, and we are licensed in other states but not Iowa.
a. It has been requested that the contractor be licensed with the IDNR as there are requirement in each stater regarding their DNR requirements.
7. Is this project still small business set aside? It appears it isn’t now. Thank you!
a. Per the RFQ set aside for small business licensed with the IDNR.
8. We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current/ previous contract number?
a. This project does not show a record of an incumbent.
9. The current dispenser that is located at the site on the tank that is being converted over to diesel (See Attached Picture #20160712_133528). This dispenser is and E-85 dispenser, what that means is the instead of brass pipe fittings inside the dispenser, stainless steel and nickel fitting were used so they would be compatible with E-85. Since they are compatible with E-85 they are also compatible with diesel fuel, so the actual dispenser does not need to be changed unless the VA requires. This would be a cost savings if not changed out.
a. The VA requires it to be replaced.
10. The current submersible pump that is in this tank is an AG submersible pump compatible with E-85. This would also be compatible with diesel; this does not need to be changed unless the VA requires. This would be a cost savings if not changed out.
a. The VA requires it to be replaced.
11. The current Veeder Root Probe in the E-85 tank is an alternative fluid probe compatible with E-85. This would also be compatible with diesel; this does not need to be changed unless the VA requires. This would be a cost savings if not changed out.
a. The VA requires it to be replaced.
12. The current OPW overfill prevention valve in the E-85 tank is compatible with E-85. This would also be compatible with diesel; this does not need to be changed unless the VA requires. This would be a cost savings if not changed out.
a. The VA requires it to be replaced.
13. If you decide to keep the dispenser in item #1, do you want a price for stainless steel panels on the unleaded dispenser to make them match?
a. We are not keeping the E85 dispenser we require replacement.
