Solicitation 36C26322Q0163 for Boiler Combustion Tuning and Safety Device Testing Services to support the Iowa City VA Health Care System is hereby amended to provide questions, answers, and clarification as detailed below.
Offerors are required to acknowledge this amendment by signing and returning one copy with their quote.
The solicitation closing date and time remains at 10:00am Central Time on March 4, 2022.

Questions, Answers, and Clarification
1. Are annual National Board Pressure Vessel inspections to be part of this contract?
Answer: No, the VA does not need National Boards Pressure Vessel inspections as part of this contract.
2. B.3 SOW V b. vi. Hours of services, Emergency Work. This SOW is for the inspection of the listed equipment, which is to be performed during normal business hours. The SOW does not list any emergency work to be performed. The contractor cannot be held responsible for overtime charges incurred in the performance of this SOW. Lines iii. & vi. are contradictory.
Answer: The awarded contractor shall work with the VATR for scheduling work. If the contractor cannot meet the scheduling requirements for contract services due to reasons outside of the VA’s control (e.g., the contractor has other projects scheduled but the technician needs more time to complete work at the VA, contractor technicians originally scheduled were unavailable, etc.), the contractor may need to work outside of normal operational hours to meet contract requirements.
3. B.3 SOW VII. 3. G. Required Burner Performance Item 5) Flue Gas Oxygen: 2.5% to 4.2% is a recommended range, however not all boiler / burner combinations can achieve this requirement. Can you clarify if the existing boilers are capable of this level of performance?
Answer: Yes, they are capable.
4. B.3 SOW VII. 3. G. Required Burner Performance Item 8) no constant flame impingement on refractory or water walls only applies to boilers that have a rear water wall. Can you verify if the boilers are a wet back or dry back design?
Answer: The boilers are watertube boilers with a dry back design. The back wall is lined with refractory.
5. B.3 SOW VII. 3. H. Items 9), 10), 11) list ‘all’ for the amount of equipment to be inspected and calibrated. This is a broad term and confusing in understanding the scope of work. Can you clarify which sensors and transmitters will be covered under this contract?
Answer: Each Boiler has 1 each gas flow transmitter, 1 each combustion air flow transmitter, 1 each fuel flow transmitter, 2 each steam flow transmitter, 1 each boiler water level controller, 1 each boiler feedwater actuator, 1 each water drum level transmitter, and 1 each drum pressure transmitter. The Plant has 1 each fuel oil pressure transmitter, 1 each natural gas pressure transmitter, and 3 each steam pressure transmitters. The DA Tank has 1 each feedwater controller, 1 each feedwater controller(overflow), 2 each water level controllers. The Condensate Tank has 2 each water level controllers.
6. B.3 SOW VII. 3. H. Item 12) lists 7 O2 monitors but there are only 3 boilers. Can you clarify what equipment this refers to?
Answer: There are 6 O2 monitors located throughout the Boiler Plant (including above boilers) and 1 O2 monitor located in the tunnel which needs to be calibrated twice a year. These monitor for hazardous O2 levels in ambient air.
7. B.3 SOW VII. 3. H. Item 13) lists only 2 combustion monitors but there are 3 boilers. Can you clarify what this equipment is?
a. Answer: There is 1 combustion monitor located above Boiler #1 and 1 combustion monitor located on mezzanine (second level) which need to be calibrated twice a year.
These monitor hazardous combustion gas levels in the ambient air.
8. B.3 SOW VII. 5. A. We utilize the VAMC Rev 5 report standard. Are these instructions in addition to the required reporting format specified in the current edition of the VAMC Boiler Plant Safety Manual?
Answer: If the VAMC Rev 5 Safety Device Checklists are completed and turned-in, that should be sufficient.
9. B.3 SOW VII. 5. B. Provide hard copy at completion of service. Is there access to a printer on site to generate the hard copy report?
Answer: A hard copy of the Safety Device Checklists are given to the technician before start of testing. This is to be filled out while conducting safety device tests. The Boiler Plant Supervisor will review the report and make copy for the technician at completion of service. A printer is available, if needed.
10. B.3 SOW VII. 5. B. Modern Analyzers do not utilize ‘strip’ printouts. Would a combustion tune report with all required information suffice?
Answer: Yes
11. B.3 SOW VII. a. Corrective action required. It is unknown of any corrective actions would require considerable time and effort to design, engineer, and create a SOW for the required actions. To request pricing and comparable contracts for unknown future repairs is unreasonable. Research and development for repair actions is currently an unknown burden for the contractor and cannot accurately be determined in the scope of this SOW. Is it acceptable that the creation of any corrective actions to deficiencies is applied as an extra cost to the govt under this contract?
Answer: The VA desires to obtain repairs/corrective actions under this procurement rather than awarding multiple procurements, if possible. The awarded contractor for the commercial Boiler Combustion Tuning and Safety Device Testing services is expected to have the expertise to provide the nature of identified repairs or corrective action and a budgetary estimate for such work. RFQ section VII. Repairs/Corrective Action, paragraph (a) states, “If the cost for repairs exceed the amount in the applicable line item in the Price/Cost Schedule, the Contracting Officer may issue a bilateral contract modification to increase funding for authorized repairs after a determination of price fair and reasonableness.”
12. Is a bid bond required for Solicitation 36C26322Q0163?
a. Answer: No, a bid bond is not required for Request for Quotes 36C26322Q0163.
13. Offerors must complete and return section C.6 of RFQ 36C26322Q0163 or the offer will be considered non-responsive.
14. Offerors must provide information with a quote indicating the offeror meets the technical factor in addition to the price factor. The technical factor is:
Technical Factor: The offeror/Contractor is required to provide technical support personnel for Boiler Safety Device Testing as needed. The support personnel shall be qualified for boiler plant burner, control and instrumentation testing. Qualifications shall include completing at least a one-year trade school or equivalent, and five years successful experience in this field. The experience shall include large institutional or industrial high-pressure steam plants. The offeror/Contractor shall provide information with their quote to demonstrate their ability to provide this requirement to VA.
