Questions and Answers

1. Question: Is this a new requirement, or is there an incumbent contractor? If existing, can you provide the contractor and award amount?

Response: The current contract due to expire soon does not have the same scope of work at this new UPS contract has. The previous contract is not representative of the requirements nor the cost of prior work, as the entire content within the scope has been altered greatly from the prior year.

2. Question: What is the make, model, and quantity of the batteries in all the UPS systems?

Response: The make, model, and SSN’s are listed on page 9 of the Request for Quote (RFQ). The overall UPS battery number is not listed. If this is needed, vendors can schedule a site visit by calling the technical representative, Josiah Curley at 402-995-5545 or 918-581-4171. There are 8 sites that the contractor would have to visit to physically verify the exact number of UPS batteries included within this contract. Again, the contractor is welcome to reach out to Josiah Curley for scheduling site visits to the two VAMCs as well as NWI’s six additional CBOC locations.

3. Question: Will there be a site visit?

Response: Vendors can schedule a site visit by calling the technical representative, Josiah Curley at 402-995-5545 or 918-581-4171. The VA would prefer a site inspection be performed by the potential contractor prior to submitting a bid proposal to the solicitation since the site inspection would offer the opportunity to remove any ambiguity with the contractual requirements and expectations.

4. Question: In page 12, paragraph “Qualifications” it states that the contractor must be a certified dealer. Can the subcontractor be a certified dealer? Is there a specific company or brand that the contractor has to be associated with?

Response: Yes, the subcontractor can be a certified dealer. The contractor must be able to prove that they have the ability (i.e. personnel and trained technicians) to service UPSs listed in this scope of work. Please provide documentation at time of offer. As a reminder, the offeror must be a SDVOSB and must be able to meet the limitations on subcontracting. The contractor shall not pay more than 50% of the amount paid by the Government to the contractor to firms that are not also verified veteran-owned small business concerns. Reference 13 CFR §125.6.

The following seven questions pertain to the CLIN’s 0002, 1002, 2002, 3002 and 4002 in section B.2 Price/Cost Schedule:

5. Question: What is the nature of the response the VA desires for the CLINS ending in 002 with the quantity of 0 each? Why is the quantity 0 EA? Is that just a notification that we will need to approach the VA with change orders for replacement equipment? If so, what dollar amount, if any, is the VA asking the contractor to provide? Or is the contractor being asked to come up with a “not to exceed” guestimate on parts costs for that year?

Response: Please refer to the Request for Quote (RFQ), Parts for Repairs on page 12. Line Items 0002, 1002, 2002, 3002 and 4002 for Parts for Repairs will not be priced on your offer.

6. Question: Do Batteries count as parts for CLINs ending in 002?

Response: Yes

7. Question: Do replacement units count as parts for CLINs ending in 002?

Response: Yes

8. Question: Is the cost of the planned battery replacement required on page 15 intended to go into CLINs ending in 002?

Response: Yes, but battery replacement is not “planned.” If these need to be replaced, a modification will be issued and price fair and reasonable will be determined at that time.

9. Question: CLINs ending in 002 state: “Contactor shall furnish the VA Technical Representative (VATR) with a written estimate of the cost to make necessary repairs”. Is the VA looking for hardware costs on this line and labor costs to be covered by a separate quote which will get a change order?

Response: CLIN’s ending in 002 include all cost for repairs not already stated in the RFQ.

10. Question: There are approximately 20 different models listed in pages 9-11, does the VA want an estimated replacement cost for each?

Response: No, if these need to be replaced a modification will be issued and price fair and reasonable will be determined at that time.

11. Question: CLINs ending in 002 mentions repair several times. Typically, single-phase UPS units (the majority of equipment listed on pages 9-11) are not repaired, but rather replaced. There are relatively few parts available compared to three phase units. Therefore, to make a non-operational unit function a replacement will typically be required. Should the cost of that replacement unit be included in this line?

Response: CLIN’s ending in 002 include all cost for repairs not already stated in the RFQ. Yes, the technical representative understands that there isn’t much room for “repairs” with UPSs.

12. Question: On page 11 for Center Hall there is an APC Symetra RM listed. While Symetra is a family of APC units, RM is not a full model name. Can you supply the model name?

Response: The technical representative at NWI believes the model name is a SMART-UPS 3000. A site visit is recommended if this is required to prepare your offer.

13. Question: Is it possible to get a report of the age of the UPS units and/or the age of their respective batteries?

Response: If the contractor would like to schedule a site visit to assess the condition of the UPSs in NWI, the are welcome to contact the VA representative Josiah Curley: 402-995-5545. We do not have paperwork/documentation showing the respective ages of each piece of equipment on our campus currently.

14. Question: On page 14 in the second paragraph under “General”, dealing with Battery Replacement it states: “Preferred year of replacement is listed in para. 2.1. under BR Year the VA reserves the right to request earlier replacement if the need is identified.” There is no paragraph 2.1 in the document nor can we find where the information regarding the preferred year of battery replacement is listed. Can you please provide the information?

Response: There is no preferred year of replacement. Please disregard this paragraph reference. The batteries shall be replaced on simply an “as needed” basis when failures occur.

15. Question: On page 15 in the battery replacement paragraph is states you do not have forklifts available. Do you have pallet jacks available for use?

Response: The contractor is required to furnish all materials, labor, equipment, personnel, transportation, and tools necessary for satisfying the performance requirements and criteria of the contracts scope of work.

16. Question: On page 15 in the battery replacement paragraph is states: “Rectifier battery replacement shall be done after 1800 hours on weekdays or on the weekend unless the contractor can provide a system to keep the PBX/telephone system operational when they replace the batteries.” Can you identify which units these are and/or location and quantity?

Response: If the vendor has questions regarding the quantity and location of these piece of equipment, it is encouraged that they do a site inspection prior to bidding on the solicitation.

17. Question: On Page 16 under condition of equipment it states: ”The contractor accepts responsibility for the equipment described in "as is" condition.” And then states: “The equipment will be operational.” So, is the VA guaranteeing the operability of the equipment at the start of the contract? If so, does “operational” mean no alarms, or simply that the units listed have not experienced total failure. Or is the VA saying that the equipment may or may not be operational at the start of the contract and that the contractor must repair or replace all non-functioning equipment? If the contractor is responsible for repairing or replacing the non-operational equipment at the start of the contract, how long do we have to identify and replace the non-operational equipment? How will replacement equipment be funded? Will it be by change orders? Or is the contractor responsible putting this cost in CLINS ending in 002?

Response: No, the VA is not guaranteeing any operational condition of the equipment listed. The contractor will be accepting liability as-is and will be expected to replace or repair any existing equipment that is not functioning properly as per its original design intention. The contractor is encouraged to perform a site inspection to document the current status of all the equipment listed in the scope of work prior to submitting a bid.

18. Question: When equipment needs to be replaced but the exact model is no longer available due to the age of the equipment, is “like or equal” acceptable?

Response: Yes, when equipment needs to be replaced, like, equal, or similar equipment is acceptable provided it meets the VA’s functionality needs.

19. Question: If the contractor can provide a like or equal replacement unit from a different manufacturer to the VA for a lower cost, is this acceptable to the VA, or do all replacement units need to be sourced from the original manufacturer?

Response: Yes, the contractor is welcome to provide a like or equal replacement unit from a different manufacture to the VA for a lower cost provided the same operational criteria and needs are satisfied from the prior piece of equipment.

20. Question: The Grand Island site lists two Liebert units. Each of those units though has an external battery and bypass cabinet. Should we include those “external accessories” in our proposal? Or are they outside the scope as planned by the VA?

Response: Yes, the contractor should include external accessories and all related equipment that support the proper functioning of the VA’s UPS system in the cost proposal. Accessories are included in this scope, and it is strongly encouraged that the potential contractor perform a site inspection to verify the amount of equipment accessories that the contractor will be assuming liability for during the duration of this contracting period.

21. Question: What are the months that the semiannual preventive maintenance are required to be performed?

Response: Every January and July; or mutually agreed upon date between the contractor and the technical representative.
