RESPONSE TO SOLICITATION QUESTIONS
1. QUESTION: Page 5 of the solicitation, Section 2. Storage Facility. 15 miles within the main campus and Climate Controlled storage space. Within fifteen (15) miles of the main campus.
As long as a company could meet deliverables would the government entertain removing the eliminating mile radius?
RESPONSE: No. The Government requires that the facility be within 15 miles for the
Government’s convenience to facilitate random site inspections and property accountability assessments as needed.
2. QUESTION: Climate Controlled storage spacing. We have both standard and Climate
Controlled environments. However, to meet the growing needs firm has built more standard storage facilities offering palletized spacing. Most often we find that hospitals when storing
PPE and medical equipment don't actually need the CC and so, my question is to determine whether a Climate Controlled environment is actually needed or would the government accept a standard storage facility?
RESPONSE: No deviation. The Government has an established range required for storage per the Storage Facility paragraph for RME and expendable supplies, subject to remote
Checkpoint monitoring.
3. QUESTION: Will the USG (US Government) consider extending the date for the RFQ responses?
RESPONSE: The response date is not extended.
4. QUESTION: Does the USG (US Government) have a preferred contractor or type of contractor for this opportunity?
RESPONSE: A preferred contractor or type of contractor has not been identified. This is a competitive solicitation for firms registered as Small under NAICS 493110 General
Warehousing and Storage in the System for Award Management (SAM).
5. QUESTION: Is this a new opportunity, or is it a recompete? If it is a recompete, what company is doing it now? What is the value of the contract? What is the length of the contract? How many people does the current contractor have on the contract?
RESPONSE: This is a new requirement for the specified location.
6. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, is there any type of racking required for Vertical storage at the 2000 sqft facility?
RESPONSE: No type of racking has been specified.
7. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, is there an estimated amount of pallets that will be moved from the VA facilities to the warehouse? If there isn't an estimated amount, what about per trip?
RESPONSE: The government estimates approximately 40 pallets, but there is no guarantee of the number of pallets. No minimum per trip identified.
8. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, what is the number of pallets the VA considers to be a "trip"?
RESPONSE: A trip is not measured by pallets hauled. It is a truck, a driver, and location(s).
The GOV will use as needed and volume varies.
9. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, will any of the
VA products being delivered to the contractor warehouse already be palletized or will it need to be palletized and wrapped by the contractor at the VA site(s) for pick up?
RESPONSE: VA property coming from a VA facility will be palletized/ wrapped/ banded as required. Property coming direct from a vendor to the vendor site, may come in without a pallet, but seldom happens. It is possible and expected for the vendor to correct before storing if delivered to the vendor site that way (not palletized/wrapped).
10. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, under
'Scheduled CBOC moves/add PC Annex,' can the USG provide additional details as to the requirements of these activities, number of trips/pallets, etc., and their impact on Storage and Transportation Services? Each site is unique. Is this in addition to the trips to each site listed in the pricing tables?
RESPONSE: The services required would be moving equipment and furnishings from current CBOC location and or vendor warehouse location to new CBOC location. Laborers to assist with moving and loading/unloading would be required during the move. Number of laborers (hours) is dependent upon the need. Each site has up to two trips planned as a baseline. Two additional trips planned if a CBOC move/activation is forecast.
11. QUESTION: Reference page 5, B.2.1 Storage and Transportation Services, will the VA provide a list of items that are going to be moved/stored before the Bid close date?
RESPONSE: The VA cannot accurately determine or provide a list of items that are going to be moved/stored before the solicitation closing date.
12. QUESTION: On page 5, B.2.2 Storage Facility, it states the distance to be 'within 15 miles' of the Main Campus. Would the USG be willing to consider a storage location further than
15 miles of the Main Campus if it met the rest of the technical requirements?
RESPONSE: The Government has determined the optimum distance to be 15 miles from the VA facility because Government employees will be traveling to/from the facility to conduct site inspection and property accountability inspections, as needed.
13. QUESTION: Considering the Storage Facility space requirements ('...up to 2,000 square feet') and the Evaluation Criteria (Price Alone), would the USG provide consideration for a larger space if it met the rest of the technical requirements?
RESPONSE: The Government will only pay for the actual square footage that is used and the government has determined that the maximum space needed is 2000 square feet.
14. QUESTION: Reference page 6, B.3 Transportation Services, under Subpara (2), does the
USG expect the contractor to provide material handling equipment (MHE) at the VA facilities during pick-ups and deliveries?
RESPONSE: The contractor is expected to provide manual pallet jack(s), two wheeled trucks, and furniture dollies when services are provided at the VA locations. The contractor shall provide their own forklift at the contractor’s warehouse site only.
15. QUESTION: Reference page 6, B.3 Transportation Services, under Subpara (5), does the
USG expect the contractor to provide furniture repairs, or to provide compensation for damaged furniture?
RESPONSE: The contractor shall provide repair/replacement to any equipment/items that are damaged while under the contractor’s control/care. Contractors shall have insurance.
16. QUESTION: On page 6, B.3 Transportation Services, under Subpara (6), of the services and storage listed in the Statement of Work, can the USG provide a general percentage of the work that would be considered de-installation, re-installation and movement of furniture?
RESPONSE: The Government cannot accurately provide precise numbers. A mix of furniture, medical equipment, and PPE (personal protective equipment) may require storage.
17. QUESTION: Reference page 6, B.3 Transportation Services, under Subpara (8), how many shifts does the USG expect the contractor to provide? What are the hours of work expected to be performed by the Contractor?
RESPONSE: Services shall be required between the hours of 7:30AM to 4PM Central
Time, Monday through Friday. The contractor will be contacted in advance for any moves projected on weekend days (Saturday/Sunday). Advance planning will be used when weekends are needed.
18. QUESTION: On page 7, B.4 Contractor Employees, under Subpara f., the USG states, 'The contractor shall provide, operate, manage and maintain a trained, uniformed team of personnel to provide the services.' Will the USG consider additional funding above the stated $750,000.00 over 5 years?
RESPONSE: The maximum quantity has been identified for the Indefinite Quantity Contract and no guarantee is made by the government regarding the actual cost of services provided.
19. QUESTION: On pages 7 & 8, B.6 Minimum Contract Employee Qualifications, will the USG waive the commercial moving and driving experience requirements for each listed position?
RESPONSE: The driving experience cannot be waived. There is an error in 6.B. The correct
Minimum experience is two years and not four.
20. QUESTION: On pages 10-24, in the Pricing Tables, the USG states, "WAREHOUSE
STORAGE. Climate Controlled Storage Space (up to 2,000 Square Feet). Storage facility must be within 15 Miles of VA-CIHCS main campus. Cost is based upon actual square footage used." Will the USG consider different funding strategies? This method appears to assume the SB already has/owns a warehouse with the above requirements and available storage space for the USG.
RESPONSE: The 15-mile radius includes the entire City of Des Moines and good portions of the Metro area. The Gov requires the storage facility to be within 15 miles of the Des
Moines VAHCS to provide for random site inspections and property accountability inspections as needed.
21. QUESTION: On pages 10-24, in the Pricing Tables, the USG provides a series of complicated methods to determine labor, trips to facilities and shipping costs. Would the
USG consider an alternative costing method for this opportunity? We believe our proposal will provide a competitive cost while establishing the critical standardization that the USG requires in the Statement of work.
RESPONSE: The Government has determined the current pricing method to be in the best interest of the Government and provides an equal opportunity for all interested offerors.
22. QUESTION: On page 34 under C.9 852.212-70 PROVISIONS AND CLAUSES
APPLICABLE TO VA ACQUISITION OF COMMERCIAL ITEMS (APR 2020), the USG has checked the box for "852.215–70, Service-Disabled Veteran-Owned and Veteran-Owned
Small Business Evaluation Factors." This seems to conflict with the 'Set-Aside' box on the
SF1449. Is the USG using these SDVOSB/VOSB evaluation factors or is it using more general small business evaluation factors?
RESPONSE: The solicitation has been set aside for 100% Small Business as identified on
Page 1 of the SF 1449. The following sections have been corrected and unchecked.
• REMOVED: 852.215–70, Service-Disabled Veteran-Owned and Veteran-Owned
Small Business Evaluation Factors.
• REMOVED: 852.215–71, Evaluation Factor Commitments.
