GOVERNMENT RESPONSE TO SOLICITATION QUESTIONS

1. Technical Factors.

a. Technical Factor 1 and 2 are removed. Offeror shall submit copy of International

Executive Housekeeper Association (IHEA) Certified Executive Housekeeper (CEH) credentials that will provide services under the contract.

b. New Technical Factor Added. “Offeror shall submit the name(s) of Contracting

Activities and Medical Facilities, telephone number and point of contact for a minimum of two (2) recent and relevant task orders or BPAs that show past performance information on the same type of requirement as proposed in this solicitation. Recent is defined as “within the past 3 years”.

2. QUESTION: You've got, as a Tech Factor 1, a requirement for Certified Executive

Housekeeper (CEH) from (IHEA) the International Executive Housekeeper Association. Can this be removed and replaced with "Provide a copy of a CEH certificate?”

RESPONSE: The IHEA and CEH requirement is hereby removed as a Technical Factor.

Offerors do not need to submit any response to the IHEA and CEH Technical Factor requirement.

3. QUESTION: I have reviewed the list of qualified Certified Executive Housekeepers (CEH) at http://www.ieha.org and most of the areas the services are required do not have any CEH.

It takes about one month to get this certification and the cost is about $2500. Will the VA consider changing the requirement to CEH credentials/certification should be provided within one month of starting work?

RESPONSE: The IHEA and CEH requirement is hereby removed as a Technical Factor.

4. QUESTION: Does a CEH need to be submitted for each location?

RESPONSE: The IHEA and CEH requirement is hereby removed as a Technical Factor.

5. QUESTION: Would you consider adding Past Performance to the evaluation criteria?

RESPONSE: Past Performance has been added to the evaluation criteria replacing the

IHEA and CEH requirement. “Offerors shall submit the name(s) of Contracting Activities and

Medical Facilities, telephone number and point of contact for a minimum of two (2) recent and relevant task orders or BPAs that show past performance information on the same type of requirement as proposed in this solicitation. Recent is defined as “within the past 3 years”.

6. QUESTION: Is there an incumbent? If so, what is the contract number?

a. RESPONSE: Avartara Limited Liability Company, dba Avatara

• Blanket Purchase Agreement (BPA) Number: 36C26321A0016

• BPA Order 36C26320N0857

• BPA Order 36C26320N0646 http://www.ieha.org/

• BPA Order 36C26320N0678

• BPA Order 36C26320N0739

b. RESPONSE: Accord Federal Services LLC

• Blanket Purchase Agreement (BPA) Number: 36C26321A0017

• No Orders were placed against the BPA.

7. QUESTION: How should offerors calculate costs?

RESPONSE: Offerors will consider hourly cost per position based upon a 40-hour work week. The referenced quantity represents the minimum ordering amount and any additional amount will be in increments of 5 people. OFFERORS need to understand that this requirement is for a Blanket Purchase Agreement (BPA) and the government is not obligated to request any orders from the BPA. Services will only be ordered through the issuance of a BPA order for the specific location. BPA Prior BPA Orders were approximately 10 per location, with some locations requiring 20 and 30 people. Again, there is no obligation upon the government to place any BPA orders and BPA orders will only be placed in the event of government employee shortages in Housekeeping.

8. PERFORMANCE WORK STATEMENT REVISION: All reference to CEH Certified Executive Housekeeper and IHEA International Executive Housekeeper Association are removed from the Performance Work Statement (PWS). A Housekeeping Supervisor shall be assigned for each location.

a. Paragraph 2.2. Removed CEH Certified Executive Housekeeper and IHEA International Executive Housekeeper Association.

b. Paragraph 6. Removed International Executive Housekeeper Association (IHEA) Certified Executive Housekeeper (CEH).

c. Paragraph 6.1.1. Removed in its entirety.
