RFP Questions and Responses

Question: 1 ‐ Bid Bond (2 questions received, same topic)

Can you tell me if a Bid Bond is required with our response to this solicitation? I understand that Bid Bonds may be required with each Task Order, but I want to make sure I provide one with our solicitation response if it’s required.

You are requiring a bid bond to be submitted with the bid, but our surety requires an estimated contract value per year to be able to issue a bid bond to us.

Answer: A Bid Bond is not required in response to this solicitation. A bid bond may be required with a Task Order (TO) depending on the anticipated value of the TO.

Question: 2 ‐ Panduit Brand Single Source

Is Panduit brand required?

Answer: Yes. The contract includes Panduit brand jacks, cables, patch panels and faceplates as specified in the project specifications. See attached document: Redacted Justification for Single Source_Panduit (2 pages).

Also, VAAR 852.236‐90 Restriction on Submission and Use of Equal Products is incorporated into this contract via

Amendment 1 to this solicitation.

Question: 3 – Subcontracting Limitations

For this contract since it is a NAICS Code 238210 which is a “specialty trade construction” we are assuming that the 25% self‐performance of installation labor is required by the prime contractor? Are there limitations on the percentage of the contract that can be subcontracted?

Answer: Correct, yes – 25% of labor must be completed by the prime contractor; and no more than 75% subcontracted to non‐SDVOSB.

Reference: VAAR Clause 852.219‐74 Limitations on Subcontracting—Monitoring and Compliance, and 13 CFR § 125.6:

In the case of a contract for special trade contractors, no more than 75% of the amount paid by the government to the prime may be paid to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

Question: 4 – OSHA certification/Superintendent

We are assuming that all persons performing labor are required to have either a OSHA 10 or OSHA 30 certification, do you require a 30 hour OSHA certified superintendent that is employed by the prime contractor to be onsite during all work that is performed?

Answer: Because these installs are small projects in nature, Superintendent will not be required to be on site. OSHA 10 or 30 is required for technicians.

Question: 5 ‐ Cable Install CLINs

On the bid form, CLINs 2, 3, 4, 5, 6, 9, 10, 11 are asking for installation of cable; for these items are we only including the cable material and cable install? Does the termination & testing get applied to CLINs 7, 8, 12, & 13? Note that cat 6 and

Cat 6A have a maximum individual run of 100 meters (330 feet) before they lose transmission quality; so would the quantity of 2000 LNFT on CLIN 0002 be for 6 or more individual runs of Cat 6 cable?

Answer:

Labor should be included when you are computing installed price of cable per LNFT.

The price of testing should be included with the Line item 7, 8, 12 & 13 because we are testing the integrity of the cable and terminals as a whole.

Cable runs will not exceed the 100 meter length. We are estimating there will be a total of 2000 feet of cable installed during the ordering period. Each run will vary in length.

Example:

Line item 0002 – 100 foot run: 100 ft x $X.00 = $X.00

Line item 0003 four additional 100 ft runs: 400 ft x $X.00 = $X.00

It is a total of 500 feet

Question: 6 ‐ Demolition

Should there be a line item for demolition?

Answer: Added line item 0039 for removing and relocating tip jack.

Question: 7 ‐ Patch Panel

Should there be a line item for a patch panel? Or relocating existing patch panels in the TR Rack to make room for new patch panels?

Answer: Added line item 0034, 0035, 0036, 0037 and 0038 for new patch panels. Added line item 0040 to move/relocate patch panel.

Question: 8 ‐ Wiremold

On CLIN 0021, what size wiremold (IE 700 series? I attached a factory brochure) are you requesting and do you want it supplied as a complete assembly with all material and labor provided by contractor?

Answer: 700 series is the correct wiremold raceway. Price should include complete wiremold assembly installed

(raceway, j‐box, and associated hardware).
