1. EXECUTIVE SUMMARY

Valley Engineering & Construction Company of Wheeling, Inc. (VEC) has been awarded a project VA263-16-F-0315 for Electrical Conditions Assessment Services including short circuit, coordination and arc flash study and switchgear testing of the power system at the Sioux Falls Veterans Affairs Medical Center (VAMC). Sukhdev Gupta, P.E., and David Masteller, electrical engineers of VEC, would like to thank Ms. Kelly Nussbaum, VA Contracting Officer and Al Punt, PE, VA CO’s Representative and Project Engineer for the project, and the electricians Mike Stokke, Mickey, and Andy of Sioux Falls VAMC for their invaluable help in gathering all the data to complete this study. VEC subcontracted the testing part of the contract to a veteran-owned company, ALSET Power Grid, Inc., based out of New Philadelphia, OH.

The Sioux Falls VAMC’s primary and secondary electrical distribution systems were surveyed by VEC personnel during the week of March 9-17, 2016 to obtain field data required to create a computer model and to perform short circuit, coordination and arc flash studies. A second site visit to collect additional system information and install arc flash labels was made during the week of May 18-22, 2016.

The purpose of short circuit calculations is to determine the available short circuit current levels throughout the electrical distribution system under various operating conditions.

The results are used to confirm the short-circuit ratings of equipment and to aid in coordinating protective devices. Equipment not meeting the required short circuit ratings is listed in Section 3.4.

The protective device coordination study examines the settings of the existing overcurrent protective devices and identifies those that are currently not properly coordinated. VEC has prepared time current curves (TCC’s) showing existing coordination for the system and TCC’s showing proposed changes where improved coordination can be achieved.

The arc flash hazard analysis determines, through calculation of incident energy levels, the required personal protective equipment required to work on energized equipment, such as switchgear, switchboards, motor control centers, and panelboards. A tabulation of the arc flash hazards is included in Section 5.

Many switchboards have been replaced as recommended in the 2010 study:

1. Building 1: Main Switchboard & Transformer TR-1

2. Building 5 (5-1): Main Switchboard 5-1

3. Building 5 (5-2): Main Switchboard 5-2

4. Building 5 (5-3): Emergency Switchboard G1

5. Building 5 (5-4): Transformer TR-5-4 now feeds the fire pump (previously fed from

Transformer TR-5-5/Building 24); new Motor Control Center (one section only)

6. Building 5 (5-5): Main Distribution Panel & Transformer TR-5-5

2. INTRODUCTION

2.1 Station Information

The Sioux Falls VA Medical Center located at 2501 West 22nd Street, Sioux Falls, SD, started operations in 1944. It is a part of the Sioux Falls VA Health Care System.

It is a multi-building campus, located between 22nd and 26th Streets and east of Garfield Avenue. It includes a 98-bed medical center and has five Community Based Outpatient Clinics.

2.2 Medium Voltage Distribution System Overview

Xcel Energy (XE) currently provides ONLY ONE 13.8kV electrical service to the Sioux Falls VAMC from its West Sioux 65 Substation. There are two service drops, as those were configured when the VA was fed from two different substations. This is of serious concern as it is normal to have two distinct sources of utility power feeding a “Mission Critical” hospital.

The Sioux Falls VAMC’s new Eaton medium voltage (MV) metalclad switchgear, located in Building 27, is not located in the 100 year flood plain. The building has been enlarged to twice its original size and the new switchboards installed, labeled as SWGR101 and SWGR102, possibly in early 2013.

At present, there are two service drops, from the same source, feeding the two ends of the new medium voltage switchboards (in two rooms) with the tie breaker kept

OPEN.

In the NEW Eaton MV switchboards, the following breakers are installed:

Switchgear 101: 1. Incoming F024; 2. Main Circuit Breaker; 3. Power Company Metering; 4. Tie Circuit Breaker 102; 5. Campus Feeder #1; 6. Future Circuit Breaker, 7. 200kVAR Capacitor; 8. Future Generator.

Switchgear 102: 1. Incoming F023; 2. Main Circuit Breaker; 3. Power Company Metering; 4. Tie Circuit breaker 101; 5. Campus Feeder #2; 6. 200kVAR Capacitor;

7. 2 MW Generator.

The two 1200A, 13.8kV Feeders#1 & #2, power the VA campus through five power junction boxes and 13 manholes.

Each of the two 13.8kV 1200A feeders feed approximately half of the VA campus.

Failure of the Xcel utility feeder would shut down the VA campus until the emergency generators pick up the load. However, a fault on either Switchgear 101 or 102 (depending upon the fault) would shut down half of the VA system until the emergency generator(s) connected to the faulted section pick up, or the tie breaker was closed manually after isolating the faulted section/area.

2.3 Low Voltage Distribution System Overview

The majority of the LV equipment is served by exterior pad-mounted oil-filled transformers adjacent to the buildings served. The building distribution systems

2-2 typically are composed of switchboards serving motor control centers and distribution panels that in turn feed panelboards throughout the floors.

Emergency power is supplied from three major sources:

1. In a project completed recently, the VA has constructed a new Building 50 with two 600KW/750KVA 480V diesel generators in Project #438-07-150ES, Phases I & II. They supply critical, life safety and equipment loads in Buildings 5 and 1.

Phase III of the same project added a third 600KW 480V emergency generator.

This is the emergency power that becomes available in the first 10 seconds of power failure, in compliance with NEC requirements.

2. A large 2000KW/2500KVA 13.8kV stand-alone diesel generator in a self-contained outdoor enclosure near service entrance switchgear Building 27. This generator has been in service since 2005 and is tied to the 13.8kV switchgear. It is technically a demand control generator. In a meeting with the VA staff, it was indicated that they can use it to power the hospital in an emergency (or for peak-shaving).

3. Three smaller indoor diesel generators: 665KW/831KVA at 480V in the East Clinical Addition (Building 5); 280KW/325KVA at 480V to power the Boiler Plant (Building 11); and 40KW/50KVA at 208V in the Research Building (Building 28) provide emergency power to the same buildings in case of power loss from utility.

SKM-generated one-line diagrams of the electrical distribution system are included in Appendix B.

2.4 Calculation Methods

All study calculations have been made using Version 7.0.4.7 of the Power*Tools™ modular software by SKM Systems Analysis, Inc. Additional information on the software may be found at http://www.skm.com/products_dapper.shtml. SKM software modules used for this study were DAPPER for three-phase power system model development, for fault analysis; CAPTOR for protective device coordination;

and Arc Flash Evaluation for arc flash hazard analysis.

2.5 Study Assumptions

As is usual with electrical studies, all required technical data is not available due to such circumstances as the impracticality of taking a particular device out of service in order to determine its rating, the lack of identifiable/legible information due to age and/or deterioration, and incomplete drawings. The following describe the assumptions used in this study:

1. Transformers:

Transformer impedances are actual values based on nameplate data. X/R ratios are estimated based on typical values for transformer type.

2. Low Voltage Diesel Generators:

2-3

The generators’ nameplates do not indicate the X/R ratios or subtransient reactance (Xd”) values. The data has been requested from the manufacturers, but is not available. Typical values of Xd” and X/R have been assumed.

3. Primary Underground Raceways:

Although the exposed terminal ends of the MV underground raceways are metallic conduits, the drawings for the VA indicate that the underground raceways are non-metallic. For the purpose of this study, the raceways have been modeled as non-metallic; a slightly conservative approach to calculating system fault currents.

3-1

3. SHORT CIRCUIT ANALYSIS

Using the DAPPER module of SKM Power*Tools, system models were constructed based upon data collected from the Sioux Falls VAMC’s electrical distribution system.

The models represent the actual system, from the utility’s medium voltage protective device, through the VAMC’s distribution transformers/substations, to low voltage motor control centers and panelboards. SKM-generated one-line diagrams of the models are included in Appendix B.

3.1 Sources of Fault Current

System short circuit fault currents were calculated based on the available fault current from the 13.8kV Xcel services to the MV switchgear. Available utility fault current data, obtained from Mr. Brian Bigge of Xcel, Sioux Falls, SD via phone call, indicating no change in fault currents since the last similar study correspondence, as presented in Section 3.5, were incorporated into the system model.

Additional sources of short circuit fault current are the emergency power generators and the low voltage induction motors which operate throughout the secondary system.

The LV induction motors’ contribution has been included in the secondary analysis.

3.2 Fault Current Calculation Scenarios

Based on the operation of the Xcel system, two potential scenarios exist for supply of short circuit fault currents:

In Scenario 1 (Normal), 15kV switchgear is supplied by Source #1: 13.8kV feeder from West Sioux 65 Substation. Although the drawings indicate two service drops, the feeder is the same. The e-mail in Section 3.6 from Brian Bigge of Xcel clarifies that the two services were reduced to one service only.

In Scenario 2 (Emergency) (complete utility outage), power is supplied from MV and LV generators.

3.3 Short Circuit Calculation Results

The short circuit analysis determines available fault current (Isc) levels throughout the system from the incoming utility feeders through the LV building distribution service equipment. The available Isc levels are compared to the ratings of relays, circuit breakers, and equipment buses to ensure they can withstand the destructive energy and electromotive forces occurring during fault conditions. The Isc levels are used in coordinating the timing of the system’s overcurrent protective devices to ensure the overcurrent and short circuit protective devices closest to a fault will open first to contain the area of an electrical outage to the smallest possible.

Short circuit fault currents values have been calculated for three phase, single line-to-ground, line-to-line, and line-to-line-to-ground faults using DAPPER module of SKM Power*Tools. Refer to Appendix A for Fault Current Input Data and calculated values in each scenario.

3-2

3.4 Equipment Fault Current Evaluation Results

As Scenario 1 (Normal) poses the highest system fault current levels, it has been used to evaluate equipment withstand and interrupting ratings.

The following equipment does not meet the required Ampere Interrupting Capacity

(AIC):

NO EQUIPMENT WAS FOUND TO BE UNDER-RATED FOR AMPERE

INTERRUPTING CAPACITY IN THIS STUDY.

4. PROTECTIVE DEVICE COORDINATION STUDY

The protective device coordination study analyzes the trip settings of protective relays to determine if they are properly coordinated. In a properly coordinated system, relays, circuit breakers, and fuses protect equipment from the damaging effects of overload and short circuit currents. Upon occurrence of a fault, the upstream protective device closest to the fault should open, isolating the downstream portion of the circuit and minimizing the overall impact to the remainder of the system.

Log-log time current curves (TCC) are presented and analyzed for each transformer. The TCC’s contain the following data for analysis: transformer inrush current and unbalanced fault and frequent failure curves; cable ampacity and damaging curves; protective device curves for all upstream devices through the source, i.e., utility or generator, as applicable.

4.1 Analysis and Recommendations

The Sioux Falls VAMC’s existing MV switchgear is located in a separate building, Building 27, which is close to the property line. It has been completely renovated, by enlarging the existing building to twice its original size and putting one half of the switchboard in each of the buildings. The 2 sections are labeled as East (new section) and the old building 27 as West (previous building). The GE 15KV Metal Clad Switchgear was installed in 1976, has been replaced by Schweitzer Engineering Laboratory switchgear and solid state relays; 751 for the Main and Tie; 551 for feeders and 700G for generators. The Xcel feeders protected by fuses and provide adequate margin with 751 & 551 Schweitzer Engineering Laboratory (SEL) solid state relays overcurrent relays.

A major project to install additional emergency generators at the VA is complete.

The three (3) Caterpillar 600KW/750KVA 480V generators installed and are functional. A 2MVA 480V/13.8KV transformer was installed in Phase II for the new emergency generator to feed either of the 15KV loops in an emergency. The primary fuse protecting the 2 MVA Transformer has coordination problems with the 13.8kV new main and feeder relays. In a rare instance, for a major fault on the 2MVA transformer, you could also shut down the half of hospital by tripping the main and the feeder 13.8 relays in Building 27.

TCC-01 Building 27 & Largest Load (Emergency Generators Building 50) Phase Fault TC-01, Revised TCC-01R, TCC-02 for Ground Fault and Revised TCC- 02R

Description: Phase 140T fuse curves for the main Xcel feeder. Phase curves for the Schweitzer Engineering Laboratory (SEL) 751 solid state relays for the two Main 13.8kV Service Breakers drops and Feeder Protection SEL-551 electronic overcurrent relays protecting the 13.8KV underground feeders; Damage curves for the largest 2000KVA transformer feeding Building 50/ Emergency Generator Building; Damage curves for 2/0 copper XLPE underground cable from Bldg. 27 to Building 50.

4-2

Comments: A fault on the 2000KVA transformer will trip 13.8KV feeder loop SEL-551 relay, and (either of) the Main SEL-751 relays prior to 2000KVA primary fuse blowing.

Recommendation: Our recommendations would be to ignore the overlap and leave the phase overcurrent settings as existing. It is more appropriate to keep the margins at Building 27 for the mains and the two 13.8KV loops. If there is a fault on the 2000kVA or the 1500kVAtransformer, it would be better to trip the loop feeder than to trip the entire hospital. The largest transformer initially on the system was only 1000KVA and the margins with existing settings were adequate.

However, since 2010, VA has installed 1500kVA for the Chiller Plant and 2000kVA for Building 50.

The ground fault curves for ground fault relays had to be revised for coordination.

The revised ground fault settings provide settings adequate margins for fault conditions.

TCC-03 Building 1 & Largest Load for Phase Faults & Revised TCC-03R

Description: Phase curves for 300kVA distribution transformer primary 20A fuse; 300kVA transformer damage curve; GE Spectra 1200A Building 1 main breaker phase curves; largest feeder breaker #15 for 800A CB curves; leading to the Panel DP2 with 400A feeder breaker for GE Panel LN2; largest 100A feeder breaker GE Type THQB.

Comments: The full load from a 300kVA transformer cannot exceed 832A.

Even with a 10% overload, it is 916A. So, technically this breaker can never trip on overload as the secondary breaker is rated for 1200A. It will however operate for short circuited faults. GE Spectra 1200A Building 1 main breaker phase curves; largest feeder breaker #15 for 800A CB curves; 400A feeder breaker for Panel LN2 with largest 100A feeder breaker.

Recommendation: The coordination of various breakers with the revised settings is satisfactory.

TCC-04 Building 1 & 2nd Largest Load for Phase Faults & Revised TCC-03AR

Description: Phase curves for 300kVA distribution transformer primary 20A fuse; 300kVA transformer damage curve; GE Spectra 1200A Building 1 main breaker phase curves; second largest feeder breaker #12 for 350 CB curves;

leading to the 400A ATS-1; Sq. D. 400A MB emergency bus with 400A Sq. D.

type LA main breaker; largest 100A feeder breaker Sq. D. GE Type TB4.

Comments: The full load from a 300kVA transformer cannot exceed 832A.

Even with a 10% overload, it is 916A. So, technically this breaker can never trip on overload as the secondary breaker is rated for 1200A. It will however operate for short circuited faults. The coordination of 350A feeder breaker, with the 400A MB of Emergency Distribution Panel EM is awkward and depends which

4-3 operates first; coordination of the largest 100A breaker in the 400A emergency bus with a 400A MB is adequate.

Recommendation: It is recommended that the VA has an electrical engineer on its side while conducting these large construction changes to avoid such errors.

TCC-05 Building 5-1 & Largest 600A Load & TCC-05R

Description: Phase curves for 500kVA distribution transformer primary 30A fuse; 500kVA transformer damage curve; Building 5-1, new 1600A Sq.D. Type LA 300 feeding Distribution Panel P8.

Comments: The 500kVA transformer is protected; the Sq. D. 1600A Service Entrance breaker with revised LSI settings, do provide adequate margins. The coordination of the 600A, 300A feeder breaker with the largest 100A breaker in Distribution Panel P8 is satisfactory.

Recommendation: None

TCC-07 Building 5-2 Largest Load & TCC-07R

Description: Phase curves for 500kVA distribution transformer with primary 30A fuse; 500kVA transformer damage curve; Building 5-2, 1600A main breaker Eaton Digi Trip Optim 1050 phase curves; largest feeder breaker 400A CB curves feeding Distribution panel P MLO; with the largest feeder breaker of 200A .

Comments: The 500kVA transformer is protected; the Eaton 1600A main breaker coordinates well with the new 400A feeder to Panel P as it had LT, ST & INST variable trip functions. Plot TCC-07R provides a better coordination of the breakers after recommended changes.

Recommendation: None

TCC-08 Building 5-2 & Second Largest Load.

Description: Building 5-2 main breaker and the second largest 350A feeder breaker Feeding 400A ATS LS, feeding Emergency Distribution Panel EL; a 200A secondary breaker from Panel EL feeding Panel ELL with main lugs only.

Comments: The settings were revised for the 1600A Cutler Hammer to coordinated with 30A Transformer 5-2 primary fuse. The settings for 350A feeder breaker to ATS were revised to coordinate with 1600A main breaker. The coordination of devices after adjustments is satisfactory.

4-4

Recommendation: None.

TCC-09 Building 5-2 Main & 400A Largest Load for Ground Faults.

Description: Phase curves Building 5-2, 1600A main breaker ground protection curves to pick up at 640A with maximum delay; largest feeder breaker 400A CB curves to pick up at 80A with minimum delay of 0.1 seconds.

Recommendation: Coordination of devices is satisfactory.

TCC-10 Building 5-3 1600A MB; 1200A Largest Feeder to Switchboard #N1;

300A Largest load to DP-HN3 & TCC-10R

Description: Building 5-3, East Clinical Addition; 1000kVA Transformer with 65A primary fuse protecting the transformer; 1600A main breaker at 480V phase curves; 1200A largest feeder breaker feeding Switchboard #N1, with no main breaker; 300A largest feeder CB feeding Panel DP-HN3.

Comments: The coordination of the devices is satisfactory. However, the 1600A MB delay was reduced from Intermediate to minimum for better coordination with transformer primary fuse.

Recommendation: Coordination of all devices is satisfactory.

TCC-11 & 11R Building 5-3 & 1600A MB and 1200A Largest Load for Ground Faults

Description: Building 5-3 1600A Main breaker and the largest 1200A feeder breaker tripping time for ground faults.

Comments: The GE 1600A breaker well with the 1200A second largest breaker.

The delay for 1600A breaker is set at maximum (.4s) and feeders are set at minimum (.1s). The coordination of devices is satisfactory.

Recommendation: None.

TCC-12 Building 5-3, ATS-2, DP-CEH1/DP-CEL1 East Clinical Addition & TCC-12R (Critical Branch)

Description: Phase curves for 1000kVA distribution transformer primary 65A fuse; 1000kVA transformer damage curve; Building 5-3, 1600A, 480V main breaker phase curves; second largest feeder breaker 400A CB curves; leading to ATS#2; Panel DP-CEH1 300A feeder breaker, feeding 225kVA step down

4-5 transformer; feeding Critical Branch panel DP-CEL1 with 700A MB and 200A largest feeder breaker

Comments: Besides the changes made in TCC-11, the 200A feeder breaker in Panel DP-CEL1 has its instantaneous changed from X4.5 to X6.0 for better coordination with downstream device.

TCC-13 Building 5-3, ATS-2 Ground Fault Protection & TCC-13R

Description: Ground fault curve; Building 5-3, 1600A, 480V main breaker phase curves and second largest 400A feeder breaker.

Comments: Better coordination results with revised time grading settings.

TCC-14 Building 5-4/1600/600/Chiller & TCC-14R

Description: Phase curves for 1500kVA distribution transformer primary 125A fuse; 1500kVA transformer damage curve; Building 5-4, 1600A, 480V main breaker phase curves; largest feeder breaker 600A CB curves; leading to the 415 ton chiller unit Variable Frequency Drive (VFD) controlled.

Comments: Better protection results with the revised settings as shown in Plot

TCC-16R.

TCC-15 Building 5-4 & Largest Load for Ground Faults & TCC 15R

Description: Building 5-4 main breaker and the largest feeder breaker tripping time for ground faults.

Comments: The Building 5-4 main breaker and the largest feeder device are shown for ground faults. The coordination of devices is satisfactory.

Description: Phase curves for 1500kVA distribution transformer primary 125A fuse; 1500kVA transformer damage curve; Building 5-4, 1600A, 480V main breaker phase curves; largest feeder breaker 600A CB curves; leading to the 415 ton chiller unit VFD controlled.

It should be brought to the notice of VA team, that the transformer has been upgraded to 1500kVA, leading to 1800A full load current at 480V. With 10% overload, usually allowed for service entrance protection, the Service Entrance overcurrent relay can be set to 2000A, if the need arise, in the future.

4-6

Comments: Better protection results with the revised settings as shown in Plot

TCC-16R.

TCC-17 300kVA Building 5-5 ICU transformer, 800A Main, 400A& DP-SL protection -17R

Description: Building 5-5, GE 800A, 480V main breaker and 400A feeder breaker for distribution Panel SL on 5th floor.

Comments: The Building 24 main Switchboard has been renovated in 2016 with new equipment. The Main Breaker is 800A is GE Spectra SKHC and so are the 400A & 350A feeder breakers. The 400A breaker feeds Distribution Panel SL on the 5th floor. The coordination of 350A breaker with the 400A feeder breaker is rather close and could end up loosing Distribution Panel SL for a fault on the 5th floor feeder.

Recommendation: Coordination of devices is somewhat poor on this Critical Branch Circuits. Closer examination of loading is recommended. It may be that you need a larger transformer to replace existing TR-5-5 300kVA transformer for better coordination of devices.

TCC-18 Building 5-5, ATS, E, DPIC, DHE Protection -18R

Description: 300kVA Building 5-5 ICU transformer, 800A main breaker phase curves; second largest feeder breaker 350A CB curves; leading to the 400A ATS feeding MLO Emergency 400A Distribution Panel E; 400A feeder breaker feeding a MLO Distribution Panel DPIC; 175A largest feeder breaker feeding a 200A MLO panel.

Comments: The Building 24 main Switchboard has been renovated in 2016 with new equipment. The 350A breaker feeds ATS CR and MLO Panel E. The largest feeder breaker is 400A feeding MLO Panel DPIC with largest feeder breaker of 175A feeding a 200A MLO distribution panel on 4th Floor.

Recommendation: The coordination of devices is somewhat improper. It may be that you need a larger transformer to replace existing TR-5-5 300kVA transformer for better coordination of devices.

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 8, 1200A, 208V main breaker phase curves; largest feeder breaker 400A CB curves; leading to MLO MDP B with 70A largest feeder breaker as shown in Plot TCC-21.

Comments: The 300kVA transformer is protected; the Cutler Hammer ND RMS 310 revised settings do provide adequate margins as shown in Plot TCC-21R.

Recommendation: The coordination with revised equipment/settings is satisfactory.

TCC-22 Building 8/225A/MDP-A/80A Load & TCC-22R

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 8, 1200A, 208V main breaker

4-8 phase curves; largest feeder breaker 225A CB curves; leading to MLO MDP A with 80A largest feeder breaker.

Comments: The 300kVA transformer is protected; the Cutler Hammer ND RMS 310 revised settings do provide adequate margins as shown in shown in Plot TCC-22R. The curves of 225A breaker and 80A breaker do overlap but will provide some discrimination in time.

Recommendation: The coordination with revised equipment/settings is satisfactory.

TCC-23 Building 11/400/600 Dummy/400/70 & TCC-23R

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 11, 800AF/400AT SE CB, Disconnect; largest feeder breaker 400A CB curves; leading to MLO MCC with 70A largest feeder breaker.

Comments: The 300kVA transformer is protected; the GE TJK 400A CB will coordinate with downstream 60A feeder. However, it is obvious that there is NO

COORDINATION FOR THE 150A BREAKERS STORAGE BUILDING OR

THE METRO COMMUNICATION TOWER. The revised settings do not provide adequate margins as shown in Plot TCC-23R.

Recommendation: For COORDINATION, THE 150A BREAKERS FOR

STORAGE BUILDING OR THE METRO COMMUNICATION TOWER

SHOULD BE FED FROM MDP & NOT FROM THE MOTOR CONTROL

CENTER.

TCC-24 Building 11/400/600 Dummy/150/TX/112.5/225A & TCC-24R

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 11, 800AF/400AT, 480V main breaker phase curves; feeder breaker 150A CB curves; leading to 112.5kVA transformer secondary feeding panel with 225A MB.

Comments: The 300kVA transformer is protected; the GE Spectra RMS 400A and all other downstream breaker coordinate well. However, the trip of the 150A breaker and the inrush for 112.5kVA transformer appears to clash. If in real life, no such difficulty is experienced, please ignore this error. (The actual transformer inrush may be less than those indicated by the program). Coordination of all other devices is satisfactory.

Recommendation: None.

TCC-25 Building 16/FS/200/225 & TCC-25R

4-9

Description: Phase curves for 112.5kVA distribution transformer with primary 15A fuse; 112.5kVA transformer damage curve; Building 16, 350A fuse curves;

feeder breaker 200A CB curves; leading to Panel 17-1 with 225A MB.

Comments: The 112.5kVA transformer primary fuse does protect the transformer adequately. The 350A fuse does not coordinate with the transformer primary fuse. The feeder breaker of 200A does not coordinate with upstream 350A fuse or the transformer primary fuse.

Recommendation: The transformer fuse needs to be verified visually. This secondary coordination is not possible with the existing equipment. The new secondary equipment should be provided with LS main and LSI feeder breakers for better coordination.

TCC-26 Building 28/SE400/200Fdr & TCC-26R

Description: Phase curves for 112.5kVA distribution transformer with primary 15A fuse; 112.5kVA transformer damage curve; Building 28, 400A fuse curves;

feeder breaker 200A CB curves; leading to Panel B with 200A MB.

Comments: The 112.5kVA transformer primary fuse does protect the transformer adequately. The 400A fuse does not coordinate with the transformer primary fuse. The feeder breaker of 200A does not coordinate with upstream 400A fuse or the transformer primary fuse.

Recommendation: The fused disconnect needs to be replaced by an LS breaker and LSI feeder breakers. However, this building does not serve any critical loads and can be left as is.

TCC-27 Building 38/400MB/225/70

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 38, 400A GE Type SKHA CB with LSI settings; feeder breaker 225A Type SGLA CB curves; leading to MCC-1 with 70A feeder breaker to 20hp supply fan.

Comments: The 300kVA transformer is protected. The coordination of downstream breakers is satisfactory.

Recommendation: None.

TCC-28 Building 38/400MB/225/H2/T2/L2

Description: Phase curves for 300kVA distribution transformer with primary 20A fuse; 300kVA transformer damage curve; Building 38, 400A GE Type SKHA CB

4-10 with LSI settings; feeder breaker 225A Type SGLA CB curves; leading to Panel L2 MLO; 70A feeder breaker for 45kVA Transformer T2; Panel L2 with 225A MB and 20A FB.

Comments: The 300kVA transformer is protected. The coordination of downstream breakers is satisfactory.

Recommendation: None.

TCC-29 Building 50/27, MSG-1, TR-102, EL27

Description: Phase curves for 2000kVA Building 50 distribution transformer with primary 100A fuse; 2000kVA transformer damage curve; Building 50, 3000A Eaton/Cutler Hammer type MDSH Digitrip 1150+ breakers with LSI trip settings; feeder breaker 200A cutler Hammer Type MDS-C08 curves set at 100A;

leading to Panel EH27 with 100A MB, with 80A feeders to 30kVA Transformers leading to Panels E & Panel EL27 with 70A & 100A MB respectively.

Comments: The 2000kVA transformer is protected. The secondary breaker is set for 3000A. However, the coordination of other downstream breakers is overlapping.

Recommendation: You cannot get 3 -100A devices to coordinate with 80A as the fourth device. However, the system is operable (Coordination would have better if the feeder coming from Building 50 had been rated for 200A.
