The contract is a firm fixed price (FFP) arrangement with a base year running from December 1, 2026 through November 30, 2027, followed by four optional one-year periods extending through November 30, 2031. The contractor shall provide comprehensive 12-month coverage including top-priority repair response for all hardware failures with parts, labor, and travel costs included to restore the system to operational status. Additionally, the contractor must conduct regular planned maintenance visits to optimize system performance and minimize downtime, along with full software optimization and timely system updates.
Service delivery requirements specify normal working hours from 7:30 AM to 4:00 PM, Monday through Friday, excluding federal holidays, with no overtime or holiday pay billable to the government. An assigned Principal Investigator will monitor service quality during performance. The contractor must submit itemized monthly invoices in arrears electronically via the Tungsten-Network System to the Department of Veterans Affairs Financial Services Center, with payment made monthly upon receipt of properly prepared invoices that include dates of service, service descriptions, invoice number and date, contract number, and obligation number. OBJECTIVES / SCOPE: The NovoCyte 3000 is equipped with 3 lasers and capable of 13-parameter detection. High parameter detection capabilities are necessary in order to maximize the number of parameters that can be quantitated on the same single cells. This is crucial because (1) the CD8+ T cells being analyzed are rare and (2) analyzing numerous parameters on the same single cells will be needed to accurately identify heterogeneous T cell subsets. Thus, the requested equipment fulfills a unique need in my laboratory and will be essential to support the specific aims of our funded VA Merit grant.
The Novocyte 3000 is a workhorse in our suite of VA Merit studies that rely on state-of-the-art flow cytometry. It is essential that this equipment and its software remain in good working order with no downtime or technical disruptions.
Flow cytometry measurements are an integral activity listed on several of our group’s VA Merit studies, so the maintenance package is a necessary part of completing that research.
SPECIFIC REQUIREMENTS / TASKS: Technical optimization and validation of novel MR pulse sequences for qualitative and quantitative characterization of musculoskeletal and neuro tissues with a histologic reference standard.
The contractor shall provide complete 12-month coverage for top priority response for any repair needed to get the Novocyte 3000 system back up and running, including all parts and labor, plus travel costs for on-site visits related to hardware failures.
