About this file
This is a Revised Request for Quote (RFQ) for bulk oxygen services issued by the Department of Veterans Affairs (VA) Network Contracting Office 22 for VA Long Beach Healthcare System. The solicitation number is 36C26227Q0019, with an offer due date of October 19, 2026, at 7:00 AM PDT. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for competition in the open market, and only SDVOSB-certified concerns are eligible to submit offers. The contract type is an indefinite-quantity, requirements-based agreement with a base period beginning December 1, 2026, and ending November 30, 2027, plus four one-year option periods extending through November 30, 2031. The primary NAICS code is 325120 (Industrial Gas Manufacturing), and the product/service code is 6835 (Medical Gases).
The requirement encompasses the provision of medical-grade bulk liquid oxygen and associated equipment (tanks, meters, valves, pressure gauges, flow meters, and alarm systems) for VA Long Beach Healthcare System located at 5901 E. 7th Street, Long Beach, California. The contractor must supply 150,000 standard cubic feet (SCF) of oxygen product per contract period, along with monthly facility fees for tank rentals (9,000-gallon horizontal and 3,000-gallon vertical tanks), telemetry services, delivery fees including certificates of analysis, portal administration fees, emergency delivery services, and de-icing services as required. The pricing schedule includes eight line items per contract period (base and four options), with unit prices to be provided by the offeror. The contractor must be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller; provide only new OEM items with no gray market or counterfeit goods; maintain competent, documented experience as a medical-grade oxygen maintenance and repair provider compliant with NFPA and California regulations; and furnish daily bulk inventory reports to Facilities Management. Additional requirements include coordination with VA engineering for the future relocation of the tank farm (projected FY28-FY29), provision of temporary oxygen supply during construction at no additional cost, compliance with VA facility protocols regarding identification and parking, and adherence to all applicable federal, state, and municipal laws and regulations. Invoices are submitted quarterly in arrears electronically, and the contract incorporates standard FAR clauses for commercial items with deviations, including clauses addressing limitations on subcontracting (50 percent for services and supplies), SDVOSB program requirements, security prohibitions, and electronic payment submission requirements.
