About this file
This document is Amendment 0004 to Solicitation 36C26227Q0001, a Questions and Answers (Q&A) amendment issued by the Department of Veterans Affairs, Network Contracting Office 22 (NCO 22) in Tucson, Arizona on August 13, 2026. The amendment responds to offeror inquiries regarding a laundry and linen services contract and clarifies that no further questions will be answered.
The contract is for laundry and linen rental services to support the Southern Arizona Veterans Affairs Health Care System (SAVAHCS). The requirement is structured as a firm-fixed-price contract with two CLINs: CLIN 0001 for routine linen services priced on a volume basis at actual soiled weight (approximately 1,350,000 pounds annually), and CLIN 0002 for miscellaneous emergency services priced as firm-fixed unit rates per unit/hour/event. The contractor must provide 100% vendor-furnished rental inventory with a 3-day par level on-site and a separate 96-hour contingency supply held off-site. Services include pickup and delivery 5 days per week between 6:00 AM–8:00 AM morning and no later than 12:30 PM afternoon, with emergency response within 2 hours when needed. The contractor must supply all clean and soiled exchange carts (minimum 30 on-site), maintain HLAC accreditation at both primary and backup processing facilities, perform quarterly lab testing (ATP and bio-burden analysis), and operate with certified negative air pressure in soiled sorting areas. Billing is based on actual soiled weight with daily weight tickets signed by VA logistics representatives. The transition phase-in period is 45 days at no additional cost. Service Contract Act Wage Determination 2015-5473, Revision 28 applies, with annual wage adjustments processed as equitable price adjustments. The previous incumbent was Mission Linen Supply under Contract 36C25822C0011.

A: Previous incumbent was Mission Linen Supply, Contract 36C25822C0011.
Q: Should CLIN 0001 be priced as a firm-fixed monthly amount, or on a volume (per-pound) basis?

A: Approximately1,350,000 pounds of soiled linen annually.
Q: What is the intended scope of CLIN 0002, “Miscellaneous Service (as needed),” and how should that single “EA” line be priced as a plug amount, a not-to-exceed, or an estimated poundage?
A: Miscellaneous Services are intended for services not included in the SOW such as emergency services.
Q: What contract type applies (firm-fixed-price, requirements, or IDIQ), and is there a guaranteed minimum?
A: Firm-fixed price contract will apply.

A: Past performance will not be evaluated.
Q: If past performance is considered, how many references should be provided, and what recency (time period) and relevance (contract size and type, such as healthcare or institutional laundry) criteria apply?

2026–2031.
A: Correction made on Amendment 0002.

A: Please reference Amendment 0001 for required submission instructions.
Q: Does the requirement mandate a 100% vendor-furnished rental model, or does
SAVAHCS retain any existing Customer-Owned Linen Items (COLI) that the contractor will be required to process alongside rented inventory?

Q: If COLI processing is required, will the vendor be held liable for standard wear-and-tear or replacement costs for government-owned items?

A: 36,000.
Q: Is CLIN 0001 intended to be a fixed monthly amount regardless of the actual pounds or pieces processed during the month?
A: Actual Pounds.
Q: Will monthly invoices be paid at the fixed monthly CLIN amount, or will payment be adjusted based on the actual pounds and pieces processed using item-level rates?
A: Adjusted based on the actual pounds and pieces processed.
Q: Please provide the item-by-item quantities required to constitute the 96-hour contingency linen supply.
A: Provided as an attachment on this amendment.
Q: May the contractor use the same vehicle or trailer for clean and soiled linen on separate trips after documented cleaning and sanitization, or are dedicated separate vehicles or trailers required?
A: Yes.
Q: For Special Standard of Responsibility SP1, must the prime contractor possess an active
Arizona or City of Tucson business license, or may the requirement be satisfied through the prime contractor’s current business license and the proposed Arizona subcontractor’s applicable local business license?
A: The prime contractor may satisfy this requirement with their current business license. If a subcontractor will be utilized the subcontractor must also provide their business license.
Q: When is the required 90-day phase-in period expected to begin? Should all mobilization, initial linen inventory, carts, and transition costs be included within the monthly firm-fixed-price amount beginning October 1, 2026?
A: If it is a firm fixed price contract, then yes, it is expected to begin on day one of the contract award.
Q: For the mental-health pillows and blankets, are equivalent commercial washer and dryer systems acceptable when Girbau equipment is identified as preferred, provided the contractor meets all specified processing temperatures, chemistry, moisture, and cycle requirements?
A: Yes.
Q: How will significant increases or decreases in patient census, pounds processed, or linen usage be addressed during contract performance?
A: Adjustments can be made by mutual agreement if the differences become significant one way or the other.
Q: Surgical Isolation Gown. Can you confirm these are the yellow/white gowns or the gowns the Surgeons wear during procedures?
A: Yellow/White gowns.
NOTE: Any questions not answered is due to it not having any relevancy to the current solicitation and or is public information in which a contractor may request a FOIA.
