About this file
This document is a VHA Streamlined Market Research and Acquisition Planning Report for a Preventive Maintenance Inspection (PMI) service for a Terumo Cardiovascular Heart Lung Bypass System. The requirement is classified as a new acquisition with an estimated contract value of $124,740.00, using a Fixed-Price (FFP) contract type. The product/service code is J065 (Maintenance/Repair/Rebuild of Medical, Dental, and Veterinary Equipment and Supplies), and the NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. The market research, conducted by Contract Specialist Marco Ramos and approved by Contracting Officer David Odne on October 29, 2026, identified that Terumo Cardiovascular System Corporation is the Original Equipment Manufacturer (OEM) holding exclusive proprietary rights to all equipment, parts, and licensing. The report notes that 39 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) were identified through the VetCert database using NAICS Code 811210; however, none are capable of performing this requirement.
The market research concludes that only Terumo Cardiovascular System Corporation can provide maintenance and hardware services for this equipment, as third-party vendors lack authorization and capability to service proprietary and restricted equipment. Consequently, the report recommends awarding this procurement to Terumo Cardiovascular System Corporation as a sole source in accordance with RFO 12.102 (Restricting Competition). The prior acquisition history shows contract 36C26222C0019 was awarded to Terumo Cardiovascular System Corporation with a period of performance from November 10, 2021 through November 9, 2026 for a total amount of $158,208.00. The acquisition is classified as non-commercial, and Terumo Cardiovascular certification and licensing is required to perform the work. The Contracting Officer determined that basic clauses and provisions under FAR Part 12 are sufficient for use without tailoring, as the item/service requested is non-commercial.

(See the Nonmanufacturer Rule Decision Tree to assist with this determination):
Does not apply.
5. Limitations on Subcontracting (LOS): The purpose of the LOS rule is to ensure small businesses do not serve as "pass-throughs" for large entities. LOS is applicable for all contracts awarded on a set-aside or sole source basis under the Veterans First Contracting Program (VFCP) and requires that VA ensure subcontracts are awarded to SDVOSBs/VOSBs. The rule places limits on the amount that can be subcontracted (e.g., 50 percent for services; reference FAR 52.219-14), ensuring that the small business has to perform some amount of meaningful work, so they don’t simply serve as pass-throughs.
