About this file
This is an Amendment to a Previous Combined Solicitation for Bioshakes & Coldplates equipment for the Department of Veterans Affairs. The solicitation, numbered 36C26226Q1376, is issued by the VA Network Contracting Office in Long Beach, California (90815) for delivery to the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center in Albuquerque, New Mexico. The response deadline has been updated to September 8, 2026 at 1:00 p.m. Eastern Time due to a federal holiday conflict. The product service code is 6515 (Laboratory Analytical Instruments) with NAICS code 334516. There is no set-aside designation noted, and no Recovery Act funds apply to this procurement.
The document contains a Questions and Answers section addressing five key clarifications: (1) confirmation of the corrected response deadline as September 8, 2026; (2) clarification that the Authorized Distributor letter requirement applies to the actual equipment manufacturer rather than brand name references; (3) allowance for OEM-authorized service subcontractors for installation and configuration provided they are identified in the quote; (4) flexibility to present installation costs either as separate line items or bundled within equipment CLINs; and (5) a government preference for domestically manufactured items, with foreign end products permissible only if identified on the FAR 52.225-2 Buy American Certificate when domestic alternatives are unavailable. The point of contact is Danielle K. Kramer at the VA Network Contracting Office.

Bioshakes & Coldplates Questions and Answers
Question 1: The SAM notice lists the response deadline as September 7, 2026 at 1:00 p.m. Eastern, while Section E.1 of the attached solicitation states July 31, 2026 at 1:00 p.m. Pacific. Please confirm the current controlling quotation deadline, time zone, and whether September 7 is correct despite being a federal holiday.
Government’s Response: Response date is hereby updated to September 8, 2026 at 1:00 p.m ET due to the holiday.
Question 2: The solicitation title references Beckman Coulter, while the specified equipment is manufactured by QInstruments. For the required Authorized Distributor Letter, must the letter be issued by QInstruments, Beckman Coulter, or both?
Government’s Response: This is a brand name or equal requirement. The Authorized Distributor letter shall be from the company/manufacturer of the items being quoted.
Question 3: May the prime contractor use an OEM-authorized service subcontractor to perform the required on-site installation, configuration, functional verification, and validation support, provided the quotation identifies that technician and documents the technician’s authorization?
Government’s Response: If subcontractor is required for the completion of the installation, then it needs to be identified in the quote provided.
Question 4: Should installation pricing be included within the equipment CLINs, or may it be shown as a separate informational line while remaining included in the firm-fixed-price total?
Government’s Response: The installation cost can either be included in the cost of the item or provided as a separate line item.
Question 5: Will the Government consider a quotation containing foreign end products if they are fully identified in the FAR 52.225-2 Buy American Certificate, or must every quoted item qualify as a domestic end product?
Government’s Response: The Government has a preference for Domestic made items. If none are available that meets the requirement or the quote is for a foreign made item, then the FAR 52.225-2 Buy American Certificate needs to be completed.
