About this file
This is an Amendment to Solicitation (Standard Form 30) that extends the submission deadline and provides answers to vendor inquiries regarding a surgical light procurement for the Department of Veterans Affairs' New Mexico VA Health Care System in Albuquerque.
The amendment extends the offer deadline to September 2, 2026 at 15:00 PDT and clarifies 18 substantive questions from prospective vendors about project scope and requirements. Key clarifications include: turnkey installation is not required, but vendors must de-install and remove existing Midmark 6600 and 6500 surgical lights; the VA will handle disposal and provide electrical hookups through their own department; a site walk is allowable with pictures available; existing support structures have been evaluated and approved for reuse; ceiling height is 95 inches with 24 inches of ceiling space; installation must occur during normal business hours (Monday-Friday 0730-1600); and ICRA containment will be Level 2-3 requiring plastic cloth containment, sticky mats, HEPA exhaust through window, and covering of existing equipment. The vendor is responsible for finish restoration including ceiling tile reinstallation, debris removal, and repairs matching existing conditions. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside using Firm Fixed Price contracting with a 365-day performance period. The contracting officer is Victor Oliveros at the Department of Veterans Affairs, NCO 22 - Gilbert Network Contracting office located in Gilbert, Arizona.

CONTINUATION PAGE
1. Would you like us to include all required pre-installation items in our proposal for a turnkey installation? Examples would include de-installation, electrical hookups, ICRA measures, back box installation, and any other associated infrastructure or construction-related scope. We have our own electrical department to handle the required disconnect and hookup, so turnkey installation is not needed. However, we will require the vendor to de-install and remove the existing lights.
2. If required, can an additional CLIN be added to the price-cost schedule to account for turnkey installation? Turnkey installation is not required for this project.
3. Installation/site access: Are there any required site-visit, escort/badging, after-hours work, utility shutdown, ceiling/structural/electrical-prep, or facility credentialing requirements that the contractor should account for in the installation price? A site visit is highly recommended. We will provide the required badge for site access, and an escort will be provided during installation. Utility shutdowns are not required, and our engineering group will be available to assist with any technical needs. After-hours work is not required. Ceiling, structural, and electrical preparation are not needed, and there are no additional facility credentialing requirements.
4. Would a site walk be allowable for industry to view the existing conditions? If a site walk is not allowable, can pictures of the current equipment be provided as well as above ceiling pictures? Yes, a site walk is allowable and pictures can be provided. Please see below.
This is being reviewed by facility once CO is made aware will notify.
5. Existing equipment removal: Can the Government identify the existing surgical light manufacturer/model(s), mounting configuration, and whether removal/disposition requires any special handling, facility coordination, or infection-control requirements beyond normal site coordination? Yes—this includes Midmark 6600 surgical lights and Midmark 6500 ceiling-mounted lights. The vendor will be responsible for normal removal of the existing lights; however, the VA will handle disposal. No infection-control measures beyond standard site requirements are needed, which will be reflected in the ICRA.
6. We are requesting an extension to the noted deadline in order to allow for responses to all proposed questions. Is that allowable? This is dependent on Contracting.
7. Have existing support structures been evaluated and approved for reuse? Yes
8. If supports fail, must vendor design structural modifications? No
9. Is vendor responsible for all electrical work and finish restoration? No, we have our own electrical department to handle the required disconnect and hookup.
Yes, the vendor will be responsible for reinstalling the ceiling tile and restoring the affected area to a condition that is aesthetically acceptable and appropriate for a medical environment. This means returning any disturbed visible surfaces—such as ceiling tiles, paint, trim, or other surrounding materials—to their pre-work appearance and condition. Repairing any damage caused during installation. Repairs will be required to match existing color schemes, ceiling tiles, and grid, floor damage, fire caulking, fire barrier damage, and any additional damage to the facility. Removal and disposal of materials used during installation – this includes cleaning of all debris, waste, and equipment packaging resulting from this project.
10. Can mechanical and electrical diagrams be provided? We do not have any mechanical or electrical diagrams to provide.
11. Is vendor responsible for full PCRA/ICRA Level 4 containment? This does not require level 4 ICRA, However, this will likely be a level 2-3 ICRA requirement. ICRA will be needed for a soft-sided/shell containment. A plastic cloth containment and sticky mats at containment zipper door are required. A Hepa exhaust through the window, along with covering existing equipment in the room is also required by the vendor. The unit will need to remove supplies. Plastic sheeting will need to be placed over anything that cannot be removed such as supply cabinet
12. Is a hard wall required for Level IV PCRA? No, a hard wall will not be required. This will be a level 2-3 ICRA. A plastic cloth containment and sticky mats at containment zipper door are required. A Hepa exhaust through the window, along with covering existing equipment in the room is also required.
13. Who issues PCRA/ICRA permit? The ICRA will be requested by the VA Engineering team.
14. Will government provide ceilings, structural, and electrical drawings? Yes- we can provide ceilings and structural drawings. Electrical will be done by the VA Electricians.
15. When will installation occurs (hours/shifts)? Work can be conducted during normal business hours (Monday-Friday 0730-1600).
16. Will lights be stored onsite? Yes, the existing lights will be stored in our warehouse until the installation date and time are finalized and mutually agreed upon.
17. Based on the Warranties statement within Section 22. WARRANTY, we believe that the following warranty requirements do not apply to this procurement. Can you please confirm and remove as necessary?
i. 3 - years on Optik View displays.
ii. 15 - years on sterilizer pressure vessel (steam chamber and jacket).
This was included in the quote from Skytron, but it does not apply to this project.
18. Can the government provide the ceiling height and any available mounting/site details needed for installation pricing? It is 95 inches from floor to ceiling grid, and 24 inches of ceiling space to the deck. Please see the below image for reference.
