CLIN 0001 PHCbi VIP ECO Natural Refrigerant -86°C Upright Freezer Model# MDF-DU702VHA-PA or equal- Quantity: 6EA

· Must be designed for laboratory materials and sample storage.

· Must be able to reach a minimum Temp range of -40° to a maximum -86°C and come with a settable temperature control capability.

· Must come with a minimum of two (2) 750-watt variable speed compressors.

· Must come with a temperature Uniformity of +/- 5ºC.

· Must be a natural refrigerant that is environmentally friendly.

· Must come with two standard insulated inner doors.

· Must come with a minimum of three (3) adjustable stainless-steel shelves.

· Must come with LCD Touch Screen Control for easy access to functions and messages and screen lock with password protection.

· Must come equipped with Microprocessor with non-volatile memory and USB data retrieval.

· Must have self-diagnostic status alert function that monitors internal abnormalities of power failure, low voltage, open door, and compressor run-time conditions.

· Must come with an outer door handle such as an EZlatch or similar designed to tolerate frequent door openings and configured to allow additional padlock for securing valuable samples.

· Must come equipped with two vacuum releases: one auto release in door and one manual release.

· Must be able to hold a minimum of twelve (12) racks for 2” fiberboard box capacity.

· The contractor shall provide delivery and initial onsite installation and assembly for all items detailed in this document.

· The contractor shall provide all travel, tools, labor, and materials necessary to complete assembly.

· Delivery must be pre-coordinated with VA prior to any attempts at delivery. Any item that has not been coordinated will be turned away and any additional charges will be the responsibility of the sender/transportation company.

· The contractor must remove equipment from their packing crates so as not to compromise the integrity of the equipment.

· The contractor is responsible for initial onsite installation and assembly of equipment including unpacking, placement, assembly, and set up of the equipment.

· The contractor is responsible for moving equipment from warehouse to their final designated location.

Frequently asked Q’s for 36C26226Q1335

1. Q. Is the ability to set the unit at -40°C is a mandatory salient characteristic for the upright freezers?

A. Yes, must be able to reach a minimum Temp range of -40° to a maximum -86°C and come with a settable temperature control capability.

2. Q. Does the documentation for VAAR 852.212-71 Gray Market and Counterfeit Items need to specifically name vendor as an authorized reseller/dealer?

A. As mentioned in the combined synopsis/solicitation: Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller verified by an authorization letter or other documents from the OEM. The letter must either state specific product(s) quoted or the quoter is an authorized distributor for all the manufacturer’s products. This letter or corresponding document must be on the manufacturer’s letterhead and contain the signature of an authorized official for the manufacturer.

3. Q. What is the final location for white-glove delivery?

A. Delivery will be to VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd., Los Angeles, CA 90073. However, confirmation of exact delivery location will be provided by the VA POC post-award as this will be pre-coordinated with VA prior to any attempts at delivery.

4. Q. Is “initial onsite installation and assembly” limited to unpacking, placement, assembly, and setup of the equipment?

A. Yes, initial onsite installation and assembly includes uncrating, unpacking, placement, assembly, and setup of the equipment.

Please note, previous quotes prior to this amendment will not be considered, as all contractors are required to acknowledge Amendment 0001 and resubmit their quotes.

Quotes are due on Thursday, August 27th, 2026, at 10am Pacific Time.
