About this file

This file is a Questions and Answers document for the LOTO M&O and Implementation solicitation (36C26226Q1193) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22.

The document contains 18 clarifying questions submitted by prospective contractors regarding the scope, deliverables, and performance requirements for developing Lockout/Tagout (LOTO) procedures and metal lockout-point identification tags for Building 26, approximately 184,396 square feet. Key questions address critical pricing and scope uncertainties, including: the estimated quantity of energized equipment and assets requiring LOTO procedures; the number of metal lockout-point identification tags needed; whether existing LOTO procedures are available for update or must be developed from scratch; whether contractors must physically install tags or furnish completed tags for VA installation; Brady software and hardware acquisition responsibility; availability of MEP drawings, equipment inventories, and asset registers; specific technical specifications for lockout tags including size, material, color, and numbering conventions; Brady Lockout Writer system access and licensing; field support availability during onsite assessments; site visit/walkthrough opportunities before quotation submission; clarification on "records storage" evaluation criteria references; identification of specific California licensing requirements; asbestos certification and respiratory fit testing requirements; and estimated total procedure quantities. The questions indicate that offerors face significant uncertainty regarding project scope, baseline equipment data, existing documentation, and support resources, which directly impacts pricing accuracy and proposal development.

Text version

1. Is there a set number of LOTO procedures that need to be priced for this job?

2. Is there a set number of energy source tags that need to be priced for this job?

3. Will the contractor need to provide a quote for the Brady software and hardware or has the VA already made this purchase?

4. Please provide the Government’s estimated quantity of energized equipment/assets requiring individual LOTO procedures and metal lockout-point identification tags within Building 26.

5. If available, please provide any existing equipment inventory, asset register, prior LOTO list, one-line diagrams, equipment schedules, or estimated procedure/tag quantities that may assist offerors in developing pricing.

6. Please confirm whether the Contractor is required to physically install the metal lockout-point identification tags on the equipment or furnish the completed tags to VA personnel for installation.

7. Equipment/Procedure Quantity: The SOW identifies Building 26 as approximately 184,396 square feet; however, we did not identify an estimated equipment count. Can the VA provide the approximate number of equipment assets requiring LOTO procedures and the anticipated number of lockout-point identification tags?

8. Existing LOTO Procedures: Are there existing equipment-specific LOTO procedures available for review/update, or should the contractor anticipate developing all procedures from the ground up?

9. Equipment/Asset List: Is an equipment or asset inventory available for Building 26 that identifies the machinery, electrical equipment, mechanical systems, and other equipment included in the scope?

10. MEP Drawings: The SOW references MEP drawings. Will these drawings be made available to offerors prior to quotation submission, or only to the successful contractor?

11. Brady Lockout Writer: Will the VA provide access to its existing Brady Lockout Writer system/database and applicable templates, or should the contractor provide its own software/license?

12. LOTO Tags: Does the VA have established specifications for the required metal lockout-point identification tags, including size, material, color, numbering convention, information displayed, and mounting/installation method?

13. Field Support and Validation: Will VA maintenance, facilities, electrical, and/or engineering personnel be available during the onsite assessment to assist with equipment identification, shutdown coordination, identification of energy sources, and validation of isolation points?

14. Site Visit: Given the size of Building 26 and the undefined equipment quantity, will the VA be offering a site visit/walkthrough prior to the quotation due date? If so, please provide the available date/time and registration requirements.

15. “Records Storage” References: The evaluation criteria contain several references to experience providing “records storage.” Please confirm whether these references are intended to mean experience providing LOTO procedures and associated LOTO services for this requirement.

16. Licensing Requirements: The SOW states that the contractor shall obtain all necessary licenses. Can the VA identify any specific California contractor, electrical, trade, or professional licenses required for performance of this scope?

17. Asbestos Requirements: Please confirm whether performance of the Building 26 LOTO scope will require contractor personnel to enter any asbestos-containing or regulated areas requiring the referenced 16-hour asbestos certification and/or respiratory fit testing.

18. Is there an estimated number of procedures required to be developed for Building 26?
