Contractor shall sign clause 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING-CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) pg 33.

All offerors are required to submit all documentation specified in Section E, as well as provide signed acknowledgment of all amendments. Failure to submit any required documentation or to acknowledge all amendments will result in the offer being considered non-responsive and excluded from evaluation.

1. Server Access Will the Contractor be provided local administrator access credentials to each NVR server for the duration of the on-site installation, or will VA IT/ISO personnel need to be present to execute OS-level network configuration changes (e.g., NIC teaming)? Please also confirm whether remote access will be available or required, or if this is strictly an on-site, console-based engagement.

ANSWER: VA personnel will assist contractors in accessing network configurations. No remote access will be provided.

2. On-Site Duration and Scope The Statement of Work states the period of performance for the installation is one week from start to completion, while the Price/Cost Schedule reflects 11 hours each for Physical Security Engineering Labor and Physical Security Core Technician Labor (22 combined hours). Can the Government confirm whether the one-week period reflects the expected on-site working duration, or whether the labor hours indicate a shorter on-site window (e.g., 2-3 business days)?

ANSWER: Period of performance will be one year.

3. Fiber Cable Specification The Statement of Work describes the required patch cables as 15ft Patch Optical Cables, while the Price/Cost Schedule (Item 0006) specifies LC to LC 5 Meters Multimode Duplex 62.5/125 OM1. Can the Government confirm whether OM1 is the correct and intended fiber grade for this 10GbE application, or whether OM3/OM4 was intended?

ANSWER: OM3 or OM4 for 10‑gigabit applications.

4. SFP Compatibility Can the Government provide the exact make, model, and part number of the 11 Avigilon-compatible SFPs that VA San Diego will be supplying, so that the Contractor can source fully compatible matching transceivers for the remaining 11 required under this contract?

ANSWER: SFP+ 10 Gbase-SR Optical Transceiver for Avigilon NVR4X and NVR3

5. Please confirm the required and supported redundancy configuration for the NVR network interfaces. Specifically, should the contractor implement:

•LACP-based port-channeling;
•Static port-channeling;
•Switch-independent active/standby NIC teaming;
•Switch-independent load balancing; or
•Another Avigilon-supported redundancy method?

For locations with two switches, please also confirm whether the switches operate as a single logical switching system through stacking, MLAG, VSX, vPC, or an equivalent technology capable of supporting a port-channel across both switches.

If the switches operate independently, please confirm whether switch-independent active/standby teaming should be used instead of LACP.

ANSWER: Redundancy for Avigilon NVR network. Information will be provided to the awardee.

6. Please confirm that VASDHS will be responsible for providing and configuring the existing switch-side infrastructure required for this project, including:

•Available 10Gb switch ports;
•Switch-side SFP+ optics;
•Required VLAN assignments;
•Access or trunk port configuration;
•LACP, MLAG, stacking, or equivalent switch configuration;
•MTU and related interface settings; and
•Any other modifications to the existing switching environment.

Please also confirm that the contractor’s configuration responsibility is limited to the NVR hardware, NVR network interfaces, and associated redundancy or teaming settings, with VASDHS personnel performing or authorizing the required switch-side changes.

If the contractor is expected to perform switch-side configuration, please identify the applicable switch manufacturers, models, software versions, management platforms, and required configuration scope at each location.

ANSWER: Switch‑side configuration responsibilities are not defined in the solicitation. The contractor will be responsible for all NVR‑side configuration, while switch configuration falls under OIT. If switch‑side configuration is required, an IT request will be submitted.

7. Please define the event that initiates the one-week implementation period. Specifically, does the one-week period begin after all the following have been completed?

•Issuance of a formal notice to proceed or mutually agreed project start date;
•Delivery and availability of all contractor-furnished equipment;
•Availability and validation of the 11 VA-furnished SFP+ optics;
•Completion of required personnel vetting, badging, and access approvals;
•Confirmation that the NVRs and switch-side infrastructure are ready;
•Identification of VASDHS personnel responsible for switch configuration; and
•Approval of maintenance windows for all affected facilities.

Please also confirm whether “one week” means five consecutive business days and whether installation, configuration, and testing at all seven VASDHS locations must be completed within that same five-business-day period.

8. What are the exact make and model numbers of the 6 NVR servers requiring 10GB expansion cards, and the network switches receiving the SFP+ transceivers? We need to ensure PCIe card, transceiver, and cabling compatibility.

9. Is the long-haul fiber backbone and patch panel infrastructure already fully installed and labeled at all 13 NVR locations, requiring only local 15ft patch cord connections, or is the contractor required to run new fiber optic cabling?

ANSWER: Yes, patch cords required.

10. Will VA Network/IT staff handle switch port provisioning and VLAN configuration for the 10GB redundancy links, or is the contractor expected to configure the facility switches?

ANSWER: Contractor will work with VA personnel.

11. (CLIN 0004) The SOW provides six (6) 10GB fiber expansion cards for “6 NVR Servers” yet directs redundancy configuration “across 13 NVRs,” while the enterprise inventory lists sixteen (16) Avigilon NVRs and thirteen (13) Motorola NVRs. Please identify the specific NVRs, by facility location, that are in scope for the redundancy configuration, and clarify how any NVR not receiving an expansion card is expected to achieve redundancy.

12. (CLIN 0005) Does the VA require genuine Avigilon-branded (OEM) SFP+ 10GBASE-SR transceivers, or are third-party Avigilon-compatible transceivers acceptable? Certain Avigilon NVR4 platforms enforce vendor-locking on optics, which affects both compatibility and price.

ANSWER: Yes, only OEM.

13. (CLIN 0006) The SOW references “15 ft” patch optical cables, while CLIN 0006 specifies “LC to LC 5 Meters Multimode Duplex 62.5/125 OM1.” Please confirm the required cable length (15 ft versus 5 m) and the intended fiber grade. OM1 (62.5/125) limits 10GBASE-SR to roughly 33 m and is atypical for new installations; please confirm whether OM3/OM4 is intended.

ANSWER: 15 ft is roughly 4.6 meters.

14. For the eleven (11) VA-furnished SFPs, please provide the exact make and model and confirm the location and date they will be available on site, so the contractor can verify compatibility and avoid schedule impact.

15. What are the Government’s acceptance criteria for successful redundancy (for example, the failover test method and pass/fail thresholds)?

Please also confirm the Avigilon Control Center (ACC) software version in use and whether the VA will provide any software licenses required to enable NVR redundancy/failover.

16. The SOW states performance is “while all CLINs and the Delivery Schedule show a base period of 08-10-2026 through 08-09-2027, and the solicitation includes an Option to Extend Services. Please clarify the actual period of performance and whether any option period is to be separately priced.

ANSWER: The period of performance is 12 months.

17. Given an anticipated early-August award and the one-week performance window, will the Government allow flexibility on the installation start date to accommodate manufacturer lead times on the Avigilon expansion cards and optics?

ANSWER: Yes, we should allow a reasonable amount of time to procure parts and gather necessary information. The period of performance will be 12 months.

18. Work spans multiple facility locations. Will the Government offer a site visit prior to the offer due date, and if so, when? Site conditions could materially affect the labor estimate.

ANSWER: Site visit has passed.

19. CLINs 0001 and 0002 show a unit of “LT” with quantity 11 and are labeled “x11.” Please clarify whether these represent labor hours or lots.

ANSWER:

Each quantity represents one week of labor (Monday through Friday). The unit ‘LT’ stands for ‘lot.’ Therefore, 11 LT corresponds to 11 weeks of labor.

20. Redundancy Configuration" on Avigilon NVRs typically refers to adding a secondary redundant power supply to ensure the server remains operational if a primary power supply or circuit fails. There are not any power supplies or UPS included on the RFP to make sure that the system is redundant. Are those provided by the VA as well or already existing?

21. Are the 10GBE network cards for the NVR4/NVR4x Standard or Value? The RFP mentions all of the different server versions, but it does not specify which model.
