About this file

This is an Amendment to Solicitation (Standard Form 30) for federal contract opportunity 36C26226Q1108 issued by the Department of Veterans Affairs, NCO 22 - Network Contracting. The amendment modifies the original solicitation dated August 4, 2026, and extends the deadline for receipt of offers to September 2, 2026, at 3:00 PM Mountain Daylight Time. The primary purposes of this amendment are to schedule a mandatory site visit, post questions and answers received from prospective offerors, and extend the solicitation close date.

The solicitation concerns fuel filtering, polishing, and tank cleaning services at the Greater Los Angeles VA Healthcare System located at 11301 Wilshire Boulevard, Los Angeles, California 90073. The scope encompasses 31 total fuel tanks containing 137,250 gallons across multiple building locations, primarily containing Red Diesel Dye and Amber 363 fuel types. Services include filtering and polishing fuel, cleaning tank interiors, performing required laboratory analyses per NFPA 110 and California Air Resources Board (CARB) specifications (including tests for base/sediment/water content, distillation points, API gravity, cetane index, sulfur, copper strip, bacteria, water, and flash point), adding biocide/stabilizer treatment post-polishing, and proper disposal of waste fuel and tank bottoms using the VAMC's EPA identification number. The mandatory site visit is scheduled for Thursday, August 27, 2026, at 11:00 a.m., with participants required to meet at Building 63 and register by August 26, 2026, at 2:00 PM Mountain Time by contacting Kyle Cipra (kyle.cipra@va.gov).
