Amendment/Modification to RFQ 36C26226Q1039 – ADEQ Compliance Underground Fuel Storage

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, NCO 22 – Gilbert Network Contracting, for RFQ 36C26226Q1039 related to ADEQ Compliance Underground Fuel Storage Tank (UST) systems. The amendment extends the deadline for questions to October 16, 2026, at 1:00 PM MST and the offer deadline to October 23, 2026, at 3:00 PM MST. Offerors must submit via email to Jasmon Cornick (Contract Specialist) at jasmon.cornick@va.gov and NCO22SERVICES4SOLICITATIONINBOX@va.gov, with the subject line referencing RFQ number 36C26226Q1039/CORNICK. All contractors must sign clause 852.219-75 regarding VA Notice of Limitations on Subcontracting–Certificate of Compliance for Services and Construction (January 2023).

The continuation page contains questions and government responses addressing contract scope clarification. CLINs 0003 and 0004 (Emergency Repairs) are designated as zero-line items pending cost determination and modification. The facility equipment list encompasses Automatic Tank Gauging (ATG) systems, leak detection equipment, containment equipment, and overfill prevention devices. Key service requirements include 24/7 emergency response within four hours at standard labor rates of $285/hour ($342/hour for emergency/after-hours work), with mileage reimbursement at $1.55/mile. Annual testing and triennial testing requirements apply, with documentation deliverables required within five business days. The government indicated that a site visit is necessary to clarify specific repair types covered under CLIN 0003, secondary containment line counts, and equipment inventory, and noted that the facility is currently out of compliance with triennial testing requirements.

Question 36C26226Q1039_1 ADEQ Compliance Underground Fuel Storage

1. Please clarify the required pricing basis for CLINs 0003 and 0004 and their option-year equivalents. What emergency call-out quantities, response times, labor hours, and repair-parts quantities should offerors include? Zero-line Item- We do not know the cost-

So this needs to be a zero-line item, for modifications purposes.

2. May offerors use defined annual call-out/hour limits and a repair allowance, with additional work performed only after written Contracting Officer authorization? Zero line Item- We do not know the cost- So this needs to be a zero-line item, for modifications purposes

3. Please also confirm whether tank replacement, excavation, piping replacement, and environmental cleanup are included. Zero-line Item- We do not know the cost- So this needs to be a zero-line item, for modifications purposes

4. Facility Equipment List

a. Can you provide a list of equipment and components covered under this contract? This will help us provide the most accurate pricing.

Automatic Tank Gauging (ATG) Equipment

5. ATG console/system

6. Tank probes

7. Sensors

8. ATG alarms

9. ATG reporting and monitoring components

Leak Detection Equipment

• Line leak detectors

• Line tightness testing components

• Interstitial monitoring equipment

• Monitoring wells

• Handheld release detection equipment o Tank gauge sticks o Groundwater bailers (where applicable)

Containment Equipment

• Containment sumps

• Piping containment sumps used for interstitial monitoring

• Sump integrity and liquid-tightness components

Overfill Prevention Equipment

• Overfill prevention devices

• Automatic shutoff devices

• Flapper valves and associated overfill prevention components o Tank 10 flapper valve specifically referenced in the SOW for functionality verification

10. Annual Testing and Inspections – Section 5

a. The sixth bullet states:

i. "Submit evidence demonstrating containment sumps used for interstitial monitoring of piping in accordance with R18-12-235(B). This is a triennial requirement."

b. Since this is identified as a triennial requirement, should this item be included and priced under the triennial testing scope rather than the annual testing scope?

We are going above and beyond requirements

11. Section 5 – Bullet 7

a. The SOW requests:

i. "Submit documentation demonstrating integrity testing of tank 10 diesel spill bucket and functionality testing of tank 10 flapper valve was completed after repair of spill bucket."

b. Is this simply a request to verify and provide documentation of previously completed testing, or is additional testing expected under this contract?

Additional.

12. Section 5 – Bullet 8

a. The SOW requests:

i. "Submit evidence of the triennial testing for all containment sumps used for interstitial monitoring of piping to ensure the equipment is liquid tight."

b. Is this also intended as verification of previously completed triennial testing, or is the contractor expected to perform new triennial testing during the contract period? Perform new triennial testing

13. Previous Triennial Testing

a. What was the most recent calendar year that the triennial testing was completed? This information will help determine upcoming testing requirements and pricing assumptions. We are out of Compliance, we haven’t had one.

14. CLIN 0003 – Emergency Repairs

a. CLIN 0003 is identified as "Emergency Repairs to underground tanks and associated equipment."

b. Can you clarify what types of repairs the Government expects to be covered under this line item? For example, would this include repairs to sensors, probes, ATG components, line leak detectors, spill buckets, overfill prevention equipment, sumps, and associated UST compliance equipment? Site visit will need be set up.

15. Deliverables

a. Section 7 currently requires "Complete documentation delivered within 5 business days of service."

b. Would the Government consider revising this requirement to 7 business days to allow sufficient time for QA/QC review and preparation of compliance documentation? 5 business days is the Max. We need to have to be able to update VISN or the Director if there something that needs to be addressed.

16. SB989 Secondary Containment Testing

Can you confirm the number of secondary containment lines associated with each tank that will require testing, including product and vent lines?

This requires a site visit and walk through to lay eyes on the equipment.

17. Emergency Repairs – CLIN 0003

Emergency Repair CLIN pricing, or would these be authorized separately as needed?

Separately as needed
