Summary of Solicitation 36C26226Q0810

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Department of Veterans Affairs (VA), Network Contracting Office 22, located in Long Beach, California. The solicitation seeks tissue processors and uninterruptible power supplies (UPS) for deployment across six VA healthcare facilities within VISN 22 (Veterans Integrated Service Network 22). The solicitation number is 36C26226Q0810, with an offer due date of June 1, 2026, at 7:00 AM PDT, and a period of performance of 90 days after receipt of order (ARO) for delivery and installation to all specified sites.

The acquisition requires 12 Tissue Tek VIP6 AI tissue processors (NAICS 334516, manufacturer part number 6040) and 12 uninterruptible power supplies (manufacturer part number 6033) to be delivered to six VA locations: New Mexico, Loma Linda, Tucson, San Diego, Long Beach, and Greater Los Angeles. Each site requires two tissue processors with a maximum capacity of 300 cassettes each and two accompanying UPS units. The contract type is firm-fixed-price with lowest price as the sole evaluation factor. This is an unrestricted, open-market procurement with no set-aside restrictions. Payment will be made by electronic funds transfer, with invoices submitted monthly as needed. The solicitation explicitly states this acquisition is for instruments and equipment only, with no allowance for additional preventive maintenance services, supplies, accessories, or equipment; submitting additional items may render a proposal non-competitive for award. Offerors must provide detailed technical specifications addressing salient characteristics including software capabilities, compatibility with existing Sakura embedding centers, reagent management systems, infiltration and vacuum technology, and support services including onsite preventative maintenance with less than 24-hour response times and telephone/email support with less than 8-hour response times.

B.4 STATEMENT OF WORK

1.0 Scope of Work:

The Histology Department of Pathology & Laboratory Medicine (P&LMS) is requesting Tissue Processors for use in the Histology Departments at the Greater Los Angeles VA, Phoenix VA, San Diego VA, Loma Linda VA, Long Beach VA and New Mexico VA. The proposed use of the processors is to process tissue specimens received from the operating room and clinics.

The supply acquisition does not involve connection of contractor-owned IT devices to the VA internal network, therefore the C&A requirements do not apply and a security accreditation package is not required. The instrument purchased does not have the ability to store data or accept patient demographic information.

2.0 Tasks:

The Contractor shall provide all products, labor, and materials according to the SOW Specifications. The items required must meet or exceed the specifications listed below.

General Requirements; the contractor shall provide the following:

1. Specifications set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance of the equipment. These information described is intended to be descriptive, not restrictive to ensure items are of a satisfactory nature.

2. The contractor shall meet or exceed the minimum requirements and shall be held responsible for the performance and overall quality of the equipment during the warranty period.

3. The equipment, based upon the specifications requested, shall be the newest and the most current model. A refurbished system is not acceptable. The equipment should be a standard product of the manufacturer of record. The manufacturer of record is defined as a company whose main occupation is the manufacture for sale items of equipment and which:

a. Maintains a factory production line.

b. Maintains a stock of replacement parts for the item.

3. Tissue processor unit must fit within the currently available laboratory square footage and special limitations of 3 feet wide and 3 feet deep.

4. Tissue processing baskets shall be compatible with existing Sakura Tissue-Tek embedding centers. Lack of compatibility results in additional staff time due to the need for manual transfer of tissue cassettes into alternative embedding baskets prior to embedding, and increases possibility of errors in handling specimens. Accommodating incompatible baskets would require the purchase of additional embedding equipment, resulting in unbudgeted expenses.

5. The tissue processor shall have the ability to manage reagent rotation, a system capable of monitoring and maintaining reagent quality and concentration throughout processing to support consistent integrity and staining performance.

6. Infiltration and Vacuum technology

7. Ability to use non-proprietary reagents
