About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 22 on May 21, 2026, for solicitation 36C26226Q0810. The amendment's primary purpose is to answer questions submitted by offerors concerning the solicitation; questions received after the submission deadline were not answered to maintain compliance with solicitation instructions.
The amendment addresses nine substantive questions and answers regarding laboratory equipment procurement. Key clarifications include: (1) preventative maintenance and additional services are not required—the solicitation covers only equipment purchase with standard industry warranties; (2) the solicitation is a brand name or qual-to specification, and vendors may propose compatible alternative equipment if pricing and compatibility meet requirements following technical review; (3) reagent station containers are limited to one gallon maximum due to laboratory space and chemical handling considerations; (4) cassette capacity per instrument cannot exceed 300 based on operational needs and available laboratory space; (5) total cost of ownership assessment beyond acquisition cost will not be performed, as the solicitation covers equipment purchase only; and (6) specific technical requirements regarding reagent quality measurement and concentration monitoring mechanisms are referenced in Section B.4 (Statement of Work, sections 2.0-2.5) of the original solicitation. The amendment confirms that all terms and conditions of the original solicitation remain unchanged except as provided herein.

The Purpose of this amendment is to:
1) Answer questions concerning the solicitation. See next page for details.
2) Questions received after the question submission deadline, spelled out in the solicitation, were not and will not be answered to stay compliant with the instructions.
QUESTION:
Clarify if preventative maintenance should be submitted with proposals? The (Statement Of Work) SOW includes the following statements which refer to preventative maintenance:
Section B.4. STATEMENT OF WORK, 2.3 Repair & Maintenance Services agreement; the contractor shall provide the following, Subpart 2.3.1 states. Onsite preventative maintenance that meets manufacturer and laboratory regulatory requirements, to include a minimum of one (1) inspection per year to include evaluation of hardware and software, calibrations, alignments, cleaning, part replacements as needed.
ANSWER:
- This solicitation is only for the equipment listed. There is no requirement for additional services and or maintenance. Additionally, DISREGARD all of the Statement Of Work’s section 2.3 as it was mistaken as a request for additional services and maintenance outside standard industry warranties.
QUESTION:
It is believed that more than one OEM’s basket is compatible with the Tissue-Tek embedding center and that Sakura bases of design tissue processor. Will the VA consider offers aside from the vendor model specified in this RFQ?
ANSWER:
- This is a brand name or qual-to solicitation. Provide a proposal/quote if it is believed that the proposed equipment/instruments are compatible with the description of the requirements in the SOW. If the pricing and compatibility are found to meet the requirements, after a technical review, those proposals may be considered for award.
QUESTION:
Does the government require a quantitative and qualitative physical measurement conducted of reagent quality and concentration to ensure that the reagent management system is accurate and minimizes the room for human error?
ANSWER:
- Please refer to section B.4. STATEMENT OF WORK, 2.0 - 2.5. of solicitation 36C26226Q0810
QUESTION:
Does the government require the instrument to have an ongoing mechanism to monitor reagent concentration?
ANSWER:
- Please refer to section B.4. STATEMENT OF WORK, 2.0 - 2.5. of solicitation 36C26226Q0810
QUESTION:
Will the government consider proposals with reagent station containers that exceed one gallon?
ANSWER:
- No. Laboratory space, chemical handling considerations, and standardized reagent management practices, dictate the government requirements and limitations on reagent station container capacities.
QUESTION:
Will the government consider proposals where cassette capacity for one instrument exceeds 300? If so will the government consider amending this provision?
ANSWER:
- No. Operational needs, workflow, and available laboratory space requirements dictate the cassette capacity limitations.
QUESTION:
Will the government consider assessing total cost of ownership in addition to acquisition cost. Up to and including reagent usage and tech time on instrument for standard operation. If so will the government provide necessary cassette volume and reagent protocols so vendors can provide an accurate cost estimate?
ANSWER:
- Solicitation 36C26226Q0810 is only an equipment purchase for only those items listed in the solicitation with no additional supplies, preventive maintenance or services to be included.
