About this file

This is an Amendment 1 to RFQ 36C26226Q0612 that extends the deadline for submission and provides clarifications on key contract requirements.

The solicitation is for Virtual Music Therapy services for the VA Substance Use Disorder Program at three Los Angeles locations: West Los Angeles, Downtown Los Angeles, and Sepulveda CBOC. The amended deadline for receipt of offers is May 14, 2026 at 11:00 AM MDT. The period of performance is six months from the award date, with a funding deadline of October 2026. The contractor must provide a minimum of 16 hours of treatment per month, consisting of 4 hours weekly broken into two sessions: one group session teaching guitar and one individual session for personalized songwriting. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 22 is the issuing and administering office, with locations in Tucson, Arizona and Long Beach, California. Contractors must have CPRS and VA Video Connect access within 30 days of award, with the requesting department responsible for coordinating onboarding and IT credentialing. The VA clarified that prior contracts involving music therapy services in behavioral health or substance use disorder treatment settings—whether virtual, in-person, or hybrid—satisfy the minimum experience requirement of two prior relevant contracts, rather than strictly requiring virtual SUD-specific music therapy experience.

Questions and Answers to RFQ # 36C26226Q0612, Music Therapy

1. Confirmation of period of performance? What are the expected number of hours or sessions required per week or month?

Period of performance will be based on date of award for 6 months. It is expected that at least 16 hours in total are offered within the timespan of 1 month at least. This would require 4 hours of treatment per week broken up into 2 sessions. One session would be a group format to learn how to play the guitar and the second session would be an individual session with their music teacher to begin creating their song.

1. Is there a deadline for using the funding?

The deadline is October 2026.

1. VA Video Connect Access Provisioning: Task 5 requires all sessions to be administered via VA Video Connect. Please confirm whether the VA will provision contractor personnel with VVC access credentials following award, and whether there are any technical prerequisites that contractor staff must complete prior to their first session?

Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs.

The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.

1. CPRS Access Provisioning Timeline: Task 4 requires contractor therapists to document directly in CPRS. Please confirm the expected timeline from contract award to active CPRS access provisioning for contractor personnel and identify the VA point of contact responsible for coordinating contractor IT credentialing to ensure no gap in documentation capability at the start of the first retreat.

Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs. The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.

1. Experience Requirement Scope: File 2 requires a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants. Given that virtual music therapy retreats for SUD populations represent a specialized and emerging program model, will the VA consider prior contracts involving music therapy services in behavioral health or SUD treatment settings -- including hybrid or in-person formats -- as meeting the experience requirement? Or are strictly virtual SUD-specific music therapy contracts required for the experience standard to be met?

The VA will consider prior contracts that involve music therapy services in behavioral health settings to include virtual or in- person. The experience requirement requests a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants.
