About this file

This is an Amendment to a Previous Combined Solicitation for virtual music therapy services under RFQ #36C26226Q0612. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22 (NCO 22) is seeking a contractor to provide music therapy services for the VA Substance Use Disorder Program at three Los Angeles-area facilities: West Los Angeles, Downtown Los Angeles, and Sepulveda Community-Based Outpatient Clinic (CBOC). The solicitation has been extended with a new response deadline of May 14, 2026, at 11:00 a.m. Mountain Daylight Time. The period of performance is six months from the date of award, with a funding deadline of October 2026.

The scope of work requires a minimum of 16 hours of treatment per month, structured as four hours per week across two sessions: one group session teaching guitar and one individual music therapy session for song creation. All sessions must be delivered via VA Video Connect, and contractor therapists must document directly in the VA's Clinical Practice and Reasoning System (CPRS). Contractors must have access to both CPRS and Video Connect within 30 days of award. The VA will consider prior contracts involving music therapy services in behavioral health or substance use disorder treatment settings—including virtual, hybrid, or in-person formats—to satisfy the minimum requirement of two prior contracts. The contracting office is located in Tucson, Arizona (zip code 85723), with the point of contact being Contracting Specialist Kyle Cipra. The product/service code is Q999, and the NAICS code is 611710.

Questions and Answers to RFQ # 36C26226Q0612, Music Therapy

1. Confirmation of period of performance? What are the expected number of hours or sessions required per week or month?

Period of performance will be based on date of award for 6 months. It is expected that at least 16 hours in total are offered within the timespan of 1 month at least. This would require 4 hours of treatment per week broken up into 2 sessions. One session would be a group format to learn how to play the guitar and the second session would be an individual session with their music teacher to begin creating their song.

1. Is there a deadline for using the funding?

The deadline is October 2026.

1. VA Video Connect Access Provisioning: Task 5 requires all sessions to be administered via VA Video Connect. Please confirm whether the VA will provision contractor personnel with VVC access credentials following award, and whether there are any technical prerequisites that contractor staff must complete prior to their first session?

Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs.

The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.

1. CPRS Access Provisioning Timeline: Task 4 requires contractor therapists to document directly in CPRS. Please confirm the expected timeline from contract award to active CPRS access provisioning for contractor personnel and identify the VA point of contact responsible for coordinating contractor IT credentialing to ensure no gap in documentation capability at the start of the first retreat.

Once awarded the requesting department is responsible for coordinating all onboarding VA access to required programs. The contractor should have access to CPRS and Video connect or be able to obtain access within 30 days after award.

1. Experience Requirement Scope: File 2 requires a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants. Given that virtual music therapy retreats for SUD populations represent a specialized and emerging program model, will the VA consider prior contracts involving music therapy services in behavioral health or SUD treatment settings -- including hybrid or in-person formats -- as meeting the experience requirement? Or are strictly virtual SUD-specific music therapy contracts required for the experience standard to be met?

The VA will consider prior contracts that involve music therapy services in behavioral health settings to include virtual or in- person. The experience requirement requests a minimum of two prior contracts specifically related to virtual music therapy retreats for SUD participants.
