About this file
This is a Questions and Answers document issued as an amendment to RFQ 36C26226Q0563 for STRAX/Hiperwall/Audio Visual (AV) Support Services at the Greater Los Angeles VA Healthcare System. The amendment was issued by the Department of Veterans Affairs Network Contracting Office on May 4, 2026, with an effective date of May 12, 2026. The document clarifies four key contractor inquiries regarding billing, performance period start date, certifications, and emergency repair pricing.
The Q&A responses establish the following terms: contractors may bill monthly, quarterly, or annually, provided services are not billed prior to being rendered and no advanced payments are authorized; the period of performance begins July 1, 2026, with no earlier start date available; required certifications may be held by named or assigned subcontractor personnel rather than the prime contractor, with subcontractor certifications to be provided in accordance with solicitation instructions; and Emergency Repair CLINs shall not be priced in the offer, as these line items fall within the original scope of work and can only be executed through Contracting Officer-approved modification requests based on contractor quotes. The offer close date remains unchanged and is not extended by this amendment.

RFQ 36C26226Q0563 STRAX/Hiperwall/AV Support Services- Contractor Inquiries
1. The RFQ shows as billing monthly. Can we bill annually?
You can bill monthly, quarterly, or annually; however, services cannot be billed prior to being rendered. The government will not authorize advanced payments for maintenance support services.
2. Can the period of performance start on 6/1/2026?
Per the terms outlined in the solicitation, the period of performance is currently scheduled to begin on 07/01/2026. Currently, we are unable to authorize an earlier start date.
3. Could you please clarify whether these required certifications may be held by a named subcontractor or assigned subcontractor personnel, provided that the certified subcontractor/personnel will perform the applicable certified work and the prime contractor remains fully responsible for contract performance? Does the prime offeror itself need to hold all required certifications at the time of proposal submission?
The required certifications can be held by the subcontractor or assigned subcontractor personnel. Please provide the following certifications of the subcontractor or proposed subcontractor personnel in accordance with the solicitation instructions. No, the prime contractor does not need to hold all the required certifications.
4. Emergency CLIN and pricing clarification.
Emergency Repair line items shall not be priced in offer. Emergency Repair CLINS fall within the scope of the original scope of work and can only be executed by the Contracting Officer through an approved modification request submitted by the facility program POC based off a quote provided by the Contractor to conduct the additional repairs.
