1) Can you provide photographs of the installation locations?

ANSWER: We can mark the locations on the plan drawing.

2) Can you describe the types of walls the screens will be mounted to? I.E. CMU, drywall with metal studs, drywall with wood studs, brick?

ANSWER: Mostly dry walls and some locations with tiled walls.

3) Will the screens be mounted in Landscape or Portrait format?

ANSWER: The VA San Diego Healthcare System will rely on the contractors' expertise to assess and provide professional recommendations to determine the optimal orientation. As noted in the Statement of Work (SOW), the design must comply with the Americans with Disabilities Act (ADA) requirements.

4) You mention a range for screen size of 47"-65". Will you require different sized screens for different locations? Should screen size be standardized for all 16 installation locations?

ANSWER: The VA San Diego Healthcare System will rely on the contractors' expertise to assess the space and provide professional recommendation to help the facility make an informed decision. 65” are most likely going near the main entrances and 47” for other locations.

5) Is there any branding, color pallet, or logo placement that should be incorporated into the design of the screens?

ANSWER: Yes. Similar navy blue color and logo as seen on the main VA website: https://www.va.gov/ shall be used as a starting point for design.

The contractor shall have design discussion sessions with VASD for interface design. VASD will be relying on the contractor's design expertise.

6) Will power and data connections be available at each installation location?

ANSWER: Power will be VASD’s responsibility. Cabling and network set up will be the contractor’s responsibility.

7) Will the installer be able to utilize the dumpster, compactors, or recycling facilities at each installation location? Or will they be responsible for hauling away all packaging material?

ANSWER: No. Contractors are responsible for their housekeeping. Note that at the main La Jolla Medical Center contractors shall only use the service elevators.

8) Can the screens be received at each facility prior to installation? Or can they be received at a central location? Or will the installer be responsible for bringing the screens to each installation location?

ANSWER: The contractor is responsible for safely storing their materials and tools. No materials, screens, or tools shall be left or stored on-site unsupervised at any time. VASDHS is not responsible for the storage, damage, or loss of any items left at VASDHS's medical center or clinics.

9) Can you clarify the expected time frame for issuing a PO and the desired installation date for the 16 screens?

ANSWER: The PO will be issued once the contract has an award. Installation shall begin before June 30th.

10) Will floor plans, CAD drawings, or other layout documentation be provided for these locations?

ANSWER: VASD can provide archived floor plan drawings (CAD/PDF). Locations are still being finalized by end users. Generally expected areas include main entrances and lobbies. The VASD will also rely on contractors' expertise to assess the space and provide professional recommendations on this matter.

11) Question 6 of the initial RFI response notes that power will be the responsibility of VASD, while cabling and network setup fall to the contractor.

a. Will both power and data be available at the installation locations?

b. Or will the contractor be responsible for extending power and data to each location?

ANSWER: Network cabling set up will be the contractor’s responsibility. Power will be VASD’s responsibility.

12) Are there any active construction projects underway at these facilities? If so, who is serving as the General Contractor?

ANSWER: There are multiple active construction projects under different contractors. Pathfinding screen locations are not affected by these constructions.

13) Pg 39 of the SOW requires all items to be delivered by 5-01-2026, however, per RFI response #9 the work is to be performed between 6-30-2026 and 7-31-2026. Further RFI response #8 states that the contractor is responsible for all tools and materials at all times. What is to be delivered on 5-01-2026?

ANSWER: The PO will be issued once the contract has an award. Installation shall begin before June 30th.

15. To provide an accurate estimate, I need to confirm whether power and data connections are available at each wayfinder location. If these connections are not in place, we will need to run power and data from a nearby junction. This adds installation time and changes the scope significantly. If new lines are required, we will also need drawings that show the source and destination points.

ANSWER: VASD is responsible for making sure there is power at the installation locations. Data is contractor’s responsibility.

16. If power is available but no data connection exists, WiFi may be an option, provided the signal strength meets your internal IT standards. This can be applied selectively by location if needed.

ANSWER: According to our research there would be no need for data cabling because each unit should use hotspot. VASD will rely on the contractors' expertise to assess and provide professional solutions.

17. Please confirm whether the contracting officer will include FAR 52.232-29, Terms for Financing of Purchase of Commercial Products.

ANSWER: Contracting will not include FAR clause 52.232-29, Terms for Financing of Purchase of Commercial Products as the government does not provide advance payments performance‑based financing, progress payments, loan/security arrangements and this is a firm fixed price requirement.

18. Is it your intention to integrate this existing tool onto the Touchscreens? Or replace this tool with a new interactive wayfinding system?

ANSWER: No. VASD does not have an existing pathfinding. This is a new system to be implemented.

19. What is the total square footage of the VA facilities that would have to be mapped if you desire a new interactive wayfinding system?

ANSWER: Below is our best estimate:

20. VASD- La Jolla Jennifer Moreno campus map: 1,600,000 sqf Is this the square footage of all buildings on campus, or just the main facility that you want scanned? In the responses you indicated that you needed a campus map, but that only one facility needed to be scanned for wayfinding (below). I want to confirm that the floors 1-6 make up the 1.6 M sqf. Or is this the entire campus? And if so can we get just the square footage that we will be providing wayfinding for?

ANSWER: The La Jolla campus is 1.6 million sqf and needs to be scanned. Building 1, the main hospital, consists of six floors and occupies approximately 900,000 square feet. Additional patient services are provided in other buildings on La Jolla campus, such as Buildings 11 and 25. While pathfinding displays must include information for all buildings on the campus, the pathfinding displays will be installed in the main hospital.

21. What is the expected release date for the finalized map detailing all placement locations and corresponding size specifications?

ANSWER: After award. Contractor and end users will finalize confirmed locations during the first few end user meetings.

22. Can you confirm whether enclosures are required for each monitor, or if a standard mount-only installation is preferred?

ANSWER: Use the picture below as a reference.

23. With respect to QR code placements at entrances, kiosks, and print materials, can you clarify whether these are intended to support wayfinding? If so, should each code be configured with a specific starting location and linked to the vendor-hosted web-based wayfinding solution?

ANSWER: Yes, that is the intention. We are not sure. The VASD will also rely on contractors' expertise to explain pro-cons of these options and help end users make an informed decision.

24. Please confirm whether the cloud platform is expected to be deployed within a dedicated/private network environment or integrated with and run over the existing network.

ANSWER: Existing network shall not be used for this project.

25. Can you confirm whether the VA requires inclusion of a data updating contract, under which the vendor would be responsible for implementing system updates? If so, what is the anticipated term and duration?

ANSWER: This contract includes update/maintenance contract per SOW. Contract and option years is listed in the solicitation.

26. Which contract vehicle does the government intend to use for this procurement? For example, SEWP, GSA, etc.? Or is the government planning to execute a Call Order off of an existing BPA contract to address / satisfy this VASD Digital Wayfinding requirement? If so, which existing BPA contract does the government intend to use?

ANSWER: The government plans on making a stand-alone contract.

27. The RFP mentions “browser-based platform” on pages 38-39. Does the government already have a software license to this browser-based platform? If no (the government does not already have a software license), is it the government’s position that any required wayfinding / pathfinding software is included in the scope of this RFP and the B.2. PRICE/COST SCHEDULE, DESCRIPTION OF SUPPLIES/SERVICES: “VASD Digital Wayfinding”? In other words, the required wayfinding / pathfinding software license is baked into each CLIN 0001, 1001, 2001, 3001?

ANSWER: No. We do not have a software license.

28. I do see a range of display size but am unable to determine what the qty of each size might be. Is there an architectural drawing set? So, any additional drawings would be helpful.

ANSWER: To be determined after award. This is part of design conversations. As per SOW this project requires “a complete solution, including but not limited to concept, design, manufacture, installation, and maintenance of a digital wayfinding system”. All kiosks should be 65” for all locations including the ADA compliant kiosks.

29. As locations are still being finalized, when does the Government anticipate releasing available floor plans, AD Drawings, or layout documentation for contractor review?

ANSWER: After award. Contractors are also welcome to do a pre-bid site visit. This project is for a digital path-finding system, thus, we think the kiosks should be in the most visible locations near the main entries and main walkways.

30. Please confirm the number of digital signage displays per site.

ANSWER: To be determined after award.

31. Will the integrator need to supply the network switch, or will that be OFE?

ANSWER: Awarded contractor shall supply network and any related requirements.

32. What are the working hours permitted for installation at each site (e.g., standard business hours, evenings, weekends)?

ANSWER: Monday to Friday 8:00AM to 4:30PM
