About this file

This is Amendment 0003 to a Request for Quotation (RFQ) issued by the Department of Veterans Affairs Network Contracting Office 22 (Long Beach, CA) for Solicitation Number 36C26226Q0384, effective October 14, 2026. The amendment attaches vendor questions and answers, an updated solicitation document, and an updated Statement of Work. Key clarifications include: offerors must bid on all services identified in the solicitation and Statement of Work rather than selecting individual runs; the solicitation remains open with an October 30, 2026 deadline on SAM.gov; the performance start date and specific ordering-period dates under FAR 52.216-18 will be established at award; and Section A.2.5 has been revised to remove language limiting task orders to a TBD amount per order, with actual limitations governed by FAR 52.216-19 ($1.5 million single-item and $3 million combined limits).

The amendment further clarifies that emergency, STAT, after-hours, weekend, and holiday courier services are included in quoted rates with no additional compensation permitted; certification requirements for primes and subcontractors must comply with VAAR 852.219-73 and VAAR 852.219-75; and offerors are responsible for maintaining adequate records and applying reasonable, consistent, and supportable methodologies for allocating shared costs and tracking subcontractor payments at the order level to demonstrate compliance with subcontracting limitations. The contract vehicle is a Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) award set aside for SDVOSB businesses under NAICS Code 492110 (Courier Services) with a size standard of 1,500 employees.

36C26226Q0384

X X X This amendment is hereby issued for the following:

1) Attach vendor questions and answers. Please see the following pages 2 – 3 below.

2) Attach updated solicitation document. Please see document "36C26226Q0384 0003 Details"

3) Attach updated Statement of Work. Please see doucmnet "Attachment B - Statemnet of Work 0003"

1. To be clear you are trying to get every run covered or is this the ability to bid on ex. 10 runs out of the ones listed below ?

· Offerors shall submit quotations in accordance with the solicitation requirements. The resulting contract requires performance of all services identified in the solicitation and Statement of Work.

2. I just wanted to get clarity regarding this solicitation opportunity. We looked this up on Gov.Tribe and it's stating this was already awarded in June, but Sam.Gov is stating deadline for RFQ is 10/30/26.

· Yes, this solicitation is currently open and accepting offers as published on SAM.gov.

3. Please confirm the performance start date, ordering-period dates and mobilization period, given the TBD dates in 52.216-18.

· The solicitation states that the period of performance will begin shortly after award and consist of a one-year base period with four one-year option periods. The specific ordering-period dates identified in FAR 52.216-18 will be established at time of award. The solicitation does not identify a separate mobilization period; therefore, offerors should propose in accordance with the requirements and performance timelines set forth in the solicitation and resulting contract.

4. How should offerors reconcile A.2’s TBD task-order ceiling with the $1.5 million single-item and $3 million combined limits in 52.216-19?

· Section A.2.5 has been revised to remove the following sentences. “ TO’s shall be limited to TBD per order. This amount is subject to change if additional facilities are added to the IDIQ within VISN 22.”

· Please see FAR 52.216-19 for details on order limitations.

5. Which emergency services are included in quoted rates, when is additional compensation permitted, and what authorization and documentation are required?

· Emergency, STAT, after-hours, weekend, and holiday courier services are included within the solicitation requirements and quoted rates. The contractor shall provide STAT and emergency services as required by the Statement of Work, including 24/7/365 availability where specified. The solicitation does not provide for additional compensation for overtime, holiday, weekend, emergency, or STAT services.

6. Please clarify the certification requirements for the prime and similarly situated subcontractors, reconciling the VIP references in 852.219-73 with SBA certification references in 852.219-75.

· 852.219-73 has been updated to the most current publication version. Offerors shall comply with the certification and eligibility requirements set forth in the solicitation, including VAAR 852.219-73, VAAR 852.219-75, and applicable SBA regulations. Offerors are responsible for ensuring that all representations, certifications, and eligibility requirements are current and accurate as required by the solicitation.

7. For order-level subcontracting compliance, which direct costs qualify for exclusion, and how should shared costs and subcontractor payments be allocated and documented across orders?

· The solicitation does not prescribe a specific methodology for allocating costs. Offerors are responsible for maintaining adequate records and applying a reasonable, consistent, and supportable approach to allocating shared costs and tracking subcontractor payments at the order level to demonstrate compliance with the limitation on subcontracting requirements. Applicable regulations and solicitation clauses govern any allowable exclusions.
